ccm19901023COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD OCTOBER 23, 1990 Called to order at 8:00 p.m. by Mayor Salentine. Also present were Aldermen Dumke, Hilt, Patterson, D. Sanders and H. Sanders, City Attorney Molter and City Clerk Marenda. Aldermen Simmons and Taube were absent. Hilt moved for approval of minutes of meeting held October 9, 1990. H. Sanders seconded, carried. be held at the end of the regular meeting. Notice of Closed Session was read by the Mayor, noting it would COMMITTEE REPORTS H. Sanders presented Finance Committee minutes of October 17 and 23, 1990 and moved for acceptance. Dumke seconded, carried. D. Sanders presented Public Utilities Committee minutes of October 11, 1990 and moved for acceptance. Hilt seconded. It was agreed to hold back $15,000.00 on the Hwy. 'L' sewer project. It was also agreed to give Atty. Molter latitude on the language of the West Lake agreement, and also agreed to include Valley Drive on list of Pioneer Drive property owners to receive letter inviting to them to November 15th Public Utilities Committee meeting. Plan Commission minutes of October 16, 1990 were received and placed on file. NEW BUSINESS Reso.#238-90 - Deferring Payment of Special Assessment (Froelich). Hilt moved for adoption. D. Sanders seconded. Hilt moved to amend to change interest rate to 9%. Patterson seconded, carried 5-0. Resolution #238-90, as amended, adopted 5-0. Reso.#239-90 - Approval of Agreement Between Waukesha County and City of Muskego (911). Hilt moved for adoption. Dumke seconded, carried 5-0. Reso.#240-90 - Resolution Stating City's Support of Big Muskego/Bass Bay Protection and Rehabilitation District, Little Muskego Lake Association, and Lake Denoon Advancement Association Grant Applications. D. Sanders moved for adoption. Hilt seconded. Hilt moved to amend contingent on the Mayor and Clerk checking the grant to make sure the language in the Resolution is correct as to "and the implementation of necessary protective measures", and authorize them to change the language according to Resolution #240-90 with contingency adopted 5-0. the grant, if appropriate. D. Stats. as to Water Improvment Assessment Area for Woods Road South Water Project (MW-11-90). D. Sanders moved for adoption. Hilt seconded, carried 5-0. Patterson seconded, carried 5- Reso.#248-90 - Resolution Approving Financing of Muskego Volunteer Fire Company Truck. Dumke moved for adoption. Hilt seconded. It was noted that financing to be provided by City, but licensing, title, insurance etc. to be in the name of the Fire Company. Hilt moved to delete "in the name of the City". Patterson seconded, carried. Resolution fj248-90, as amended, adopted 5-0. D. Ord.ik697 - An Ordinance to Create Section 19.15 of the Municipal Code of the City of Muskego Adopting Wis. Statutes Section 101.22, Relating to the Equal Rights of All Persons to Fair Housing, and Providing Means for the Implementation and Enforcement Thereof. First reading. LICENSE APPROVAL Hilt moved for approval of operator's licenses for Jill Kinziger, Mark Krueger and Dodie Poplinski, subject to favorable police reports. CITY OFFICIALS' REPORTS Atty. Molter reported on the status of the Emerald Park court case, and the liwsuit on the Loebel matter. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Mayor questioned the current policy of submittinn all reauests fo; Utility purchases to the kouncil by Resoluti& to det'ermine if approval of Utilities Committee minutes would be sufficient to authorize said purchases. This item will be placed on the next Council agenda. Hilt moved to convene into Closed Session pursuant to performance evaluation data of any public employe over which the §19.85(l)(c), Considering employment, promotion, compensation or governmental body has jurisdiction or exercises responsibility, more specifically as to employe evaluation. D. Sanders seconded, carried 5-0. It was noted that the Council would adjourn after the Closed Session. Patterson moved to adjourn at 9:30 p.m. Dumke seconded, carried.
