ccm19841003COMMON COUNCIL CITY OF MUSKEGO MINUTES OF SPECIAL MEETING HELD OCTOBER 3, 1984 Called to order by Chairman Salentine at 7:22 P.M. Also present were Aldermen Tomczyk, DeAngelis, Dumke, Gaetzke, Hilt, Nilsson and Penovich and City Clerk Stewart. NEW BUSINESS Reso.#203-84 - Grant Research - Fox River Flowage Grant (Linnie Lac/Little Muskego Lake). Tomczyk moved for adoption. Hilt seconded. Tomczyk moved to amend the third paragraph to replace "apply" with ''pursue the application" and to amend the fourth paragraph to replace I1 in applying" to "to pursue the application" and to delete the last paragraph. Gaetzke seconded, carried unanimously. Appointments to the joint New Berlin/Muskego Committee to study the project to be submitted were: Janice Knapp, Wil Vidal, Supt. Bertram and Ald. Tomczyk. Motion to adopt Resolution #203-84 (As Amended) carried unanimously. Reso.#204-84 - DandiLion Park Referendum Question. Since resolution called for "reaffirm" or "rescind" direction to place an advisory referendum question on the November ballot, Mr. Walter Spann, Chairman of the Feasibility Committee addressed discussion was held first. With the permission of the Council, the Council. Mr. Spann stated that since Mr. Masterson has withdrawn his offer, the information made available to the public is now invalid. He requested the matter be referred back to the how to approach it for the benefit of all the citizens, and then Committee so they could pursue alternative means of funding and take it to the people. He requested the Council postpone the referendum. Mayor Salentine felt it would not be possible to develop a concrete figure. All Alderman agreed the question should remain on the November ballot in order to obtain opinion from as many residents as possible. Hilt agreed but felt more information needed to be given to the people. Mr. Spann requested the Council to consider mailing a letter with acquisition of DandiLion Park, and that once the property is the information they have now, how they feel about the long term gone, its gone. He stated the Committee could put together the letter for the Council. The Mayor and Aldermen felt it would not be possible to compose such a letter which would be neutral and would not lead the people either positively or negatively. Nilsson moved to adopt Reso.#204-84, inserting "reaffirm" in third paragraph. Gaetzke seconded, carried unanimously. 0 0 ADJOURNMENT - Penovich moved to adjourn at 7:44 P.M. Stewart City Clerk JOINT COMMITTEE OF THE WHOLE NEW BERLINfMUSKEGO MINUTES OF MEETING HELD October 3, 1984 The meeting was called to order at 6:35 P.M. Present from New Berlin were Mayor Malone, All Aldermen, Atty. Schober, Clerk DeBruin and Deputy Clerk Greve, and from Muskego were Mayor Salentine, Aldermen Tomczyk, DeAngelis, Gaetzke, Hilt, Nilsson Marenda. and Penovich (Dumke absent), Clerk Stewart and Deputy Clerk Mayor Malone explained the problems with Linnie Lac which could contribute to Little Muskego Lake, and advised that funds are available through the Scenic Urban Waterways Program for eligible projects up to the $200,000 budgeted for this program with application required by November 1st. Atty. Schober reviewed the tour which had been made. Ald. Hilt reported on the Task Force meeting which had been held which discussed sedimentation from upstream to Linnie Lac, and then through Jewel Creek to Little Muskego Lake. The Committee expressed concern with regard to the deadline to apply for grant funds, where the balance of funds would be obtained and what project was proposed. Wil Vidal of the Little Muskego Lake Assn. advised that that association was looking for a small project. Only a governmental are involved a request was made for a joint application for funds. He stated the Association would discuss cooperating with assisting in the development of the project and the cost. Mayor Malone felt that the application for funds would not be a committment to do the project, but because of the deadline, the application could be made and a committee formed to identify and address the problems. Because a project plan would need to accompany the application Smith, N.B. Storm Engineer Tim Kipp, Muskego Alderman Tomczyk, for funds, a Committee was formed to include New Berlin Alderman Lake Assn. representative Wil Vidal and a representative of the Muskego Director of Public Works Willard Bertram, Little Muskego Linnie Lac group. The committee was requested to meet and submit a plan to the Councils. Ald. Smith moved to adjourn at 7:lO P.M. Seconded by Ald.
