MINUTES OF MEETING HELD SEPTEMBER 22, 1987
were Aldermen DeAngelis, Dumke, Hilt, Patterson, Sanders and
Called to order by Chairman Salentine at 7:30 P.M. Also present
Taube, City Clerk Stewart and City Atty. Molter. Ald. Penovich
was absent .
Hilt moved, Dumke seconded, to approve minutes of meeting held
9/8/87. Carried.
Mayor read Notice of Closed Session to be held following
Miscellaneous Business, and noted Council would then reconvene
into Open Session to adjourn.
COMMEMORATING 200TH ANNIVERSARY OF SIGNING OF THE CONSTITUTION
The Eov Scouts and Girl Scouts Dresented the colors and lead the ~ .~ - -2 ~~ Pledge to the Flag. The Muskeg; Recreation Dept. Theater Class
performed a short play on patriotism in America. Jack Spoerl and
Bill Simmons, on behalf of the Muskego Lions Club, presented a
framed replica of the U. S. Constitution.
PERSONAL APPEARANCE - Muskego Woman's Club president, Dottie
'Rector, presented a lectern with sound system to the Council for
use by all groups using the Muskego Room at City Hall.
COMMUNICATIONS FROM MAYOR'S OFFICE
Ald. Dumke and Ald. Sanders volunteered to serve on the Labor
Negotiating Committee with Mayor Salentine.

COMMITTEE REPORTS
Hilt presented minutes of Finance Committee meetings held 9/16/87
and 9/22/87 and moved for acceptance. Dumke seconded, carried.
Sanders presented minutes of Public Safety Committee meeting held
9/10/87 and moved for acceptance. Taube seconded, carried.
Hilt presented minutes of Public Sewer Committee meeting held
9/10/87 and moved for acceptance. Sanders seconded, carried.
Patterson presented minutes of Public Water Committee meeting of
9/17/87 and moved for acceptance. Sanders seconded. Mayor
presented request of St. Francis Saving h Loan for consideration
Referred to Water Committee for review. Motion carried. of their additional costs due to location of water lateral.
Minutes of Plan Commission meeting of 9/15/87 were received and
placed on file.

Ord.#561 - An Ordinance to Amend Chapter 17 of the Municipal Code
of the City of Muskego to Add Section 8.175 (SW-Shoreland-Wetland
District) On floor, deferred 9/8/87. Patterson moved to delete
3.1(4). Hilt seconded, carried 6-0. Ord. 8561 (As Amended)
adopted 6-0.
Ord.#582 - An Ordinance to Amend Chapter 16, Section 16:01(1),
16.02, 16.04, 16.07(2), 16.17 (1) and (2) and 16.22 of the City
of Muskego Municipal Code (Plumbing Code). On floor, deferred
9/8/87. Carried 6-0.
NEW BUSINESS
Reso.fl194-87 - Resolution As To Assessment of Oschmann
Property. Dumke moved for adoption. DeAngelis seconded, carried
6-0.
Reso.1195-87 - Rejection of Offer to Purchase Woodland Lot and
Authorization to Submit Counter Offer (Kastello). Dumke moved
for adoption. Hilt seconded, carried 6-0.
Reso.ll196-87 - Petition to Amend Zoning Text and Rezone Property
to Transitional Agriculture Zoning. DeAngelis moved for
0 adoption. Hilt seconded. Atty. Golter expressed concern about
Hilt and Sanders voting "yes" and Patterson and Taube voting
inability to special assess. Carried 4-2 with DeAngelis, Durnke,
"no " .
Reso.1197-87 - Acceptance of Quote - Cleaning of Ditches in
seconded. Mayor explained history of floodplain in area. Taube
Industrial Park Addn. No. 1. Hilt moved for adoption. Sanders
and DeAngelis expressed concerns. Carried 6-0.
Reso.fl198-87 - Approval/Disapproval of Sewer Request from the
Linnie Lac Service Area. After discussion, Taube moved to defer
Berlin to request their adoption of a Soil Erosion Ordinance and
and refer to Sewer Committee for discussion with the City of New
negotiate the possibility of their setting aside future capacity
for Muskego properties south of College Ave. as an exchange of
gallonage. DeAngelis seconded, carried 5-1 with Hilt voting
"no " .
Ord.#583 - An Ordinance to Amend the Zoning Map of the City of
Muskego (Michaels - RS-2 to B-2). First Reading.
LICENSE APPROVAL - Dumke moved for approval of Operator's
Licenses for Eileen Biel, Patricia Hauch, Debra Sprague and John Sprague. Hilt seconded, carried.

Dumke moved for approval of Alarm System Permit for Terrance
Siefert. DeAngelis seconded, carried.
VOUCHER APPROVAL - Hilt moved for approval of payment of General
Vouchers in amount of $175,969.62. Dumke seconded, carried 6-0.
Sanders moved for approval of payment of Sewer Utility vouchers
in amount of $9,286.14. Patterson seconded, carried 6-0.
CLOSED SESSION - Dumke moved to convene into Closed Session
pursuant to §19.85(1)(c) Considering employment, promotion,
compensation or performance evaluation data of any public employe
over which the governmental body has jurisdiction or exercises
responsibility, specifically to discuss strategy for bargaining
unit negotiations, with the Council then reconvening into Open
Session for purpose of Adjournment. Patterson seconded, carried
6-0.
ADJOURNMENT - Sanders moved to adjourn at 10:40 P.M. Dumke
seconded, carried.
