ccm19841219COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF SPECIAL MEETING HELD DECEMBER 19, 1984 Aldermen DeAngelis, Dumke, Gaetzke, Hilt, Nilsson and Penovich Called to order by Chairman Salentine. Also present were Molter were absent. and Deputy Clerk Marenda. Ald. Tomczyk, Clerk Stewart and Atty. Mayor announced the Council would go into Closed Session regarding the possible expansion of the Industrial Park upon passage of proper motion, following the presentation by the Police Department. Penovich moved, Dumke seconded, to approve minutes of meeting held 12/11/84. Carried. PERSONAL APPEARANCE make a presentation lieutenant position on a complete needs assessment of the - Chief Scholz and Lt. Johnson appeared to in the Police Department. Chris Dunning, UW-M Associate Professor of Criminal Justice, presented the results of thorough research resulting in her recommendation that the Police Department retain the current lieutenant positions. Reso.#274-84 - Authorizing the Filling of the Vacant Position in the Police Department (Lieutenant). Nilsson moved for adoption. Hilt seconded. The Police Department was complimented for their efficiency and professional presentation. Carried unanimously. Reso.11274-84 - In order to eliminate need for request to fill subsequent vacancies due to filling lieutenant position, Gaetzke moved for reconsideration. DeAngelis seconded, carried unanimously. Nilsson moved to amend the third paragraph of 11274- 84 to add: "as well as any vacancies which may occur as a result in the ranks of sergeant and patrolman". Gaetzke seconded, carried unanimously. Resolution #274-84 As Amended adopted unanimously. Closed Session - At 9:15 P.M. Penovich moved to go into Closed Session pursuant to State Statute 19.85 (1)(e) to deliberate or negotiate the purchase of public properties; namely, the possible expansion of the Industrial Park. Hilt seconded, carried unanimously. Mayor noted Council would reconvene into Open Session after conclusion of the Closed Session. Council reconvened into Open Session at 10:20 P.M. Penovich moved for approval of minutes of Finance Committee Common Council Minutes 12/19/84 - Page 2 Gaetzke moved for approval of minutes of Public Sewer Committee meeting held 12/13/84. DeAngelis seconded, carried. COMMUNICATIONS FROM MAYOR'S OFFICE Mayor announced establishment of Senior Citizens Committee and appointed Delores Pelzek, Roland Linck, Marion Knutilla, Richard Manchester, Bill Kolkoski, Elizabeth Stier, Blenda Treba and Loraine Posbrig to serve on that committee. UNFINISHED BUSINESS Reso.#266-84 - Relocation Order of the City of Muske o martin Ludwig Estate Sewer Project). On floor, deferred 12 7 11/84. Gaetzke moved to amend per copy of amended resolution provided by Atty. Molter to include "and highway project" as indicated. Penovich seconded, carried unanimously. Reso.#266-84 As Amended adopted unanimously. Reso.#267-84 - Resolution Authorizing the Hiring of an Appraiser and Relocation Expert to Carry Out the Relocation Order Known as Resolution #266-84. On floor, deferred 12/11/84. Motion to adopt carried unanimously. Reso.#272-84 - Nomination of Election Workers by Mayor of the City of Muskeno. Adopted 12/11/84. Nilsson moved to recbnsider. Eaetzke seconded, carried unanimously. Nilsson moved to amend as submitted by Clerk to provide proper party split. Dumke seconded, carried unanimously. 11272-84 As Amended adopted unanimously. NEW BUSINESS Reso.#279-84 - Authorizing the Engineers to Proceed with the Engineering and Design for the Proposed Industrial Park. Penovich moved for adoption. Gaetzke seconded. Penovich moved to amend to add "Be it further resolved that the funding for this engineerin cost shall come from TID #7. Hilt seconded. Carried. fi 279-84 As Amended adopted unanimously. Reso.#275-84 - Appropriating Architectural Planning Funds for Library/City Hall Expansion. DeAngelis moved for adoption. H.Sanhuber,O.Mimier and D.Matheson regarding expansion of City Nilsson seconded. Presentation made by R.Christenson, HalljLibrary structure, to add 4 modules, full basement and elevator. Grant funds available up to $125,000. Possible a joint effort between the Library Board and Common Council, with expansion cost approximately $475,000. Mayor noted this must be final plans to be approved by the Council. Motion carried 5-1 with Gaetzke casting only "no" vote. DeAngelis seconded, carried unanimously. Reso.1277-84 - Approval of Contract Between Waukesha County Department of Aging and City of Muskego. Hilt moved for adoption. Penovich seconded. Since 30 day cancellation provision included in contract, Hilt moved to amend last Gaetzke seconded, carried. Reso. it277-84 As Amended adopted paragraph to change "June 30, 1985" to "December 31, 1985''. unanimously. Reso.#278-84 - Authorizing Draheim Company to Obtain Easements forrive Drainage Project. Penovich moved for adoption. Nilsson seconded, carried unanimously. Ord.11512 - An Ordinance to Amend Chapter 7, Section 7.343.44(2) of the Municipal Code. First Reading. LICENSE APPROVAL - Penovich moved for approval of Operator's Licenses for Cheryl Ann Rockafield, Vicki Seibold and Karen Brainard. Dumke seconded, carried. CITY OFFICIAL'S REPORTS - Deputy Clerk announced Public Hearing on 1/22/85 on Zoning Ordinance Amendments. ADJOURNMENT - Hilt moved to adjourn at 11:47 P.M. Nilsson seconded, carried.
