Called to order at 7:52 p.m. by Acting-Mayor Harold Sanders.
Also present were Aldermen Dumke, Hilt, Patterson, D. Sanders,
Simmons and Taube, City Attorney Molter and City Clerk Marenda.
Hilt moved for approval of minutes of February 13, 1990. Simmons
seconded, carried.

Proclamation presented to Robert Klenz in honor of the Muskego
Lions Club 40th anniversary with charter members Linck, Kreuser,
Lemke and DeAngelis present.
COMMITTEE REPORTS
Hilt presented Finance Committee minutes of February 21 and 27,
1990 and moved for acceptance. Dumke seconded, carried.
Simmons presented Public Welfare Committee minutes of February
14, 1990 and moved for acceptance. Patterson seconded, carried.
D. Sanders presented Public Utilities Committee minutes of
February 15, 1990 and moved for acceptance. Hilt seconded,
carried.
Taube presented Public Works Committee minutes of February 22,
1990 and moved for acceptance. D. Sanders seconded. Taube
Minutes approved without said paragraph. Taube moved to refer
requested individual consideration of paragraph 6, page 1.

Minutes of Plan Commission meeting of February 20, 1990 were
received and placed on file.
UNFINISHED BUSINESS
and Bid Out the Hillendale Drive North of Lembezeder to Tans
Reso.#6-90 - Authorize City Engineer to Prepare Plans and Specs
and Woods Road South of Hwy. 'L' and Hillendale Drive North of
Drive; Hillendale Drive South of Lembezeder to Wentland Drive;
Hwy. 'L' Sewer Projects and Woods Road South of Hwy. 'L' Water
Project. On floor, deferred 2/13/90. Hilt requested Woods Road
South of Hwy. 'L' project be further reviewed due to failing
septic systems in an area not now intended to be served and to
loop water system in that area. Hilt moved to defer. Taube
moved for reconsideration. Simmons seconded, carried 4-2 with
seconded, carried 5-1 with D. Sanders voting "no". Patterson

and Hilt voting "no". Taube moved for adoption of Resolution #6-

NEW BUSINESS
Reso.#45-90 - Amendment to 1989 Budget. Taube moved for
adoption. D. Sanders seconded. Hilt moved to amend to
increase public charges for services - revenue by $7,500.00 and
increase public safety expenditures by $7,300.00 and education
and recreation expenditures by $200.00 and to transfer $9,250.00
from contingency to engineering. Dumke seconded, carried 6-0.
Resolution #45-90, as amended, adopted 6-0.
Reso.#46-90 - Establishing Salaries for Certain City of Muskego
Employees for 1990. Hilt moved for adoption. Simmons
seconded. Taube questioned why no pay differential for employees
under 19 years of age. Motion carried 5-1 with Taube voting
"no " .
Reso.fl47-90 - A Resolution To Accept the Wisconsin Development
Fund Grant Award for the Delta Group, Inc., and To Provide the
Authorizations Necessary to Comply with Wisconsin Department of
Development Administrative Requirements. Simmons moved for
adoption. Hilt seconded, carried 6-0.
Reso.#48-90 - Authorizing Approval of Rental Agreement between
Phones Plus and City of Muskego (Recreation Department). Simmons
moved for adoption. Hilt seconded, carried 6-0.

Reso.#50-90 - Authorizing Execution of Quit Claim Deed for
Tm Easement (Golden Country Estates). Patterson moved
for adoption. D. Sanders seconded. Taube moved to amend to add
"BE IT FURTHER RESOLVED that the legal description on the Quit
Claim Deed shall be the same as marked on CSM fl9037, copy
attached." Patterson seconded, carried. Resolution #50-90, as
amended, adopted 6-0.
Reso.fl51-90 - Granting Placement of Water Ski Jump on Bed of
Little Muskego Lake and Placement of Pier at Idle Isle (Water
Bugs Ski Club). Hilt moved for adoption. Taube seconded,
carried 6-0.
Reso.#52-90 - Approval of Practice/Show Dates of Water Bugs Ski
Club on Little MuskeEo Lake. Taube moved for adoption. Hilt
seconded, carried 6-5.
Reso.t53-90 - Approval of Certified Survey Map (Industrial Park
Addn. - Delta Group, Inc.). Hilt moved for adoption. Simmons

Reso.#55-90 - Approval of Certified Survey Map (Lawdanski). Hilt
concerns that private road not being brought up to City
standards. Carried 6-0.
Ord.f/673 - An Ordinance to Amend the Zoning Map of the City of
Muskego (Kurer - RSA to RSM) Second reading. Hilt moved for
adoption. Patterson seconded. Hilt reported that the Plan
Commission felt the requested 16 units in this residential-type
area would be too dense. The current zoning will allow 9
units. Patterson requested permission for the petitioner to
speak. No objections were heard. Lynn Kurer stated the property
is approximately 2 1/4 acres with commercial-zoned property to
the west and RSA-zoned property to the east, with two-bedroom
asked if she would be receptive to go between 9 and 16 units.

LICENSE APPROVAL
Hilt moved for approval of operator's licenses for Tessie Yager
and Jeffrey Mattern subiect to favorable uolice reuorts. D.
moved for adoption. D. Sanders seconded. Taube expressed
a Sanders seconded, carried. - Hilt moved for Change of Agent - B & N's Country Squire, Inc. -
Ted Witkowiak. Patterson seconded, carried 6-0.
VOUCHER APPROVAL
Hilt moved for approval of payment of General Vouchers in the
amount of $16,632.69 for 1989 and $266,409.05 for 1990. Dumke
seconded, carried 6-0.
Simmons movd for approval of payment of Utility Vouchers in the
amount of $1,597.00 for 1989 and $233,901.41 for 1990. D.
Sanders seconded, carried 6-0.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Clerk acknowledged receipt of petition from Terra Development
Corp. to rezone property in Section 8 from RS-l/RS-Z/B-Z/W to RS-
3/OPD with Public Hearing to be held at 7:15 p.m. on March 13,
1990. Petition referred to Plan Commission for review and
recommendation.
Atty. Molter reported an environmental assessment Public Hearing
would be held in Muskego in March regarding the Emerald Park
landfill.

Taube announced the Little Muskego Lake District has received
notification that funds have been reserved from the Wisconsin
Trust Fund Loan account for the purchase of the weed cutter with
interest at 6.25%.
