ccm19841115COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF SPECIAL MEETING HELD NOVEMBER 15, 1984 were Aldermen DeAngelis, Dumke, Gaetzke, Nilsson, Penovich and Called to order by Mayor Salentine at 7:03 P.M. Also present Tomczyk and Clerk Stewart. Ald. Hilt was absent. NEW BUSINESS Reso.#246-84 - Appropriating the Necessary Funds for the Operation of the Government and Administration of the City of Muskego for the Year 1985 (including $123,000 of estimated Federal Revenue Sharing Funds which will be used for multi- purpose and general government purposes.) Nilsson moved for adoption. Tomczyk seconded. Mayor Salentine noted all changes recommended by the Finance Committee have been inserted in the re-typed budget dated 11/14/84. Nilsson requested that the police officer originally in the budget and recommended to be removed by the Finance Committee be left in the budget. Nilsson moved to increase 52000-1100, Salaries & Wages-Police, by $20,621 to $604,372; and 52000-1510, Uniforms & Officers Eqpt. by $970 to $9,895. Gaetzke seconded. A letter dated 11/15/84 from Officer Sturnot, President of the Muskego Professional Police Assn. was read. Dumke questioned the possibility of replacing Lt. Zabel upon his retirement, with a patrolman. Ald. DeAngelis felt the City would eventually need to address the possibility of restructuring the Police Dept., and felt the City needs another police officer, or possibly two, and will have to address the problem when the lieutenant retires. Motion carried 5-1 with Penovich casting the only 'hot' vote. Mayor Salentine noted the Parks Department had submitted a request to reconsider the full time employee requested. No discussion followed. Mayor Salentine suggested the possibility of reducing 55100-8000, Public Works-Capital by $15,000 and increasing Capital Budget by of wheel loader. Nilsson moved to reduce 55100-8000 by that amount because of borrowed money left over due to lower cost $15,000. Dumke seconded, carried unanimously. Nilsson moved to increase 52100-2400 Tess Corners Vol. Fire Dept. by $1,550 to take smoke generator out of capital borrowing. Penovich seconded, carried unanimously. DeAngelis requested the Council to consider purchasing a copy machine for the Building Inspection office to increase efficiency. DeAngelis moved to increase 51000-8000 by $1,500 for Nilsson seconded, carried 4-2, with DeAngelis, Gaetzke, Nilsson the purchase of a copier for the Building Inspection Dept. and Penovich voting ''yes'' and Tomczyk and Dumke voting "no". Common Council Minutes 11/15/84 - Page 2 The Clerk announced an increase in the tax rate for 1985 of $1.01. It was noted that the budget contains $123,000 of estimated Federal Revenue Sharing Funds. Tomczyk moved to amend Reso. 11246-84 to reflect the changes noted above. Penovich seconded, carried unanimously. The motion to adopt Reso. 11246-84 (As Amended) carried unanimously. mota1 1985 City Budget - $5,168,771). Tomczyk moved to adopt an addendum to the 1985 Budget entitled Park Funds and Sewer Utility Special Debt Service Fund".
