MINUTES OF MEETING HELD OCTOBER 10, 1989
Called to order at 7:35 p.m. by Chairman Salentine. Also present
were Aldermen Dumke, Hilt, Patterson, D. Sanders, H. Sanders,
Simmons and Taube, City Attorney Molter and City Clerk Marenda.
Hilt moved to approve minutes of meeting held September 26,
1989. H. Sanders seconded, carried.
COMMITTEE REPORTS
Hilt presented Finance Committee minutes of September 27, October
4 and 10, 1989 and moved for acceptance. Dumke seconded,
carried.
Taube presented Public Works Committee minutes of September 28,
1889 and moved for acceptance. Dumke seconded, carried.

It was noted that a Public Hearing will be held on November 1,
1989 at 7:OO p.m. to review the Facilities Plan prepared for sewering the area southeast of Big Muskego Lake. Motion carried. a UNFINISHED BUSINESS
Reso.#230-89 - Approval of New City Entrance Signs. On floor,
deferred 8/22/89. Taube moved to amend to'add "subject to Plan '
Commission approval of an additional free-standing sign for the
logos for the City's service groups to be located near the
information booth." Patterson seconded, carried. Resolution
#230-89, as amended, adopted 7-0.

Ordinance to Amend the Zoning Map of the City of
Groh - RS-2 to RSM) Second reading. Hilt moved
Simmons seconded. Hilt explained the plan that
was acceptable to the developer, the residents and the Plan
Commission requiring PUD zoning, which will require a new
petition be submitted and a Public Hearing to be held. Simmons
commended the parties involved for coming to a compromise. Dumke
parcels proposed to be developed. Simmons requested direction be gave his opinion of developer's asking for maximum usage of
given to the developer that the City is receptive to PUD zoning
with any changes requested by the Plan Commission. Motion
defeated 7-0.

H. Sanders moved for adoption. Patterson seconded, carried 7-
0. Resolution presented to AFS student, Christian Donn.
Reso.il259-89 - Setting Public Hearing Date - 1990 Budget (MONDAY,
NOVEMBER 13. 1989 AT 7:OO P.M.). H. Sanders moved for
adoption. Dumke seconded, carried 7-0.
Reso.il260-89 - Proceeding by the Common Council of the City of
Muskego to Discontinue and Vacate a Road Reservation Southwest of
Tess Corners Drive in the City of Muskego. Introduced.
Reso.1261-89 - Resolution Indicating City's Present Intent As To
the Concept of RS-2 (OPD) Zoning Proposed by Vangaard Builders,
Inc. Hilt moved for adoption to deny request. Simmons
pursue the rezoning. This Resolution will give direction to
seconded. Mayor stated that Vangaard Builders is not going to
future buyers of what the Council intends for this parcel.

Reso.il263-89 - Approval of Revised Agreement Between Waste
Management of Wisconsin, Inc. and the City of Muskego (Sewer -
County Trunk L). H. Sanders moved for adoption. D. Sanders
seconded, carried 7-0.
Reso.il264-89 - Approval of Subdivider's Agreement and Letter of
Credit - Restful Lane (Wernette). Dumke moved for adoption. H.
Sanders seconded, carried 7-0.

Reso.1267-89 - Approval of Preliminary Plat - Meadow Green-West
Addition 81. Hilt moved for adoption. Taube seconded. Taube
moved to amend to add "BE IT FURTHER RESOLVED that the water
connection shall be put in prior to construction of the bike
path, subject to approval of the City Engineer." Motion
carried. Resolution #267-89, as amended, adopted 7-0.
Reso.1268-89 - Establishing Salaries for Certain City of Muskego
Employees for 1989-90 (Sewer Inspector). Dumke moved for
adoption. H. Sanders seconded. Simmons moved to amend to add
"BE IT FURTHER RESOLVED that this salary increase shall be
effective with the next pay period." Patterson seconded, carried
4-3 with Patterson, D. Sanders, Simmons and Taube voting "yes"
and H. Sanders, Dumke and Hilt voting "no". Resolution 11268-89,
as amended, adopted 7-0.
Reso.t269-89 - Authorize Expenditure of Park Dedication Funds -
Bay Breeze Recreational Trail. Hilt moved for adoption. Dumke
seconded. Hilt was directed to request that the Park &
Recreation Board plan the path to assure safety for the riders,
particularly in areas where cars may park. Motion carried 7-0.
Reso.#270-89 - Amendment to 1989 Budget. Hilt moved for
adoption. x. Sanders seconded, carried 7-0.
LICENSE APPROVAL
Hilt moved for aDDroval of ODerator's licenses for Shannon
Molkentin, Bonnie' Kornhoff aAd Elaine Kroening, subject to
Eavorable police reports. Dumke seconded, carried.
Hilt moved for approval of Class "I!" Fermented Malt Beverage
License for Charles Schweitzer, Wagon Wheel Stables. H. Sanders
seconded, carried 7-0.
Hilt moved for approval of "Class B" Fermented Malt Beverage &
Coach Inn (formerly Wagon Wheel). Taube seconded, carried 7-0.
Intoxicating Liquor License for Bonnie Jean Acker, R & B Stage
Hilt moved for approval of Gathering Permit for St. Leonard
Church for October 13, 1989. Taube seconded, carried 7-0.
VOUCHER APPROVAL
Hilt moved for approval of payment of General Vouchers in the
amount of $105,928.97. H. Sanders seconded, carried 7-0.
H. Sanders moved for approval of payment of Utility Vouchers in
the amount of $52,103.89. D. Sanders seconded, carried 7-0.

COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW
Clerk acknowledged receipt of a petition from Reinhold A.
Baehring requesting rezoning of property in Section 2 from RS-2
to RSM/OPD to construct a retirement development. The Public
Hearing is set for October 24, 1989 for 7:15 p.m. Petition
referred to Plan Commission.
The Clerk announced a Public Hearing will be held on the
Facilities Plan for sewering the area southeast of Big Muskego
Lake on November 1, 1989 at 7:OO p.m. at City Hall.
1990 sewer usage charges as recommended by the Public Utilities
Committee for multi-family was discussed. It was noted that an
Ordinance would be introduced at the next Council meeting and a
suspension of rules would be requested in order to assure
adoption so that the tax roll could be prepared as of November 1,
1989 with the proposed changes.
Taube requested a letter from the Mayor's office be sent to the
"Sentinel" with regard to an article and map published on
Industrial Parks which did not include Muskego.
