Called to order by Chairman Salentine at 7:45 P.M. Also present
were Aldermen DeAngelis, Dumke, Hilt, Patterson, Penovich,
Sanders and Taube, City Clerk Stewart and City Atty. Molter.

Dumke moved, Penovich seconded, to approve minutes of meeting

Penovich presented minutes of Finance Committee meeting held
12/8/87 and moved for acceptance. Hilt seconded, carried.
Sanders presented minutes of Public Works Committee meetings held
11/23/87, 12/2/87 and 12/8/87 and moved for acceptance. Dumke
seconded, carried.
Sanders presented minutes of Public Safety Committee meeting held
12/3/87 and moved for acceptance. Taube seconded, carried.

Patterson presented minutes of Public Water Committee meeting
Minutes of Plan Commission meeting held 12/1/87 were received and
placed on file.

Reso.#232-87 - Approval of Standard Water Utility Operating Rules
and Regulations (On floor as amended, deferred 11/10/87). Motion
to adopt Reso. 8232-87 As Amended carried 7-0.
Ord.#584 - An Ordinance to Amend Chapter 12, Section 12.04(2) of
the Municipal Code (Dance Hall Licenses). On floor, deferred
11/10/87. Carried 7-0.
Ord.#586 - An Ordinance to Amend Chapter 12, Section 12.03 of the
Municipal Code of the City of Muskego (Direct Sellers). Second
reading. DeAngelis moved for adoption. Hilt seconded.
DeAngelis moved to amend to change the proposed 12.03(7)(e) to
12.03(5)(f) and to include the existing 12.03(12) as a second
paragraph to the amended language. Patterson seconded,
carried. Ord. 586 As Amended adopted 7-0.
Ord.#587 - An Ordinance to Amend the Zoning Map of the City of
Muskego (Muskego County Park - Add OIP). Second Reading.
amend zoning classification in Section 1 to read: RS-2/SW/WF to
Penovich moved for adoption. Dumke seconded. Patterson moved to
Amended adopted 7-0.

Ord.#588 - An Ordinance to Amend Chapter 12, Section 12.01 of the
Municipal Code (Licensing Sales of Alcoholic Beverages). Second
Reading. DeAngelis moved for adoption. Hilt seconded, carried
7-0.
Ord.fl589 - An Ordinance to Amend the Zoning Map and Chapter 17,
Section 8.1 7 of the Municipal Code (Wetland/Floodplain). Second
reading. Penovich moved for adoption. Dumke seconded, carried
7-0.
NEW BUSINESS
Reso.jl248-87 - Confirming the Selection of Public Works
Superintendent. Dumke moved for adoption, inserting position be
offered to John Loughney. Mayor noted he wishes to appoint John
Loughney. Taube seconded. Mayor noted the DPW bargaining group
agreed to leave the position vacated by Loughney vacant for 60
City's. The salary of $28,000 to start, $30,000 at 6 months and
days in event Loughney returned to position at his request or
$32,000 at 18 months was clarified to be the 1988 rate with no
further consideration given at time of settlement with non-
consideration of pension contribution which will be reviewed at
represented employees for 1988. Applicant requested
time of the non-represented settlement. Carried 7-0.
Reso.#249-87 - Cancelling Taxes on Specific Properties in the
City of Muskego Pursuant to Section 74.135, Wisconsin Statutes.
Penovich moved for adoption. Hilt seconded. Penovich moved to
amend to add to No. 1 and No. 2: There was an error pursuant to
§74.135 (6). Dumke seconded, carried. Reso. #249-87 As Amended
adopted 7-0.
Reso.#250-87 - Approval of Certified Survey Map (H.Hampe).
Penovich moved for adoption. DeAngelis seconded, carried 7-0.

Machine). DeAngelis moved for adoption. Sanders seconded,
carried 7-0.
Reso.i/252-87 - Authorizing Execution of Health and Dental
Contracts for 1988. Penovich moved for adoption. DeAngelis
seconded, carried 7-0.
Reso.#253-87 - Authorization to Execute Agreement Between SEWRPC
and the City for Data Processing Services. Penovich moved for
adoption. Hilt seconded, carried 7-0.
Reso.#254-87 - Approval of Extension of Cleaning Service
Contract. Dumke moved for adoption. Penovich seconded, carried
7-0.

adoption. Hilt seconded, carried 7-0.
Ord.#590 - An Ordinance to Amend Chapter 28, Section 28.05 of the
Municipal Code of the City of Muskego (Water Utility). First
Reading.
Ord.#591 - An Ordinance to Amend Chapter 16, Section 16.20 of the
Municipal Code of the City of Muskego (Plumbing Code-Sump
Pumps). First Reading. DeAngelis moved to table. Motion lost
for lack of a second. Patterson moved to defer and refer to
Rules, Laws and Ordinance Committee for further review.

LICENSE APPROVAL - Penovich moved for approval of Class B
Fermented Malt Beverage and Intoxicating Liquor License for
Ronald Borst, W172 S7505 Lannon Drive. Dumke seconded, carried.
Dumke moved to approve Operator's License for Larry A. Wieser
subject to receipt of favorable police report. Taube seconded,
carried.
VOUCHER APPROVAL - Penovich moved for approval of payment of
General Vouchers in amount of $346,385.44. Dumke seconded, carried.
0 Sanders moved for approval of payment of Sewer Utility Vouchers
in amount of $804.44. Hilt seconded, carried 7-0.
Hilt moved for approval of payment of Water Utility Vouchers in
amount of $3,275.45. Sanders seconded, carried 7-0.
ADJOURNMENT - Sanders moved to adjourn at 9:22 P.M. Dumke
seconded, carried.
