ccm19850827COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 27, 1985 Called to order by Chairman Salentine at 7:40 P.M. Also present were Aldermen DeAngelis, Dumke, Hilt, Nilsson, Penovich, Taube and Tomczyk, Clerk Stewart and City Atty. Molter. Penovich moved, Tomczyk seconded, to approve minutes of meeting held 8/13/85. Carried. INTRODUCTION OF POLICE OFFICERS AND OATH OF OFFICE Chief Johnson introduced Police Officers Craig A. Moser and David Adamczyk. Clerk gave Oath of Office to each officer. COMMITTEE REPORTS Penovich presented minutes of Finance Committee meetings held 8/21/85 and 8/27/85 and moved for approval. Tomczyk seconded, carried. Tomczyk presented minutes of Public Works Committee meeting held 8/22/85 and moved for approval. DeAngelis seconded, carried. Minutes of 8120185 Plan Commission meeting received and filed. NEW BUSINESS Reso.#193-85 - Authorizing Police Department to Apply for Grant Penovich seconded, carried 7-0. Funds (Justice Assistance Act). Tomczyk moved for adoption. 0 Reso.1194-85 - Awarding of Bid - Kurtze Lane Road Project. (Reesman's Excavating - $195.185.40. w/alternates). DeAngelis moved for adoption. Penovich seconded. DeAngelis requesEed permission for C.Lawdanski and J.Strampe to speak. Lawdanski stated he represented the majority of people on Kurtze Ln. and they requested that the cost of engineering, administrative and contingencies in the amount of $87,483.88 be deleted from the assessment roll and paid by TIF to decrease proposed assessment from $25.21 to 21.01 per front ft. Council noted that postponment of asphalt lift to 1986 would add $4,810 or .72 to assessment roll for total of $21.73. Strampe said basic objection is that this is a City road and property owners shouldn't be assessed. DeAngelis moved to amend 11194-85 to add: Be it further resolved that the amount of $87,483.88 shall become the liability of TID #4. Stats. as io Road Assessment Area for Project MR-1-85 (Bas; Bay Road Project). DeAngelis moved for adoption. Penovich seconded. Council noted proposed front foot assessment increased from $3.92 to $4.01 due to changes requested at informational assessment hearing. DeAngelis moved to amend first sentence to add: "that Resolution 11133-85 is amended to read as follows:" Taube seconded, carried. Reso. 11205-85 As Amended adopted 7-0. Reso.#195-85 - Awarding of Bid - Bass Bay Road Project (Wolf Paving Co. - $35,365). Hilt moved for adoption. Penovich seconded. DeAngelis noted TIF would pay for the inverts and portion of the engineering costs. Reso.11196-85 - Awarding of Bid - City Hall Parking Lot Lights (Cable-Lite, Inc. $6,870). Tomczyk moved for adoption. Hilt project. Clerk read letter from Mross dated 8/26/85. Mross seconded. Gordon Mross, Ruekert & Mielke appeared to explain the recommended alternate bid for item B ($300 deduct). Jerry Steuber, MHS, thanked City for consideration shown in choosing lights which would not affect observatory at high school. $300 for using Ruud fixtures for a total of $6 870.00" and to amend fourth paragraph after "amount of" to: "$6,870.60 for the alterations to the City Hall Parking Lot Lighting, using Ruud carried. Penovich moved to defer until plans information should be obtained as outlined in Dr. Mangiamele's received. Tomczyk seconded, carried. Reso.11198-85 - Authorizin the Advertising for Bids for the Tess Corners Drainage Project 7 Hwy.24/Tess Corners Dr.). DeAngelis moved for adoption. Hilt seconded. Nilsson moved to add: "Be it further resolved that if the determination is made by the City Engineers that the improvements for the culvert crossing on Tess Corners Drive should be implemented, it should be included in adopted 7-0. this project". LICENSE APPROVAL - Penovich moved for approval of Operator's Licenses subject to favorable police reports for Debra Wieting, Laurie Friedrich, Origen Perkins and Amy Schaumberg. Tomczyk seconded, carried. Penovich moved to defer request for Operator's License for Pedro Medina, Jr. for further Finance Committee review. Tomczyk seconded, carried 7-0. Penovich moved for approval of Class B Fermented Malt Beverage W194 S7060 Hillendale Drive). Tomczyk seconded, carried 7-0. and Intoxicating Liquor License for Janet Marx (Hill-N-Dale Inn, VOUCHER APPROVAL - Penovich moved for approval of payment of General Vouchers in amount of $1,202,205.17. Dumke seconded, carried 7-0. Penovich moved for approval of payment of Sewer Utility vouchers in amount of $15,302.62. Dumke seconded, carried 7-0.
