MINUTES OF MEETING HELD NOVEMBER 13, 1984
Called to order by Chairman Salentine at 7:50 P.M. Also present
were Aldermen Penovich, Hilt, Nilsson, Dumke, DeAngelis and
Gaetzke, Clerk Stewart and City Atty. Molter. Ald. Tomczyk was
absent.
Nilsson moved, Penovich seconded, to approve minutes of meeting
held October 23, 1984. Carried.
Mayor noted Closed Session would be held at end of meeting.
COMMITTEE REPORTS
Penovich presented minutes of Finance Committee meetings held
11/7/84 and 11/13/84 and moved for approval. Dumke seconded,
carried.
Penovich presented minutes of Public Sewer Committee meeting held
11/1/84 and moved for approval. DeAngelis seconded, carried.
Gaetzke presented minutes of Public Welfare Committee meeting
held 11/8/84 and moved for approval. Hilt seconded, carried.
DeAngelis presented minutes of Public Works Committee meeting
held 11/8/84 and moved for approval. Penovich seconded, carried. a UNFINISHED BUSINESS
Reso.it194-84 - Establishing a Policy Regarding Hiring of
Relatives (on floor-deferred 10/23/84). Dumke moved to defer.
Gaetzke sec.onded, carried.
Ord.11502 - An Ordinance to Amend Chapter 20, Section 20.02 of the
Municipal Code motorboats). On floor, deferred 1019184. DNR
approval acknowledged. Hilt read letter received from DNR.
Dumke explained pros and cons had been heard by the committees on
a number of occasions. Mayor noted a request had been received
for a hearing on the issues, with a possible compromise to be
hearing, Nilsson moved that an informational hearing be held to
offered. To determine if the aldermen were interested in a
DeAngelis, Dumke, Hilt, Nilsson and Penovich voting "no" and
review Ord. 502. Penovich seconded. Motion defeated 5-1 with
Gaetzke voting "yes". The motion to adopt Ord. 502 was carried
unanimously.
Ord.#503 - An Ordinance to Amend Chapter 9, Section 9.02(3)C of
the Municipal Code (Target Shooting). On floor, deferred
10123184. In order to delay enforcement of ordinance, Dumke
moved to amend Section 3 to add "and April 1, 1985". Hilt
seconded, carried. Motion to adopt Ord. 11503 (As Amended)
0 carried 5-1 with DeAngelis voting' "no".

Ord.11508 - An Ordinance to Amend Cha ter 17, Section 17:4.05 of
the Municipal Code (Satellite DishesP. Second reading. Nilsson
moved for adoption, DeAngelis seconded, carried unanimously.
NEW BUSINESS
Reso.#232-84 - Appreciation in Memory of Barbara Sands. Gaetzke moved for adoption. DeAngelis seconded, carried unanimously.
Reso.#233-84 - Approval of Capital Budget. Removed from agenda.
Reso.11234-84 - Resolution Authorizing Ehlers & Associates, Inc.
to Solicit Competitive Proposals for Not to Exceed $2,300,000
General Obligation Promissory Notes for the City of Muskego.
Nilsson moved for adoption. Dumke seconded. Marilyn Gaulke
presented background. Nilsson moved to amend No. 5 to read as
accountant for the City and the City's financial consultants. ... I1
Gaetzke seconded, carried. Motion to adopt #234-84 As Amended
carried unanimously.
Reso.11235-84 - Approval of 1985 Public Works Contract. Penovich
moved for adoption. DeAngelis seconded, carried unanimously.
Reso.11236-84 - Transfer of Funds. Penovich moved for adoption.
Dumke seconded, carried unanimously.
Reso.#237-84 - Granting Permission for Driving Skill Contest on
Little Muskego Lake @uskego Corvette Club-Schubring
Bay(2/3/85). Hilt moved for adoption. Penovich seconded. Hilt
to authorize release of bond after clean-up. Carried
unanimously.
Reso.#238-84 - Granting Permission for Driving Skill Contest on
Little Muskego Lake (Badger State Vettes, Ltd.-Lakeview Gardens- 1/27/85). Hilt moved for adoption. Gaetzke seconded. Hilt will
authorize release of bond after clean-up. Carried unanimously.
Reso.#239-84 - Granting Permission for Winter Softball League on
Big Muskego Lake (Lakeshore Inn-1/5-3/9/85). Dumke moved for
adoption. Gaetzke seconded. Dumke will authorize release of
bond after clean-up. Carried unanimously.
Reso.#240-84 - Extending Deadline Date for Partial Payment of 1984 Real Estate Taxes. Nilsson moved for adoption. Penovich
seconded, carried unanimously.
Reso.11241-84 - Denial of Claim (Tiedeman). Penovich moved for
adoption. Gaetzke seconded, carried unanimously.

DeAngelis moved for adoption. Nilsson seconded, carried
unanimously.
Reso.#243-84 - Approval of Community Access Rules (Cable TV) Gaetzke moved for adoption. Hilt seconded, carried unanimously.
Reso.11244-84 - DandiLion Park Referendum. Penovich moved for
adoption of the following resolution: "Be it resolved that the
Common Council of the City of Muskego does hereby refer the
matter of the DandiLion Park referendum and what future action
DandiLion Park to the Finance Committee to be studied and report
should be taken concerning the sale of Idle Isle and purchase of

Ord.#509 - An Ordinance to Amend Ordinance 11128 Providing for the
Issuance, Sale and Payment of Sewerage System Mortgage Revenue
Bonds of the City of Muskego and Other Details with Respect
Thereto. First Reading.
LICENSE APPROVAL - Penovich moved for approval of operator's
licenses for Sharon Pieper, Teresa Heim, Lori McGowan and
Frederick Kazmierski. Hilt seconded, carried.
VOUCHER APPROVAL - Penovich moved for approval of payment of
General Vouchers in the amount of $525.397.06. Nilsson seconded.

Gaetzke moved for approval of payment of Sewer Utility Vouchers
in the amount of $7,399.17. DeAngelis seconded, carried
unanimously.
CITY OFFICIAL'S REPORTS - Clerk announced public hearing on
11/27/84 at /:25 P.M. for rezoning request - John Lang.
Council discussed policy of all amendments to Municipal Code
being reviewed by the Rules, Laws, Ord. Committee, and determined
that any committee can review and recommend adoption of an
at the Council meeting. Then, only if desired, referred to Rules,
ordinance and that ordinance can be drafted and have 1st reading
Laws and Ord. for review prior to 2nd reading.
Atty. Molter reported that Marino Construction has filed a claim
against the City in the amount of $516,997 relating to the
construction of the Woods Rd. Pumping Station project.

0 Mayor read Notice of Closed Session. Penovich moved that the
Council go into Closed Session pursuant to State Statute
who is rendering oral or written advice concerning strategy to be

ADJOURNMENT - Meeting reconvened into Open Session and adjourned
at 10:lO P.M.
