Called to order by Chairman Salentine at 8:53 P.M. Also present
Clerk Stewart and City Atty. Molter. Aldermen DeAngelis and
Patterson were absent.

Penovich moved, Dumke seconded, to approve minutes of meeting
expressing "concern" regarding the change in REC chart for multi-
family to Taube expressed "outrage". Carried.
COMMUNICATIONS FROM MAYOR'S OFFICE
Mayor noted there would be a Welfare Committee meeting
immediately following this Council meeting in Closed Session,
reconvening into Open Session, regarding extension of Waste
Management's contract for operation of the Muskego landfill.

Penovich presented minutes of Finance Committee meetings held
1/6/88 and 1/12/88 and moved for acceptance. Hilt seconded,
carried.
Hilt presented minutes of Rules, Laws and Ordinance Committee
meeting held 1/4/88 and moved for acceptance. Dumke seconded,
carried.
Sanders presented minutes of Public Safety Committee meeting held
1/7/88 and moved for acceptance. Penovich seconded, carried.
Taube presented minutes of Public Welfare Committee meeting held
1/7/88 and moved for acceptance. Penovich seconded, carried.
Minutes of 12/29/87 Plan Commission meeting were received and
placed on file.
NEW BUSINESS
Reso.#l-88 - Approval of Certified Survey Map (Jasperson - Town
of Norway). Penovich moved for adoption. Hilt seconded, carried
5-0.
Reso.#2-88 - Approval of Contract Between Waukesha County
Department of Aging and City of Muskego. Hilt moved for
adoption. Dumke seconded. Clerk will check to see if extended
use of Muskego Room is possible. Carried 5-0.

Reso.#3-88 - Establishing Salaries for Certain City of Muskego
Employees for 1988. Hilt moved for adoption. Penovich
seconded. Hilt moved to amend to delete all elected officials
with reference to Mayor's insurance. Penovich seconded. Carried
and refer same to Finance Committee for further discussion, along
5-0. Reso. #3-88 As Amended adopted 5-0.
Ord.#594 - An Ordinance to Amend the Zoning Map of the City of
Muskego (DeBack Property - RS-1/Lowland/B-l to RS-3 (OPD). First
Reading. Hilt moved to suspend rules to allow second reading.
Penovich seconded, carried 5-0. Second Reading. Penovich moved
for adoption. Dumke seconded. It was noted that only that
property included in Phase I of Woodcrest was included in the
legal description of Ord. 594. Penovich moved that no action be
agreed to by the developer, R. Klenz. Sanders seconded,
taken on rezoning the balance of the property at this time as
carrried. Ord. #594 was adopted 5-0.
Reso.#4-88 - Approval of Final Plat and Subdivider's Agreement -
Woodcrest Heights. Penovich moved for adoption. Dumke seconded,
carried 5-0.
Reso.#5-88 - Authorizing Settlement of Super Excavator Claim -
Ladwig Drive Project. Dumke moved for adoption. Penovich
seconded, carried 5-0.
0 Reso.fl6-88 and #7-88 were removed from the agenda.
Reso.88-88 - Approval of Maintenance Agreement Between Chiefs,
Inc. and City of Muskezo (Softwear Maintenance Package).
Penovich moved for adoption. Hilt seconded, carried-510.
Ord.#593 - An Ordinance to Amend Section 10.02 of the Municipal
Code of the City of Muskego. First Reading.
LICENSE APPROVAL - Penovich moved for approval of Operator's
Licenses for Kathleen Tomandl, Matt Radocha and Mark
Linderkegel. Dumke seconded, carried.
Penovich moved for approval of Races on Ice permit for the
Muskego Corvette Club on 2/21/88 on Little Muskego Lake (Lakeview
Gardens). Hilt seconded, carried.
VOUCHER APPROVAL - Penovich moved for approval of payment of
General Vouchers in amount of $392,095.39. Dumke seconded,
carried 5-0.
Sanders moved for approval of payment of Sewer Utility vouchers
in amount of $16,833.89. Hilt seconded, carried 5-0.

Hilt moved for approval of payment of Water Utility vouchers in
MISCELLANEOUS - Taube again cautioned the Council on the addition
of multi-family housing because of their tendency not to
contribute as much taxes per unit as a single family house. I
ADJOURNMENT - Hilt moved to adjourn at 9:54 P.M. Penovich
seconded, carried.

DeAngelis seconded. Patterson spoke in opposition to increasing
the delinquent personal property tax penalty to 1.5%. Carried.
Dumke presented minutes of Public Sewer Committee meeting held
expressed outrage about the change in REC chart for multi-family.

Molter recommended that the current language remain in (4)(f) except for No. 2. Hilt moved to amend Ord. 590 to amend
28.05(4)(f)2. to read as follows: 2. Owner or applicant applies
to the City and/or other applicable governmental entity and
