MINUTES OF MEETING HELD JULY 22, 1986
were Aldermen DeAngelis, Dumke, Hilt, Patterson, Penovich,
Called to order by Chairman Salentine at 8:05 P.M. Also present
Sanders and Taube, City Clerk Stewart and City Atty. Molter.
Penovich moved, Hilt seconded, to approve minutes of meeting held
7/8/86. Carried.
COMMUNICATIONS FROM MAYOR'S OFFICE
Proclamation for "National Night Out - 8/12/86", a Crime
Prevention Project presented to Sgt. James Budish and Jane
Crogan.
COMMITTEE REPORTS
Penovich presented minutes of Finance Committee meetings held
7/16/86 and 7/22/86 and moved for acceptance. Dumke seconded,
carried.

Patterson presented minutes of Public Water Committee meeting
The Clerk was directed to contact Mr. Swanson for a report on MAC
due to controlled accesses. In future all water testing reports
will be reviewed by Water Committee rather than Welfare
Committee.
Sanders presented minutes of Public Safety Committee meeting held
7/9/86 and moved for acceptance. Taube seconded, carried.
Sanders presented minutes of Public Works Committee meeting held
7/10/86 and moved for acceptance. DeAngelis seconded, carried.
Minutes of Plan Commission meeting held 7/15/86 received and
placed on file.
UNFINISHED BUSINESS
Reso.#145-86 - Collection of Liquidated Damages - Industrial Park
Expansion Sewer and Water Main Project (Globe Contractors). On
floor, deferred 7/8/86. Hilt moved to amend third and fourth
paragraphs to not invoke the liquidation clause. Penovich
seconded. Dumke opposed. Motion to amend carried 5-2 with
DeAngelis, Hilt, Patterson, Penovich and Sanders voting "yes" and
Dumke and Taube voting "no". Reso. #145-86 As Amended adopted 5-
2 as above.

Ord.i/555 - An Ordinance to Amend Section 24.02 of the Snowmobile
Regulation of the City of Muskego Municipal Code (Second
Reading). Dumke moved for adoption. Patterson seconded. The
"Director" referred to will be the Parks Supervisor. Carried
7-0.
Ord.#556 - An Ordinance to Amend Chapter 11, Section 11.04(g) of
the Municipal Code of the City of Muskego (Refuse Hauling).
Second Reading. Dumke moved for adoption. Patterson seconded,
carried 7-0.
Muskego (Kreuzer - RS-3 OLS to RS-3 OLS-00s). Second Reading.
Ord.i/557 - An Ordinance to Amend the Zoning Map of the City of
restrictions were included in the Plan Commission approval of the
DeAngelis moved for adoption. Taube seconded. Noted that
operational plan. Dumke asked Council to carefully consider
their action of allowing business in a residential area. Carried
6-1 with Dumke voting "no".
NEW BUSINESS
Reso.#157-86 - Approval of Offer to Purchase - (A-Krueger-
1nd.Park Addn.No.1). Penovich moved for adoption. Hilt
seconded, carried 7-0.
Reso.Wl58-86 - Appointment of Member to Electrical License and
Examining Board (D.Durski). Hilt moved for adoption. Penovich
seconded, carried 7-0.
Reso.#159-86 - Amended Relocation Order of the City of Muskego,
Waukesha County, Wisconsin (Oak Hill Estates Sewer Project).
Penovich moved for adoption. Sanders seconded, carried 7-0.
Reso.tl60-86 - Authorizing Agreement Between City of Muskego and
Wisconsin Dept. of Agriculture (Weights and Measures) ($1,490-
711-6/30/87). Penovich moved for adoption. Hilt seconded,
carried 7-0.
Reso.fl161-86 - Renewal of Extractive Permit and Portable Asphalt
Plant for State Sand & Gravel and Payne & Dolan. DeAngelis moved
for adoption. Dumke seconded, carried 7-0.
Reso.#162-86 - Approval of Certified Survey Map (H.Bass).
DeAngelis moved for adoption. Hilt seconded, carried 7-0.
Reso.tl63-86 - Approval of Certified Survey Map (D.Otto-Town of
Norway). DeAngelis moved for adoption. Taube seconded, carried
7-0.

Reso.#164-86 - Resolution of Intent (Mill Valley Parking Lot
Paving). Penovich moved for adoption. Taube seconded. Mayor
proposed that the cost be budgeted in 1987 to use Park Dedication
fees. Carried 7-0.
Reso.#165-86 - Directing Attorney Regarding Claim Filed Against
City Regarding Lake Denoon Access. Dumke moved for adoption.
Penovich seconded. DeAngelis, Taube and Sanders felt City should
protect back-lot property owners' right to lake access as
recommended by Plan Commission. Penovich stated Finance
Committee felt the claim should be resolved between the property
owners involved. Patterson moved to insert the following in
V4: "Support the Plan Commission's position that this platted
land be maintained for the use of its citizens to provde access
to Lake Denoon." Sanders seconded, carried 4-3 with DeAngelis,
Patterson, Sanders and Taube voting "yes" and Dumke, Hilt and
Penovich voting "no". Reso.Bl65-86 As Amended adopted 5-2 with
Dumke, DeAngelis, Patterson, Sanders and Taube voting "yes" and
Hilt and Penovich voting "no".
Reso.1166-86 - Amending Offer to Purchase (L.Hamm-Industrial Park
Addn. #l). Dumke moved for adoption. Penovich seconded, carried
7-0.
0 Reso.tl67-86 - Approval to Amend Contract with Super Excavators
moved for adoption. Dumke seconded, carried 7-0.
for Surfacing Woods Road (Ladwig Drive Sewer Project). DeAngelis
Reso.#168-86 - Authorizing Payne h Dolan to do Wedging Work on
Woods Road in Ladwig Drive Sewer Project Area. Dumke moved for
adoption. DeAngelis seconded, carried 7-0.
LICENSE APPROVAL - Penovich moved for approval of Operator's
Licenses for Todd Helm, Trudy Schweitzer, Michelle Gilgenbach,
Jeff Gottfried, Sandra Coleman and Inez Knopps, subject to
receipt of favorable police reports. Hilt seconded, carried.
John Glockner. Dumke seconded, carried.
Penovich moved for approval of Salvage License for 1986187 for
VOUCHER APPROVAL - Penovich moved for approval of payment of
General Vouchers in amount of $282,296.89. Hilt seconded,
carried 7-0.
Penovich moved for approval of payment of Sewer Utility Vouchers
in amount of $23,682.82. Dumke seconded, carried 7-0.

CITY OFFICIAL'S REPORTS - Clerk acknowledged receipt of
petitions: Boehm request for rezonine from RS-2 to RS-2 OPD with
public hearing on 8/i2/86 at 7:05 P.MT, and Amend Zoning Map
(Shoreland/Wetland) with public hearing on 8/12/86 at 7:15 P.M.
Mayor requested each alderman to review the shoreland/wetlands in
their district.
It was noted that the National Council of Senior Citizens was
interested in developing a 150 unit senior citizens home in the
downtown area of the City of Muskego and was looking for a 4-5
acre parcel to be donated to the organization.
