ccm19890214, ._ COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD FEBRUARY 14, 1989 Called to order by Chairman Salentine at 7:45 p.m. Also present were Aldermen Dumke, Hilt, Patterson, Penovich, Repischak, Sanders and Taube, City Clerk Marenda and City Attorney Riffle. Penovich moved to approve minutes of meeting held January 24, 1989. Dumke seconded, carried. COMMITTEE REPORTS Penovich presented minutes of Finance Committee meetings of February 8 and 14, 1989 and moved for acceptance. Dumke seconded. Dumke moved for individual consideration of paragraph 6, page 2 regarding maintenance contracts. Patterson seconded, carried. Taube moved to return to Finance Committee to amend policy. Patterson seconded, carried. Taube moved for individual consideration of paragraph 6, page 1, regarding sale of city- owned property. Patterson seconded. Taube asked if Assessor DeAngelis could appraise the property. It was noted it was not Dumke, Hilt, Penovich, Repischak and Sanders voting "no" and requested by the Finance Committee. Motion defeated 5-2, with Patterson and Taube voting "yes". Motion to approve minutes with deletion of paragraph 6, page 2 carried. Sanders presented Public Works Committee minutes of January 26, 1989 and moved for acceptance. Dumke seconded, carried. Patterson presented Rules, Laws h Ordinance Committee minutes of February 6, 1989 and moved for acceptance. Hilt seconded. The minutes were clarified to indicate that the City Attorney was directed to prepare the Ordinance on "Parking" for further review by Committee. Hilt moved for individual consideration of paragraph 3, page 1 regarding transient merchant's licenses, and refer back to Rules, Laws & Ordinance Committee. Patterson seconded, carried. Motion to approve minutes without said paragraph carried. Sanders presented Public Safety Committee minutes of February 9, 1989 and moved for acceptance. Taube seconded, carried. Taube presented Public Welfare Committee minutes of February 9, 1989 and moved for acceptance. Patterson seconded, carried. Minutes of Plan Commission meeting of February 7. 1989 were received and placed on file. Common Council Minutes 2/14/89 - Page 2 0 UNFINISHED BUSINESS - Reso.#2-89 - Establishing Salaries for Certain City of Muskego Employees for 1989-90. Penovich moved for reconsideration. Hilt seconded, carried 7-0. Penovich moved to amend salary of Recreation Supervisor and Park Maintenance Supervisor in all categories to be equal to that of the Library Director, and to delete the last paragraph of the resolution. Hilt seconded. Patterson moved to defer acting on Park & Recreation $pervisor's' positions by deleting their salary ranges and the last paragraph of the resolution and refer back to Finance Committee. Repischak question. The motion to amend the resolution to delete reference seconded. After much discussion, Taube called for the Finance Committee, adopted 5-2, with Dumke, Patterson, Repischak, to the Parks & Recreation supervisor's positions and refer to Sanders and Taube voting "yes" and Hilt and Penovich voting "no". The motion to adopt Resolution #2-89. as amended, carried 7-0. Reso.126-89 - Final Resolution Levying Special Assessments Against Benefitted Property, Waiver of Special Assessment Notices and Hearings Under §66.60(18) And As to Conveyance of Sanitary moved for reconsideration. Patterson seconded, carried 7-0. Sewer Easement to the City and Other Related Matters. Sanders Sanders moved to amend #4 on page 2 and Exhibit 2 to change 1.250 to 1,000 ft. and to amend Exhibit 3 accordingly. Motion carried, 7-0. Resolution #26-89, as amended, carried 7-0. 0 NEW BUSINESS Reso.#34-89 - Recognition of Thomas Ludwig For His Services to the Muskego Volunteer Fire Company. Penovich moved for adoption. Hilt seconded, carried 7-0. Resolution presented to Thomas Ludwig. Reso.f35-89 - Approval of Certified Survey Map (R. Westerdahl - Town of Waterford). Penovich moved for adoption. Patterson seconded, carried 7-0. Reso.#36-89 - Approval of Certified Survey Map (Sloan - Town of Waterford) Penovich moved for adoption. Repischak seconded, carried 7-0. Reso.137-89 - Approval of Certified Survey Map (D. Westerdahl - Town of Waterford). Penovich moved for adoption. Kepischak seconded, carried 7-0. Reso.138-89 - Approval of Certified Survey Map (Heinz). Penovich moved for adoption. Hilt seconded, carried 7-0. Dumke seconded, carried 7-0. Penovich moved for approval of payment of Utility Vouchers in the amount of $98,773.10 for 1988 and $6,728.66 for 1989. Sanders seconded, carried 7-0.
