ccm19850218COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF SPECIAL MEETING HELD MONDAY FEBRUARY 18, 1985 Called to order by Chairman Salentine at 7:lO P.M. Also present were Aldermen DeAngelis, Dumke, Gaetzke, Hilt, Nilsson, Penovich Schaal, Recr. Supv. St.Mary and Parks Supv. Theis and Deputy and Tomczyk, Park and Rec Board representatives Arrowood and Clerk Marenda. Mayor Salentine announced this was scheduled to be a joint meeting but a quorum of the Park Board was not present. Since the meeting was requested by Ald. Tomczyk, the Mayor turned the chair over to him. NEW BUSINESS Chairman Tomczyk stated the meeting was called to discuss citizens' concerns regarding the summer baseball programming finances. He introduced Ron Ford as a representative of the M. Barnek, B. Just, J. Marx and D. Starszak, and H. Udvare and J. baseball leagues. Ford introduced other league representatives, Marson of the Muskego Athletic Assn. Ford stated the Park Board recently adopted a policy which would shorten the season, eliminating the month of May because of a was their feeling that the leagues should have been asked for lack of money to pay for help. Parks, and in 1985, 2 employees and 171.8 developed acres, plus 35 additional acres. Dick Arrowood explained that the Park Dept. is 1-112 persons short. The recommendation to start later in year was due not only to manpower, but to give the diamonds an opportunity to refurbish. For a 14 week period, the additional funds needed for salary only would be roughly $4,800 for 2 persons. He added that the Park Dept. is always refused the capital monies necessary for improvement of the diamonds and new infield materials. Pete Theis stated his main concern is that his staff of 4 is down to 2. He requested full-time help because managing ball diamonds refused. is more than a summer program. Requests in the '85 budget were Ald. Dumke stated that monies have been spent for purchase of park lands. Special Common Council 2/18/85 - Page Two Ald. Nilsson requested that the Park Dept. check the number of participants in the leagues, exact cost for one or two additional employees, how that amount could be apportioned among the participants, and consider the possibility of opening by the middle of May. Bob Just objected to the leagues funding entire cost of employees, but willing to share in cost with the City. Ald. Tomczyk stated he felt that the City is responsible for capital improvements and not the leagues. Dick Arrowood stated the Park Board would meet on February 25th if a quorum could be present. The Park Board was requested to review the above and submit a report to the Common Council. After a short recess, the Council reconvened with Mayor Salentine at the Chair. Reso.#33-85 - Amendment to Offer to Purchase - DeBack (Industrial Park Expansion). Penovich moved for adoption. Nilsson unimproved permanent easement to provide access to a ditch-locked seconded. Mayor noted this amendment would provide for an piece of property. Motion to adopt carried unanimously. ADJOURNMENT - Tomczyk moved to adjourn at 8:45 P.M. Dumke seconded, carried.
