MINUTES OF MEETING HELD JULY 14, 1987
Called to order by Chairman Salentine at 8:33 P.M. Also present
were Aldermen DeAngelis, Dumke, Patterson, Penovich and Sanders,
City Clerk Stewart and City Atty. Molter. Aldermen Hilt and
Taube were absent.
Penovich moved, Dumke seconded, to approve minutes of meeting
held 6/23/87. Carried.
COMMUNICATIONS FROM MAYOR'S OFFICE
Mayor advised that the VFW does not intend to hold a parade this
year, but they are discussing the possibility of having some
functions on their grounds.
COMMITTEE REPORTS
Penovich presented minutes of Finance Committee meetings held
7/8/87 and 7/14/87 and moved for acceptance. Dumke seconded,
carried.
Sanders presented minutes of Public Safety Committee meeting held
7/2/87 and moved for acceptance. Dumke seconded, carried.
Sanders presented minutes of Public Water Committee meeting held
7/9/87 and moved for acceptance. Patterson seconded, carried.
Minutes of Plan Commission meeting held 7/7/87 were received and
placed on file.

UNFINISHED BUSINESS
Ord.#579 - An Ordinance to Amend the Zoning Map of the City of
Muskego (Pellmann - L (Lowland) to RS-3). Second Reading.
DeAngelis moved for adoption. Penovich seconded, carried 5-0.
NEW BUSINESS
Reso.#139-87 - Approval of Certified Survey Map (R.Klenz,
moved to amend 114 to add after "park dedication", "if required in
etal). Penovich moved for adoption. Dumke seconded. Penovich

Reso.Bl43-87 - Declaring Certain Delinquent Personal Property
Taxes to be Uncollectible. Dumke moved for adoption. Penovich
seconded, carried 5-0.
Reso.il144-87 - Approval of Reciprocal Agreement with City of
Greenfield (Data Processing). Dumke moved for adoption.
Patterson seconded. Patterson moved to amend to change title to
"Approval to Cooperate with City of Greenfield (Data
Processing)"; to amend 112 to change "a reciprocal agreement" to
resolved that it is understood that the City of Greenfield will
"such cooperation"; and, amend (4 to read: "Be it further
enter into a like resolution or this resolution is null and
void." Sanders seconded, carried 5-0. Reso.il144-87 (As Amended)
adopted 5-0.
Reso.#145-87 - Authorizing Execution of Agreement Between City of
Muskego and Scott Krause Regarding Feasibility of Sewers for
seconded. Penovich moved to amend to add "subject to
Proposed Development. Penovich moved for adoption. Sanders
confirmation by Ruekert h Mielke that the costs would not exceed
$30,000.". and to change all reference to "Scott Krause" to "Golf
Clubs of America, Inc.". Sanders seconded, carried. Reso. #145-
87 (As Amended) adopted 5-0.
Reso.fl146-87 - Authorizing Execution of Agreement Between City
and Robert and Sandra Matthes (Maintenance of Septic System)
Penovich moved for adoption. Patterson seconded, carried 5-0.

Reso.#147-87 - Amendment to Final Resolution #45-87 Authorizing
Installation of Water Improvements and Levying Special
Assessments Against Benefitted Property (Water Main Assessment
Area WB - Project MW-3-87). Patterson moved for adoption.
Sanders seconded, carried 5-0.
Reso.fl148-87 - Amendment to Final Resolution (145-87 Authorizing
Assessments Against Benefitted Property as to the Property Known
Installation of Water Improvements and Levying Special
as the John Blasius Property and Waiver of Special Assessment
Notices and Hearings Under §66.60(18) (Water Main Assessment Area
WB - Project MW-3-87). Sanders moved for adoption. Penovich
seconded, carried 5-0.
Reso.Bl49-87 - AcceptIReject Offer to Purchase City-Owned Lot -
Fairfield Drive. Penovich moved for adoption with insertion of
"Thomas and Karen Schilling" and $24,500". Patterson seconded.
Penovich moved to amend to add to counter offer: "If financing
is not obtained, the City will retain the $500 earnest money;
Committee recommendation"; and to add: "Be it further resolved
and, the closing date will be changed in accordance with Finance
Raab for $23,900 will be given first consideration". Patterson
that if this offer does not close, the offer submitted by Rudolph
seconded, carried. Reso. #149-87 (As Amended) adopted 5-0.
Ord. 8580 - An Ordinance to Amend the Zoning Map of the City of
Muskego (Schmidt - R-1 to RS-1). First Reading. Mayor clarified
which requires action will be placed on the same agenda, except
policy with Council that when a public hearing is held no item
in extenuating circumstances.
LICENSE APPROVAL - Penovich moved for approval of Operator's
Licenses for William Bladorn, Judith Erickson, Linda O'Quinn,
Michelle Lemke, Jeanette Haupt, Jeff Gottfried, Dale Schultz,
Ellen Gardner, John Gomez, Donn Raduechel and Lisa Fedenia.
Dumke seconded, carried.
Penovich moved for approval of Salvage and Recycling Permit for
Glockner's Recycling. DeAngelis seconded, carried.
Penovich moved for approval of Special Permit for Outside Dance
on July 26th of 10:30 P.M. Sanders seconded, carried 5-0.
for Bushy's Pub with closing time on July 25th of 11:30 P.M. and
Penovich moved for approval of Refuse Hauling Permits for Moeller
Disposal, Inc. and City of Waukesha. Dumke seconded, carried.
Penovich moved for approval of Waterway Marker Permit, subject to
approval of Water Patrolman Warda. Patterson seconded, carried.

Penovich moved for approval of Gathering Permit for St. Paul's
Ev. Lutheran Church for 8/2/87. Dumke seconded, carried.
VOUCHER APPROVAL - Penovich moved for approval of payment of
General Vouchers in amount of $312,346.02. Dumke seconded,
carried 5-0.
Sanders moved for approval of payment of Sewer Utility vouchers
in amount of $8,745.96. Penovich seconded, carried 5-0.
MISCELLANEOUS - The Parks Department's groundskeeping crew was
complimented on the work done on the City Hall grounds.
Sanders announced the Muskego Historical Society event to be held
this weekend.
ADJOURNMENT - Patterson moved to adjourn at 10:28 P.M. Sanders
seconded, carried.
