MINUTES OF JOINT MEETING HELD JUNE 27, 1988
Minutes of joint meeting held June 27, 1988 with Common Council,
Plan Commission, School Board and County Supervisors and the Town
of Norway.
The meeting was called to order at 8:05 p.m. by School Board
President Tom Somodi. School Board members also resent were Peggy Diekfuss, Debbie Verburgt, Linda LeMaster, finda Balint,
and Barbara Drenzek, Superintendent of School Don Matheson and
the School Facilities Committee Members, Town of Norway President
John Malchine, Plan Commissioners Dottie Rector and Jerry
Hulbert, County Supervisor Frank DeAngelis, Building Inspector
G. P. Lee, Common Council Aldermen Daniel Hilt, Patrick
City Clerk Jean Marenda.
Patterson, Harold Sanders, David Taube, Mayor Wayne Salentine and
Mr. Matheson stated that the projections established last year
are still holding up. He reviewed a map with proposed
developments.

Average Class Size of 23/24.
Possible to add 400 students if fit into the right age group.
He added that the population trend for the near future would
indicate that the elementary and middle schools would remain
stable with a drop in the high school population.
Mr. Malchine noted that they had 56 single-family building
permits issued to date in 1988 with a possibility of 35
additional. He added that 25 duplex lots, five 8-families and
five to seven duplexes were proposed for 1988.

Mr. Lee presented the land division statistics for the City of
Muskego. He reported that the trend is to the sale of existing
homes with first-time buyers buying a used home usually having
need of the school system. He added that the sales of vacant
lots have been very strong.
Mayor Salentine felt that the trend now with mound systems having
no limit, the entire city is open for development as long as there is a satisfactory perc test. No area of the city 1s lmmune
from the pressure for growth.
Mr. Malchine stated Norway is approaching the maximum capacity
for sewer treatment which could be a limiting factor for future
development.
Mayor Salentine felt that in Muskego the only limiting factor
could be some kind of moratorium established by the DNR or MMSD.
Mr. Somodi suggested the possibility of a school district
representative on the Plan Commission, possibly not as a voting
member.
0 Mr. Hulbert asked if any thought had been given to setting aside
dollars by developers for future capital building programs for
schools.
Mr. Malchine responded that it had not been thought of but he
would be opposed. He felt that it could hinder development. He
stated the school board would have to look at it and give
direction to the Municipalities.
Alderman Taube questoned if slow development was necessarily
bad. He stated some municipalities grow fast, build new schools
and now they are vacant. He asked what increase in school
population are we dealing with.
Mr. Matheson stated we had been dealing with a one to two percent
fluctuation - now we are talking about five to seven percent. It
hurries up the time schedule.
Mr. Somodi stated that a model was worked up last year. Growth
or no growth has no impact on the taxpayer as long as the average
cost per student remains the same.
It was noted that if a discount store, like Walmart, would become
a reality, it could be a draw for additional development.

Mayor Salentine thanked the school board for their cooperative
Muskego taxpayers for use of programs to remember that the Town
effort. He requested that as the school board looked at charging
well as other activities and the Muskego taxpayers must pay the
of Norway residents also participate in the pool and softball as
entire cost.
The joint portion of the meeting concluded at 9:30 p.m.
