MINUTES OF MEETING HELD FEBRUARY 13, 1990
Called to order at 7:44 p.m. by Chairman Salentine. Also present
were Aldermen Dumke, Hilt, Patterson, D. Sanders, H. Sanders,
Simmons and Taube, City Attorney Macy and City Clerk Marenda.
Hilt moved for approval of minutes of January 23, 1990. Dumke
seconded, carried.
Clerk read Proclamation recognizing Vocational Education Week -
February 12-1 7, 1990.
COMMITTEE REPORTS
Hilt presented Finance Committee minutes of February 7 and 13,
1990 and moved for acceptance. H. Sanders seconded. Patterson
requested individual consideration of paragraph 5, page 1
without said paragraph. Patterson moved to refer said paragraph
regarding Police Department copy machine lease. Minutes adopted
to Finance Committee. Taube seconded, carried 7-0.
Simmons presented minutes of Public Works Committee of January
29, 1990 and moved for acceptance. Taube seconded. Simmons
requested individual consideration of paragraph 1, page 2. Taube
requested individual consideration of paragraph 5, page 1 and
paragraph 2, page 2. Mayor asked if the committee chairman would
her attorney regarding Schultz Lane negotiations. Dumke
agree to pay City Attorney for time spent meeting with Kurer and
agreed. Minutes approved without above stated paragraphs.
Taube moved to refer paragraph 5, page 1 to committee. Patterson
Committee. Patterson seconded. H. Sanders called for the
seconded, carried. Simmons moved to refer paragraph 1, page 2 to
question. Motion to refer defeated 6-1, with Simmons voting
"yes". Taube moved to approve paragraph 1, page 2. Hilt
seconded, carried 6-1, with Simmons voting "no". Taube moved to
refer paragraph 2, page 2 to Committee. Patterson seconded,
carried.
D. Sanders presented minutes of Public Safety Committee meeting
of February 7, 1990 and moved for acceptance. Taube seconded,
carried.

Plan Commission minutes of February 6, 1990 were received and
placed on file. Taube requested follow-up as to why property
addressed as S73 W16500 Janesville Road had not been purchased by
the City.
OLD BUSINESS
Reso.#6-90 - Authorize City Engineer to Prepare Plans and Specs
and Bid Out the Hillendale Drive North of Lembezeder to Tans
Drive; Hillendale Drive South of Lembezeder to Wentland Drive;
and Woods Road South of Hwy. 'L' and Hillendale Drive North of
Hwy. 'L' Sewer Projects and Woods Road South of Hwy. 'L' Water
Project. H. Sanders moved for reconsideration for further review
of the Woods Road South of Hwy. '2' sewer and water project.
Simmons seconded carried 7-0. H. Sanders moved to defer. Taube
seconded, carried.
NEW BUSINESS
Reso.#28-90 - Resolution As To Assembly Bill 8689 (Number of
Solid Waste Disposal Facilities in a Community). D. Sanders
moved for adoption. Dumke seconded. Petition presented by Bay
Lane students signed by 200 residents and students in favor of
AB689. No objections were made to hearing students who spoke in

Reso.#29-90 - Approval of City of Muskego's Waukesha County Block
Grant Program Request. Hilt moved for adoption. Dumke seconded,
carried 7-0.
Reso.830-90 - Amendment to 1989 Budget. Removed from agenda.

Assessment District WH). H. Sanders moved for adoption. D.
Sanders seconded, carried 6-1 with Taube voting "no".

adoption. Dumke seconded, carried 7-0.

Reso. //35-90 - Approval of Offer to Purchase (Rudolph Raab -
Industrial Park Addn.). Dumke moved for adoption. D. Sanders
attached offer and to add "and contingent upon said counter-offer
seconded. Taube moved to amend paragraph one to "counter" the
being accepted by the buyer on or before February 21, 1990, (said
counter-offer shall strike lines 33 and 36 of the original offer)
and contingent upon buyer submitting and City accepting an offer
to purchase of a 3.5 acre site on Challenger Drive, Saturn Drive
and Enterprise Drive (see attached drawing) for $26,000 an acre,
with a closing date on or before September 1, 1991 and secured by
Sanders seconded, carried 7-0. Resolution #35-90, as amended,
a Letter of Credit in the full amount of the sale price." H.

seconded. Hilt moved to amend paragraph 7 to add "and that the

adopted 6-1 with Taube voting "no".
Reso.#38-90 - Authorizing Execution of Lease Agreement Between L.
Klauser and City of Muskego. Dumke moved for adoption. Hilt
seconded, carried 7-0.
Reso.#39-90 - Approval of Agreement Between Dyer/Barrett
Properties and the City of Muskego. Hilt moved for adoption.

Reso.i/44-90 - Approval of Certified Survey Map (Stefaniak). Hilt
moved for adoption. Simmons seconded, carried 7-0.
Ord.il673 - An Ordinance to Amend the Zoning Map of the City of
Muskego (Kurer - RSA to RSM) First reading. The distance
between this property and existing RSM zoning to be researched as
well as State Highway 24 being identified in legal description.
LICENSE APPROVAL
Hilt moved for aooroval of oDerator's licenses for Troy Warren.
Tanina Hierner, Tbb Witkowiak; Catherine Stachowiak, James Stone,
Margaret Schaumberg and William Scharles subject to favorable
police reports. Patterson seconded, carried.
Hilt moved for approval of pharmacist's licenses for Jon Phillips
and David Moroder. D. Sanders seconded, carried.
VOUCHER APPROVAL
Hilt moved for approval of payment of General Vouchers in the
amount of $8,146.65 for 1989 and $257,840.70 for 1990. H.
Sanders seconded, carried 7-0.
H. Sanders moved for approval of payment of Utility Vouchers in
the amount of $77,043.28 for 1989 and $123,997.77 for 1990.
Simmons seconded, carried 7-0.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Patterson invited interested individuals to the February 14th
Public Welfare Committee meeting at 7:30 p.m. to review recycling
program.
Simmons advised anyone wishing to submit Block Grant requests to
submit them directly to the County by February 15th.
Patterson moved to adjourn at 1O:OO p.m. Simmons seconded,
carried.
