ccm19890523COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD MAY 23, 1989 Called to order at 8:38 p.m. by Chairman Salentine. Also present were Aldermen Dumke, Hilt, Patterson, D. Sanders, H. Sanders, Simmons and Taube, City Attorney Molter and City Clerk Marenda. H. Sanders moved for approval of minutes of meeting held May 9, 1989. Dumke seconded, carried. COMMITTEE REPORTS Hilt presented Finance Committee minutes of May 17 and 23, 1989 and moved for acceptance. Dumke seconded, carried with Patterson voting "no" . D. Sanders presented Public Utilities Committee minutes of May 10 and 18, 1989 and moved for acceptance. Simmons seconded, carried. Plan Commission minutes of May 16, 1989 were received and placed on file. UNFINISHED BUSINESS Reso.1168-89 - Resolution Amending Assessment Policy for Construction of Water Mains. On floor, deferred 4/25/89. Atty. Molter raised concerns about the language in the proposed amendment to Section 4.A. H. Sanders moved to amend the resolution to add Section 4.A. as proposed, subject to review by the City Attorney and the City Engineer. Simmons seconded, carried. Resolution (168-89, as amended, adopted 7-0. Reso.#81-89 - Amendment to De osit and Forfeiture Schedule (Cigarette & Tobacco Products 7 . On floor, deferred 5/9/89. Clerk read letter of explanation from Atty. Lentz dated May 16, 1989. Motion to adopt carried 6-1, with Taube voting 'lno". Reso.#lll-89 - Authorize Expenditure of Funds (Meter Reading Equipment). On floor, deferred 4/25/89. D. Sanders moved to amend to reduce amount to $14,200.00. Simmons seconded, carried. Resolution 11111-89, as amended, adopted 7-0. Reso.#128-89 - Denial of Legal Lot Status (Chmielewski) On floor, deferred 5/9/89. Taube advised petitioner was unsuccessful in obtaining endorsement of the proposal from his neighbors. Hilt stated the Plan Commission recommended denial due to the required average width and area being sub-standard and the fact that the road is located on both sides of this parcel, requiring a variance for building. Molter- was requested to advise the Council what are grounds for approval and denial under extra-territorial jurisdiction. Taube questioned annexing those portions of the Town of Norway in order to give the City of Muskego control over developments that affect our schools. Dumke noted we have a use our schools. LICENSE APPROVAL - Hilt moved for approval of operator's licenses subject to favorable police reports for Barbara Stevens, Kari Vick, Karen Kloskowski, Kathleen Schilz and Masten Lawonn. Dumke seconded, carried 7-0. H. Sanders moved for approval of payment of Utility Vouchers in the amount of $13,809.27. Simmons seconded, carried 7-0. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Tnerk acknowledged receipt of petition to amend the zoning would be held on June 13, 1989 and same was referred to Plan ordinance regarding a duplex district and noted a public hearing Commission for review and recommendation.
