COMMON COUNCIL
MINUTES OF MEETING HELD DECEMBER 11, 1984
Called to order by Chairman Salentine at 7:35 P.M. Also present
were Aldermen DeAngelis, Gaetzke, Dumke, Nilsson and Hilt, City
Clerk Stewart and City Atty. Molter. Aldermen Tomczyk and
Penovich were absent.
Nilsson moved, Hilt seconded, to approve minutes of meeting held 11/27/84. Carried.
COMMITTEE REPORTS
Dumke presented minutes of Finance Committee meeting held 12/5/84
and moved for approval. Gaetzke seconded. Mayor advised that by
approving minutes, Council is acting to inform Mr. Masterson that
they are not interested in the purchase of the DandiLion Park
property since the price has been increased by $200,000 to an
asking price of $1,000,000. Upon roll call, minutes adopted
unanimously.
Minutes of Plan Commission meeting held 12/4/84 were accepted and
placed on file.
COMMUNICATIONS FROM MAYOR'S OFFICE
Mayor advised he will be out of town 112-11/85 and due to Ald.
Tomczyk's surgery, a temporary President of the Council must be
appointed. Gaetzke moved for the appointment of Penovich.
Nilsson seconded, carried unanimously.
Mayor announced a Special Common Council meeting will be held
well as other business to come before Council.
12/19/84 regarding refilling of Lt. position at Police Dept., as

UNFINISHED BUSINESS
Reso.#194-84 - Establishing a Policy Regarding Hiring of
Relatives (on floor-deferred 11/27/84). Dumke moved to defer
until after review by Rules, Laws, Ord. Committee. Nilsson
seconded, motion carried.
Ord.#510 - An Ordinance to Amend Chapter 18, Section 6.2 and
Section 10.3 of the Municipal Code (Certified Survey Maps).
Second Reading. Dumke moved for adoption. DeAngelis seconded,
carried unanimously.
Ord.#511 - An Ordinance to Amend Chapter 7, Section 7.05 and
Section 7.05(1) of the Municipal Code (Parking Restrictions/Fire
Lanes). Second Reading. Nilsson moved for adoption. Dumke
seconded, carried unanimously.

Reso.#256-84 - Approval of Contract for Rescue Service for
1985. Nilsson moved for adoption. Hilt seconded. Nilsson moved
to amend 116 of the contract to change "Common Council'' to "City
Clerk". Gaetzke seconded, carried. Motion to adopt Reso. 11256- 84 with amended contract carried unanimously.
Reso./\257-84 - Approval of Fire Protection Contract with Tess
Corners Volunteer Fire Department for the Year 1985 ($78,675,
including $1,550 for smoke generator). Nilsson moved for
adoption. Gaetzke seconded, carried unanimously.
Reso.1258-84 - Approval of Fire Protection Contract with Muskego
Fire Company for the Year 1985 ($64,930). Nilsson moved for
adoption. Hilt seconded, carried unanimously.
Reso.1259-84 - Authorizing a Service Agreement for Posta e Meter
Machine Between City of Muskego and Pitney Bowes, Inc. ($197).
Nilsson moved for adoption. Gaetzke seconded, carried
unanimously.
Reso.11260-84 - Authorizing Cancellation of Certain Uncollectible
DeAngelis moved for adoption. Dumke seconded, carried
unanimously.
Reso.11261-84 - Approval of Certified Survey Map (L.Roed-Town of
Norway). Nilsson moved for adoption. Hilt seconded, carried
unanimously.
Reso.1262-84 - Approval of Certified Survey Map (E. Sohns-Town of
Norway). Nilsson moved for adoption. DeAngelis seconded,
carried unanimously.
Reso.1263-84 - Directing the City Attorney to Draft the
Implementing Ordinance to Rezone the John Lang Property from EA
Dumke questioned overlay for duplex zoning if a conditional use
to EA (OD). Nilsson moved for adoption. DeAngelis seconded.
for mother-in-law unit would suffice. Motion carried
unanimously.
Reso.#264-84 - Approval of Holding Tank Agreement marold).
DeAngelis moved for adoption. Nilsson seconded, carried
unanimously.
Reso.11265-84 - Authorizing a Maintenance Contract for Radio
Equipment Between City of Muskego and Radio Communications Co., Inc. ($490.80). Gaetzke moved for adoption. Nilsson seconded.
Hilt moved to amend to delete reference to Finance Committee
recommendation. Dumke seconded, carried. Motion to adopt 11265-84 As Amended carried unanimou'sly.

