Taube and City Clerk Stewart. Ald. Dumke was absent.
Penovich moved, Hilt seconded, to approve minutes of meeting held
12/9/86. Carried.

bid in good faith and presented alternates, the City should first
negotiate further with him. Taube, with approval of seconded,
