CITY OF MUSKEGO
MINUTES OF MEETING HELD JULY 24, 1990
Called to order at 8:02 p.m. by Mayor Salentine. Also present
were Aldermen Dumke, Hilt, Patterson, D. Sanders, H. Sanders,
Simmons and Taube, City Attorney Molter and City Clerk Marenda.
It was noted that the Public Hearing scheduled to be held on the
Miller rezoning was canceled due to Miller's withdrawal of the
petition.
Hilt moved for approval of minutes of meeting held July 10,
1990. Dumke seconded, carried.
Proclamation on National Night Out - August 7, 1990 was read by
the Clerk.
COMMITTEE REPORTS
H. Sanders presented Finance Committee minutes of July 18 and 24,
1990 and moved for acceptance. Dumke seconded, carried.
D. Sanders presented Public Welfare Committee minutes of July 17,
1990 and moved for acceptance. Patterson seconded, carried.

Ord.#687 - An Ordinance to Amend Chapter 17 of the Municipal Code
of the City of Muskego (Footings) Second reading. Taube moved
for adoption. Simmons seconded, carried 7-0.
Ord.8688 - An Ordinance to Amend the Zoning Map of the City of
Muskego (A to RS-2) Second reading. Simmons moved for
adoption. D. Sanders seconded, carried 7-0.
Ord.#689 - An Ordinance to Amend the Zoning Map of the City of
Muskego (R-2 to RS-2) Second reading. D. Sanders moved for
adoption. H. Sanders seconded, carried 7-0.
Muskego (R1 to RS-1) Second reading. H. Sanders moved for
Ord.#690 - An Ordinance to Amend the Zoning Map of the City of
adoption. D. Sanders seconded. It was noted that the rezoning
would be excluded from the sewer project. D. Sanders moved to

Mayor relinquished chair to Council President Hilt.
Computer Committee - Mayor Salentine, Chief Johnson and Clerk
Marenda, along with Library Director Sanhuber presented a
proposal to create an Information Systems position and request
City including the Library.

Position. Simmons moved for adoption with starting salary range
of $22,000 to $29,000 at 18 months. Patterson seconded. After
discussion, with approval of his second, Simmons changed motion
to have starting salary range of $25,000-$29,000. Council
authorized the Computer Committee, with consulting help if
necessary, to interview applicants and to recommend two top
candidates to Council for final approval. Motion carried 7-0.

Reso.#l69-90 - Authorize Expenditure of Funds for Purchase of
seconded. Computer sized for existing needs plus Library
Computer. Taube moved for adoption. H. Sanders
automation with expansion to be required as City and its
operations grow. Carried 7-0.
Reso. 81 70-90 - Authorize Implementation of Library Automation.
Patterson moved for adoption. Taube seconded, carried 7-0.
Mayor resumed chair.
Reso.#171-90 - Approval of City of Muskego as Responsible Unit
for Recycling. Patterson moved for adoption. Simmons
seconded. Taube expressed concern about not going with Waukesha
County due to their clout in obtaining markets for recyclables on
a larger scale. Patterson explained Committee's recommendation
and advised the City may opt to join the County program at any
time. With permission granted, Joe Campbell spoke to marketing
of recyclables and didn't see advantage of City going on its
own. Carried 6-1, with Taube voting "no".

Exercise Special Assessment Police Powers Under Sec. 66.60 Wis.
Stats. as to Water Improvement Assessment Area for Racine
Avenue/Gemini North Water Project (MW-10-90). Hilt moved for
adoption. D. Sanders seconded, carried 7-0.
Reso.Bl73-90 - Approval of Extension of Lease Between Waste
Management and City of Muskego for a Shooting Range for the
Police Department. Dumke moved for adoption. H. Sanders
seconded, carried 7-0.

Orlando, Kristine Willson, Nancy Clark, Jan Kuzmic and Diane Hitz
subject to receipt of favorable police reports. Hilt seconded,
carried.

H. Sanders moved for approval of payment of General Vouchers in
the amount of $270,917.40. Dumke seconded, carried 7-0.
Hilt moved for approval of payment of Utility Vouchers in the
amount of $93,901.15. Simmons seconded, carried 7-0.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Clerk acknowledged receipt of petitions for rezonings with Public
Hearings scheduled for August 14, 1990 for Wilkenson property on
Hillendale RS-1 to RS-2; Bushberger property in Section 1 from
RS-2 to RS2/0D; Verburgt property on Kurtze Lane from S-W to
RS-3. Petitions referred to Plan Commission for review and
recommendation.
Mayor noted the DNR has petitioned for dismissal of Judge Zick's
order on Emerald Park contested case. Mayor noted that MMSD
proposed an increase in holding tank dumping charges of five
times the current amount, and requested an Alderman accompany him
to a MMSD meeting on the matter on July 31, 1990.

Mayor referred to press release from the Police Department on a
Yamaha Wave Runner water vehicle loaned to the Department by
Yamaha, noting an on-water demonstration will be given on July 25, 1990 at 1O:OO a.m. on Bass Bay.
Patterson moved to adjourn at 12:OO a.m. Hilt seconded, carried.
