COMMON COUNCIL
CITY OF MUSKEGO
MINUTES OF MEETING HELD SEPTEMBER 11, 1990
were Aldermen Hilt, Patterson, D. Sanders, Simmons and Taube,
Called to order at 8:30 p.m. by Mayor Salentine. Also present
City Attorney Molter and Deputy City Clerk Zaremba. Aldermen
Dumke and H. Sanders were absent.
Hilt moved for approval of minutes of August 28, 1990. Patterson
seconded, carried.
Mayor read the Notice of Closed Session as noted on the agenda.
Mayor Salentine presented plaque to City Clerk/Comptroller Jean
K. Marenda for achieving Certified Municipal Clerk status.
COMMLTTEE REPORTS
Hilt presented Finance Committee minutes of September 5, 1990 and
moved for acceptance. Simmons seconded, carried.
Taube presented Public Works Committee minutes of August 30, 1990
and moved for acceptance. D. Sanders seconded, carried.
Plan Commission minutes of September 4, 1990 were received and
placed on file.
UNFINISHED BUSINESS
Ord.#694 - An Ordinance to Amend the Zoning Map of the City of
Muskego (S-W to RS-3/OLS) On floor, deferred 8/28/90. It was
stated that the petitioner is corresponding with DNK to address
questions raised in their letter of August 14, 1990. Patterson
moved to defer to allow time for response from DNK. 1). Sanders
seconded, carried 5-0.
NEW BUSINESS
Reso.t208-90 - Approval of Offer to Purchase (Hoormann -
seconded, carried 5-0.

Reso.#212-90 - Approval of Certified Survey Map (American
Surveying Co., Inc. - Town of Norway). D. Sanders moved for
approval. Patterson seconded, carried 5-0.
Muskego (Schaefer - EA/Rl to EA/Rl (00s) First reading. The
Ord.11695 - An Ordinance to Amend the Zoning Map of the City of
Council directed that the following concerns be addressed prior
to second reading of the Ordinance: determination as to the
validity of the environmental assessment study request;
appropriateness of the 00s zoning for the type of operation being
proposed; possibility of rezoning a lesser area than originally
petitioned; possibility of conditional zoning, and clarification
of the time limit for construction of the house and how
requirement will be implemented.
LICENSE APPROVAL
Hilt moved for approval of operator's licenses for Johanna
Ackmann and Richard Christensen subject to receipt of favorable
police reports. Patterson seconded, carried.
VOUCHER APPROVAL
Hilt moved for approval of payment of General Vouchers in the
amount of $97,447.84. Patterson seconded, carried 5-0.
Simmons moved for approval of payment of Utility Vouchers in the
amount of $44,691.85. D. Sanders seconded, carried 5-0.
D. Sanders moved to convene into Closed Session pursuant to
§19.85(1)(e), Deliberating or negotiating the purchasing of
public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or
bargaining reasons require a closed session, and further pursuant
to §19.85(l)(g), Confering with legal counsel for the
governmental body who is rendering oral or written advice
concerning strategy to be adopted by the body relating to the
MMSD requirement regarding installation of metering devices. As
Hilt seconded, carried 5-0.
to these matters, formal action may be taken in Closed Session.
Council reconvened into Open Session.
Simmons moved for adjournment at 10:40 p.m. Patterson seconded,
carried.
