a MINUTES OF MEETING HELD JANUARY 24, 1989
Called to order by Chairman Salentine at 9:Ol p.m.. Also present were Aldermen Dumke, Hilt, Patterson, Penovich, Repischak,
Sanders and Taube, City Clerk Marenda and City Attorney Molter.
January 10, 1989. Motion carried.
Penovich moved, Hilt seconded, to approve minutes of meeting held
COMMITTEE REPORTS
Penovich presented minutes of Finance Committee meetings of
January 18 and 24, 1989 and moved for acceptance. Repischak
seconded, carried.
Sanders presented Public Safety Committee minutes of January 12,
that more data was necessary for committee review prior to the
1989 and moved for acceptance. Taube seconded. Taube stated
City Attorney drafting legislation pertaining to vicious dogs.
Patterson clarified paragraph 3 as referring to a traffic signal
rather than a street light. Motion carried.
Taube presented Public Welfare Committee minutes of January 12,
1989 and moved for acceptance. Patterson seconded, carried.
Hilt presented Public Utilities Committee minutes of January 19,
1989 and moved for acceptance. Sanders seconded, carried.
UNFINISHED BUSINESS
Reso.#2-89 - Establishing Salaries for Certain City of Muskego
Employees for 1989. On floor, deferred from January 10,
1989. Penovich moved to amend to add "BE IT FURTHER RESOLVED
that the Recreation Supervisor and Parks Supervisor positions are
established for the calendar year 1989, but that the Park &
Recreation Board is hereby requested t'o evaluate the duties of
both positions with the possibility of combining these positions
for cost containment, for Finance Committee review to establish a
with Patterson casting the only "no" vote. Penovich moved to
salary scale for 1990." Repischak seconded, motion carried 6-1,

designated by park supervisor." Hilt seconded, carried 7-0. Ordinance #630, as amended, adopted 7-0.

Reso.U24-89 - First Amended Relocation Order of the City of
Muskego, Waukesha County, Wisconsin (Janesville Rd. Sewer
Project-DeBack) Sanders moved for adoption. Repischak seconded,
carried 7-0.
Assessment Policy as Established by Resolution #112-86. Sanders
Reso.W25-89 - Resolution Adding to the Sanitary Sewer Deferred
moved for adoption. Hilt seconded. Taube moved to amend last

and Relocation Expert to Carry Out the Amended Relocation Order
Known as Resolution #28-89 (Schultz Lane) Hilt moved for
adoption. Dumke seconded, carried 7-0.
Reso.830-89 - Approval of Maintenance Agreement with Barber-
Colman Company for the Temperature Control Systems at Woods Road Pumping Station (8/1/89 to 7/31/90) Reso.H31-89 - Approval of
Maintenance Agreement with Barber-Colman Company for the
Temperature Control Systems at the Northeast Pumping Station
seconded, carried 7-0.

Reso.833-89 - Directing the City Engineers to Prepare Plans and
Specs for the Woods Road (West of Lannon Drive) Water Project.
Sanders moved for adoption. Repischak seconded. Sanders
reported the proposal would service the seven lots proposed by
Vesbach. No objections were received on Taube's request for
permission for property owner Scott Weiss to be heard. Mr. Weiss
stated he was not asking for extension of water service at this
time. Sanders stated that at this time the City did not plan to
extend water beyond the seventh Vesbach lot. Motion carried 7-0.
Ord. #631 - An Ordinance to Amend the Zoning Map of the City of
Muskego (Kenneth Miller - 1-1 to RSM) First reading. Taube felt
the Plan Commission should approve plans for development of this
parcel prior to approval of the zoning. Repischak moved to
Taube questioned if this is the right zoning for this parcel, as
suspend the rules to allow second reading. Penovich seconded.

constructed in order to provide water with proper pressure for

The Mayor noted the Plan Commission stated that this property is
not part of the City's industrial park and not under the rules
and it appears this proposal would increase the values in that
and regulations of the industrial park; it is in the TIF district
district, and it is more compatible with Woodcrest, with the
creek as a divider between the Industrial Park and the
residential area. Penovich stated the Plan Commission
recommended the property be rezoned RSM. Hilt noted the letters
read at the Public Hearing indicate the neighbors would prefer
multi-family use over industrial. Motion carried 6-1, with Taube
casting the only "no" vote.
LICENSE APPROVAL - Penovich moved for approval of operator's
Gorecki and Kathy Funk. Dumke seconded, carried.

General Vouchers in the amount of $56,380.73 for 1988 and
$188,518.46 for 1989. Dumke seconded; carried 7-0.
Sanders moved for approval of Utility Vouchers in the amount of $10,323.80 for 1989. Repischak seconded, carried 7-0.

CITY OFFICIALS’S REPORTS - The Clerk reported
