ccm19880927COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD SEPTEMBER 27, 1988 Called to order by Chairman Salentine at 7:48 p.m. Also present were Aldermen Hilt, Patterson, Dumke, Sanders, Taube, Repischak, City Clerk Marenda and City Attorney MGlter. Ald. Penovich was absent. September 13, 1988. Motion carried. Dumke moved, Hilt seconded, to approve minutes of meeting held COMMUNICATIONS FROM THE MAYOR'S OFFICE Proclamation - Mental Health Week was read by the Clerk. COMMITTEE REPORTS Hilt presented Finance Committee Minutes of September 21 and 27, 1988 and moved for acceptance. Dumke seconded, carried. Repischak presented Public Utilities Minutes of September 22 and 27, 1988 and moved for acceptance. Sanders seconded, carried. UNFINISHED BUSINESS Ord.11617 - An Ordinance to Amend Chapter 8, Section 8.04 (8) of the Municipal Code (Street Excavation). Second reading. made at the meeting of 9/13/88 was eliminated. Dumke moved to (Deferred 9/13/88). By mutual agreement, the motion to amend defer and refer to Public Works Committee. Taube seconded, carried. It was decided that each Committee should indicate in their minutes if the Committee wishes to review any text that had been sent to the Attorney or Staff for preparation of an Ordinance prior to submittal to Council. Ord.#621 - An Ordinance to Amend the Zoning Map of the City of Muskego (Lessmann - RS3/0ED to RS3/0D). Second reading. Hilt moved-for adoption. Sanders seconded, carried 6-0. Ord.#622 - An Ordinance to Amend the Zoning Map of the City of Muskego (Bay Breeze - RS3/B2 to RS3/B2/OPD). (Second reading). Dumke moved for adoption. Sanders seconded. Hilt moved to amend Section 3 to add "and adoption of Resolutions 8216-88 and 1,217-88 and execution of the Subdividers Agreement and the Certified Survey Map." Dumke seconded, carried. Motion to adopt Ordinance #622 as amended, carried 6-0. Ord.11623 - An Ordinance to Amend Chapter 3, Section 3.08 of the Municipal Code (Destruction of Public Records). Second reading. Hilt moved for adoption. Sanders moved for adoption. Repischak seconded, carried 6-0. Reso.#216-88 -Approval of Subdividers Agreement (Bay Breeze). Patterson moved for adoption. Hilt seconded. Taube moved to amend the developers agreement Section V. - I. Boat Slips, (1) 6/2/88 #302 furnished by Shoremaster. Patterson seconded. to add "attachment "L" shall be a drawing of the boat slips dated Ingersoll objected. With the approval of his second, Taube withdrew his motion. Taube moved that I. Boat Slips (1) be amended to add "and shall extend a distance of approximately 70 carried 6-0.. Taube moved to amend Section V. - I. Boat Slips feet from shore, plus or minus 5 feet." Patterson seconded, (2) to add "No overnight parking shall be allowed." Patterson seconded. Ingersoll objected. Motion defeated 5-1, with Taube casting the only "yes" vote. Taube moved to amend Section V. - I. Boat Slips (1) to change the word "constructed" to "sold". Patterson seconded. Ingersoll objected. Motion defeated 5-1, with Taube casting the only "yes" vote. Taube moved to amend Section V. - I. Boat Slips (1) to add "the slips that are not sold will be kept on shore." Repischak seconded. Ingersoll objected. Motion defeated 4-2, with Dumke, Hilt, Patterson and Sanders voting "yes" and Repischak and Taube voting "no". Taube moved to amend Section V. - I. Boat Slips (1) to add "that the boat slips be limited to one (1) per unit, and no unit may own more than one (1) slip." Dumke seconded. Ingersoll agreed to limit the ownership to one (1) boat slip per condominium. Motion carried 5-1, with Sanders voting "no". Patterson moved to amend Section I1 - Time of Completion of Improvements - to add after Section 111 "and landscaping under I.D." Repischak seconded. Motion carried. Patterson moved for adoption. Dumke seconded. Patterson moved to amend to add "Be It Further Resolved, that the attached Plat of Perpetual Water Main Easement is hereby approved." Taube seconded, carried Resolution #217-88 as amended, adopted 6-0. Reso.#218-88 - Authorizing Approval of Agreement (Leachate Dumping). Hilt moved for adoption to include $30.00 on page 2 of the-agreement. Sanders seconded, carried 6-0. Reso.W219-88 - Awarding of Bid - Smart Money Program. Hilt moved the blanks. Patterson moved to amend the third paragraph to read for adoption. Dumke seconded including Enerdyne Corporation in as follows: "Now, therefore, be it resolved that the Common Council of the City of Muskego does hereby wish to submit the bid of Enerdyne Corporation to the Wisconsin Electric Power Company carried. Resolution W219-88 as amended, adopted 6-0. for rebate analysis and an energy saving report. Taube seconded, .. LICENSE APPROVAL - Dumke moved for approval of Operator's Licenses for Chris Wilkowski. Angela Casuer. Diane Skotzke, Gary Gill, Angela Kelly, Susan Tiilman, Matthew Rodamer, Patricia Laskowski and Michael Pastorek. Patterson seconded, carried. Dumke moved for approval of Alarm System permit for Eric Metz. Taube seconded, carried. VOUCHER APPROVAL Hilt moved for approval of payment of General Vouchers in the moved for approval of payment of Utility Vouchers in the amount amount of $143,695.57. Repischak seconded, carried 6-0. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW The Mayor invited all aldermen to attend the Finance Committee meetings during review of the Department Head budgets.