County, Wisconsin martin Ludwig Estate Sewer Project).
DeAngelis moved for adoption. Gaetzke seconded. Noted
to be paid by developer and/or estate. DeAngelis moved
defer. Dumke seconded, carried unanimously.

and Relocation Expert to Carry Out the Relocation Order Known as
Resolution 11266-84. DeAngelis moved, Dumke seconded for
adoption. DeAngelis moved to defer. Dumke seconded, carried
unanimously.
Reso.11268-84 - Approval of Offer to Purchase - Muskego
Business/Industrial Park (T.Campbell-$24,000). Gaetzke moved for
adoption. DeAngelis seconded. Carried unanimously.
Reso.11269-84 - Authorization to Fill Vacant Position (Clerk's
Office - Part-time H.S.Student). Nilsson moved for adoption.
Gaetzke seconded, carried unanimously.
Reso.#270-84 - Authorization to Fill Vacant Position (Bldg.Insp.-
Part-time Deputy Inspector). Gaetzke moved for adoption.
Nilsson seconded, carried unanimously.
Reso.#271-84 - Authorizing the Acceptance of the Affidavit of
Assessor. Dumke moved for adoption. Gaetzke seconded, carried
unanimously.
Reso.11272-84 - Nomination of Election Workers by Mayor of the
City of Muskego. Nilsson moved for adoption. DeAngelis
seconded, carried unanimously.
Reso.11273-84 - Direct the City Attorney to Prepare Necessary
Legal Documents for Transfer of Property from City of Muskego to
Muskego Volunteer Fire Company. Corrected to remove paragraph 3
DeAngelis seconded, Nilsson reported Plan Commission recommended since no Finance mtg. held. Nilsson moved for adoption.
City have access to parcel closed in order to retain control of
access and right to move it for future use, particularly if City
obtains DandiLion Park property. Nilsson moved to amend 2nd and
4th paragraphs to add "for -0- Dollars". Dumke seconded,
carried. Reso. 11273-84 As Amended adopted unanimously.
LICENSE APPROVAL - Dumke moved for approval of Operators Licenses
for Christine Gruenewald and Kevin Niezgoda. Nilsson seconded,
carried.
Nilsson moved for approval of Class B Fermented Malt Beverage and
John S. Milella (Valley Wood Golf Course), W126 S9218 North Cape
Intoxicating Liquor License for Andrew J. Schkeryantz, Jr. and
Rd. Dumke seconded, carried unanimously.

LICENSE APPROVAL (cont'd)
Nilsson moved for approval of Temporary Habitation of Trailer
permit for Kenneth Zbilicki, S68 W14193 Gaulke Drive, subject to
approval of the Building Inspection Department with respect to
sewage disposal and water supply. Hilt seconded, carried
unanimously.
VOUCHER APPROVAL - Dude moved for approval of payment of General
Vouchers in the amounts of $138,209.47, $86,838.68 and $6,000.
Nilsson seconded, carried unanimously.
Gaetzke moved for approval of payment of Sewer Utility Vouchers
in the amount of $23,557.39. DeAngelis seconded, carried
unanimously.
CITY OFFICIAL'S REPORTS - Atty. Molter reported a summons and
Const., the City of Muskego and Wausau Ins. Molter advised he is
complaint have been filed by Super Excavators against Marino
proceeding with taking the necessary steps to put together offers
to purchase for the expansion of the industrial park.
ADJOURNMENT - Nilsson moved to adjourn at 9:02 P.M. Hilt
seconded, carried unanimously.
