MINUTES OF MEETING HELD JANUARY 26, 1988
Called to order by Chairman Salentine at 7:47 P.M. Also present
were Aldermen DeAngelis, Dumke, Hilt, Patterson, Penovich,
Sanders and Taube, City Clerk Stewart and City Atty. Molter.
Penovich moved, Dumke seconded, to approve minutes of meeting
held 1/12/88. Carried.
COMMUNICATIONS FROM MAYOR'S OFFICE
Mayor introduced State Representative David Lepak who updated the
Council on the proposed landfill legislation.
COMMITTEE REPORTS
Penovich presented minutes of Finance Committee meetings held
1120188 and 1/26/88 and moved for acceptance. Hilt seconded,
carried.

Penovich presented minutes of Public Welfare Committee meeting

carried.
Plan Commission minutes of meeting held 1/19/88 were received and

UNFINISHED BUSINESS
Reso.#3-88(As Amended) - Establishing Salaries for Certain City
Penovich seconded, carried 7-0. Mayor advised the Treasurer
of Muskego Employees for 1988. Hilt moved for reconsideration.

Reso.#9-88 - Amendment to Deposit and Forfeiture Schedule (Clean
Indoor Air). DeAngelis moved for adoption. Patterson seconded,
carried 7-0.
Reso.#10-88 - Preliminary Resolution Declaring Intent to Exercise
Special Assessment Police Powers Under 366.60, Wisconsin
Water Project (MW-6-88, Assessment District WE) Hilt moved for
Statutes, as to Water Improvement Assessment Area for Bay Lane
adoption. Sanders seconded, carried 7-0.
Reso.#ll-88 - Approval of Extension of Contract and Permit for
Landfill Site (Waste Management). Penovich moved for adoption.
Patterson seconded. Patterson moved to amend to change "5 metal
carried. DeAngelis moved that the $5,000 generated by the

increase in annual fee from $20,000 to $25,000 be set aside for
recycling at the Muskego landfill site. Taube seconded.
DeAngelis stated that if the City does not want landfills,
alternative methods of waste disposal have to be used -
incineration, source recovery, recycling, etc. After discussion
indicating past practice dictates funds go into general revenue,
the motion was defeated 5-2 with Dumke, Hilt, Patterson, Penovich

Reso.#12-88 - Acceptance of Improvements - Aud Mar Estates
Subdivision. Penovich moved for adoption. Hilt seconded,
carried 7-0.
Reso.113-88 - Modifying the Engineer's Report on Reserve Capacity
Assessments Adopted by Resolution 11169-84 As To Certain Future
Multiple Family Units. Sanders moved for adoption. Hilt
seconded. Taube again stated his opposition to this type of
change in the REC chart. Dumke moved to defer for three (3)
months to review the number of multi-family units constructed at

vote.
Reso.Wl4-88 - Appointment of Citizen Member to Parks and
Recreation Board (Thomas L. Millonzi). Penovich moved for
adoption. Hilt seconded. Patterson moved to defer to allow
opportunity to visit with the appointee. DeAngelis seconded.
Defeated 4-3 with Dumke, Hilt, Penovich and Sanders voting "no"
and DeAngelis, Patterson and Taube voting "yes". Motion to adopt
carried 5-0-2 with Dumke, DeAngelis, Hilt, Penovich and Sanders
voting "yes" and Patterson and Taube abstaining.
Reso.#15-88 - Declaring Certain Delinquent Personal Property
Taxes to be Uncollectible. Penovich moved for adoption. Dumke
seconded, carried 7-0.
Reso.#16-88 - Approval of Maintenance Agreement with COS
seconded. Penovich moved to defer. Taube seconded, carried 7-0.

Norway). Penovich moved for adoption. DeAngelis seconded,
carried 7-0.
0 Reso.#18-88 - Establishing Salaries and Benefits for Elected
Officials for 1988. Dumke moved for adoption. Hilt seconded. Hilt moved to amend to add: "Be it further resolved that these
Aldermanic Districts 2, 4, 6 and 7 to be reviewed during the 1989
salaries are in effect for the 1988-90 term, with salaries for
budget process. Patterson seconded, carried 5-0-2 with Dumke,
DeAngelis, Hilt, Patterson and Taube voting "yes" and Penovich
and Sanders abstaining.
Ord.#595 - An Ordinance to Amend the Zoning Map of the City of Muskego (Hillendale Area - R-1 to RS-1). First Reading.
LICENSE APPROVAL - Penovich moved for approval of Operator's
Licenses for Lelyn Tames, Michael Sommer, Connie Koput and Linda
Collander. Hilt seconded, carried.
Penovich moved for approval of Alarm System Permits for Henry Jankowski and Dick Nilsson. Dumke seconded, carried.
VOUCHER APPROVAL - Penovich moved for approval of payment of
General Vouchers in amounts of: 1987-$7,101.88, $13,422.16 and
$1,169.00, Capital; and, 1988-$57,139.03 and $3,735.83. Hilt
seconded, carried 7-0.
Sanders moved for approval of payment of Sewer Utility vouchers
in amounts of: 1987-$41,021.34 and 1988-$8,238.21. Dumke
seconded, carried 7-0.

Hilt moved for approval of payment of Water Utility vouchers in
amounts of: 1987-$1,130.50 and 1988-$198.15. DeAngelis
seconded, carried 7-0.
CITY OFFICIAL'S REPORTS - Clerk noted rezoning petition received
from H. DeBack. Hearing to be held 2/9/88.
Molter reported Yaeger permit should be signed and order
dismissed soon.
Taube advised he is on the Muskego Festival Committee, which has
recommended use of the Civic Center Grounds. Negotiations
proceeding with Historical Society. Dates are August 27-28,
1988.
ADJOURNMENT - Hilt moved to adjourn at 10:35 P.M. Sanders
seconded, carried.
