MINUTES OF MEETING HELD SEPTEMBER 26, 1989
Called to order at 8:40 p.m. by Chairman Salentine. Also present
were Aldermen Dumke, Hilt, Patterson, D. Sanders, Simmons and
Taube, City Attorney Molter and City Clerk Marenda. Ald. H.
Sanders was absent.
Dumke moved to approve minutes of meeting held September 12,
1989. Patterson seconded, carried.
Proclamation on National Fire Prevention Week presented to Tess
Corners Fire Chief Phil Dibb and Muskego Volunteer Fire Company
representative Tom Ludwig.
Proclamation honoring Tess Corners Volunteer Fire Department for
25 years of rescue service presented to Ken Bitter and Phil Dibb.
COMMITTEE REPORTS
Hilt presented Finance Committee minutes of September 20 and 26,
1989 and moved for acceptance. Dumke seconded, carried.
Simmons presented Public Welfare minutes of September 13, 1989
and moved for acceptance. Patterson seconded. Correction made
were" and the third paragraph to change "third Saturday" to
to first paragraph to add after Simmons "others in attendance
"second Saturday". Motion carried.
Taube presented Rules, Laws h Ordinance Committee minutes of
September 14, 1989 and moved for acceptance. Patterson
seconded. Taube requested individual consideration of fifth
paragraph regarding mining and extraction permits. Motion to
adopt minutes without said paragraph carried. Taube moved that
said paragraph be deferred and referred back to Committee for
further review. Patterson seconded, carried.
D. Sanders presented Public Safety Committee minutes of September 14, 1989 and moved for acceptance. Taube seconded, carried.

September 21, 1989 and moved for acceptance. Simmons seconded,
carried.

Reso.#207-89 - Authorize City Engineer to Prepare Plans and Specs
and Bid Out Park/Lake Drive Water Project (On floor, deferred
8/22/89). Hilt moved to amend to include "Richards Lane". D.
Sanders seconded, carried. Resolution #207-89, as amended,
adopted 5-1 with Taube voting "no".

Reso.RZ29-89 - Resolution Establishing Theoretical Assessment
Policy (On floor, deferred 8/22/89). D. Sanders moved to
table, Simmons seconded, carried 5-1 with Taube voting "no".
Ord.#661 - An Ordinance to Amend the Zoning Map of the City of
Muskego - RS-3 to B-2 (Sawicki/Schneider) Second reading. Hilt
moved for denial based on the Plan Commission's recommendation
that this property is best suited for residential use, and the
proposal for mini-warehouses would not be appropriate for this
property. D. Sanders seconded, carried 6-0.
Muskego - EA to R-2 (Harold DeBack) Second reading. Hilt moved
Ord.#662 - An Ordinance to Amend the Zoning Map of the City of

Ord.#663 - An Ordinance to Amend Chapter 17.2.02 and 3.08(1) of
the Municipal Code of the City of Muskego (Powers of Board of
Appeals) Second reading. Hilt moved for adoption. Dumke
seconded, carried 6-0.
NEW BUSINESS
Reso.#248-89 - Establishing Salaries for Elected Officials (Mayor
h Treasurer). Dumke moved for adoption. Hilt seconded. At this
point Dumke assumed the position of Chairman. Atty. Molter
advised that the Council can pass a resolution stating certain
positions are "full-time" and administratively the Council has
control over the salaries, but that the elected individual can
determine his/her own hours. Patterson moved to amend to add
"full-time" before "Mayor". Simmons seconded. Simmons clarified
that "full-time" should be considered 40 hours but not
specifically any particular 40 hours that the Mayor is required
to work, and requested the Clerk amend the Municipal Code to
position. Motion carried 6-0. Patterson moved to amend to add

that his motion include "with salary of $15,000". Taube withdrew

Patterson seconded. Taube withdrew his motion with the approval
of his second. Taube moved to set salary at $22,500.00. Hilt
seconded, carried 5-1 with Patterson voting "no". Resolution
t248-89, as amended, adopted 5-1 with Patterson voting "no". At
this time the chair was returned to Mayor Salentine.

Hilt moved for approval of operator's licenses for Donna
Allegretti, Scott Groenwoldt, Jennifer Noll, Kim Eggleston and
Dennis Case pending favorable police reports. Taube seconded,
carried.
Hilt moved for approval of "Class B" Fermented Malt Beverage h
Intoxicating Liquor License for Sandra Gagliano (Sandy's
Gateway). Dumke seconded, carried 6-0.
Hilt moved for approval of "Class A" Fermented Malt Beverage h
Intoxicating Liquor License for Adrian Choinski (Lincoln Point
Beer h Liquor). D. Sanders seconded, carried 6-0.
VOUCHER APPROVAL
Hilt moved for approval of payment of General Vouchers in the
amount of $1 ,656i662.73. Dbmke seconded, carried 6-0.
Hilt moved for approval of payment of Utility Vouchers in the
amount of $221,304.95. Simmons seconded, carried 6-0.
Patterson moved to adjourn at 11:38 p.m. D. Sanders seconded,
