MINUTES OF MEETING HELD NOVEMBER 1, 1989
Called to order at 6:43 p.m..by Mayor Salentine. Also present
were Aldermen Dumke, Hilt, D. Sanders, H. Sanders and Simmons and
City Clerk Marenda. Aldermen Patterson and Taube arrived at 6:45
p.m.
NEW BUSINESS
Ord.#667 - An Ordinance to Amend Chapter 21 of the Municipal Code
of the City of Muskego (Sewer Usage) First reading. H. Sanders
explained the current method of charging for sewer usage and
Mayor Salentine explained the proposed method of charging with a
one-bedroom multi-family unit being charged 50% of the cost of a
single-family, a two-bedroom charged 75% and a three-bedroom
charged 100%. There was no objection to hearing anyone from the
audience on this matter.
Gene Kopp, owner of an eight-family in Woodcrest Heights, stated
that due to the fact that the increase in sewer usage for multi-
family will warrant a substantial increase in rents charged, he
felt that potential renters will look outside of Muskego to
obtain lower cost housing, and that Muskego will experience many
vacant multi-family units due to the increase in sewer usage
costs.
Mayor clarified that RCA assessment policy is not being affected
by the proposed change in sewer usage charges. Ken Miller questioned to whom the sewer usage is being billed and the Mayor
clarified that sewer usage is billed directly to the owners of
buildings on their tax bill. Ken Miller questioned if the
proposed change was a contradiction of the FLOW method of sewer
usage. Mayor stated that in fact the proposed change is a true
FLOW concept based upon the number of people, which is generally
determined by bedrooms in a unit, which will calculate to the

placed on the tax bill of the owner. The Clerk clarified that
order for everyone to be billed for sewer usage on the same residential properties are billed one year in advance, and in
basis, multi-family would be billed one year in advance as well,
and in order to do that, the charge is put on the tax bill of the
owner. Mayor stated that metered use may be a possibility in the
future when the City has more metered users.

H. Sanders moved to suspend the rules to allow for second reading
of the Ordinance. Taube seconded, carried 7-0. Clerk gave
second reading of the Ordinance. H. Sanders moved for
adoption. D. Sanders seconded. Ken Miller asked when it is
anticipated that there would be enough metered users in the City
to allow for meter'ed billing to tenants. Ordinance a667 adopted
7-0. Patterson moved to direct the Clerk to notify all affected
property owners of the change in billing. H. Sanders seconded,
carried.
Patterson moved to adjourn at 7:15 p.m. Hilt seconded, carried.
