ccm19840911COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD SEPTEMBER 11, 1984 were Aldermen Tomczyk, DeAngelis, Dumke, Gaetzke, Hilt, Nilsson Called to order by Chairman Salentine at 7:51 P.M. Also present and Penovich, Deputy Clerk Marenda and City Atty. Molter. Penovich moved, Tomczyk seconded, to approve minutes of meeting held August 28, 1984. Carried. COMMITTEE REPORTS Tomczyk presented minutes of Finance Committee meetings hela 9/5/84 and 9/11/84 and moved same be accepted. Hilt seconded, carried. Dumke presented minutes of Public Safety Committee meeting held 9/6/84 and moved same be accepted. Nilsson seconded, carried. DeAngelis presented minutes of Public Works Committee meeting held 9/6/84 and moved same be accepted. Hilt seconded, carried. Nilsson presented minutes of Rules, Laws & Ordinance Committee meeting of 9/10/84 and moved same be accepted. Gaetzke seconded, carried. Cable TV Citizens Committee of 8/2/84 meeting received and placed on file. Plan Commission minutes of 9/4/84 meeting received and placed on file. COMMUNICATIONS FROM MAYOR'S OFFICE Mayor read Veto of Ordinance #498 (As Amended) - Police Powers. Since this Ordinance had been proposed mainly as a means to provide identification for aldermen, it was determined that a policy could be established to serve that purpose. Tomczyk read a proposed Policy listing items to be presented to Aldermen at Swearing-In Ceremony for their use during term of office; Keys to City Hall, Laminated Identification Card, Municipal Code, Briefcase, and Badge (if desired). The City Clerk was requested to reimburse Tomczyk for the deposit previously submitted for his badge. UNFINISHED BUSINESS Reso.#178-84 - Authorizing Public Officials to Issue Non-Traffic Citations in Accordance with Ordinance 316. On the floor, deferred from 8/28/84 meeting. Nilsson moved to amend by adding "BE IT FURTHER RESOLVED that said Fire Inspectors are public Ald. Gaetzke, carried unanimously. Motion to adopt Resolution officials for purposes stated in this resolution." Seconded by #178-84 As Amended carried unanimously. .. Gaetzke seconded, carried unanimously. Reso.#183-84 - Approval of Certified Survey Map (B. Koehn - Town of Norway). Nilsson moved for adoption. DeAngelis seconded, carried unanimously. Reso.#184-84 - Appointment of Citizen Representative to the Parks and Recreation Board - Removed from Agenda Reso.#185-84 - Directing the City Attorney to Draft the 18 of the Municipal Code. Nilsson moved for adoption. Hilt 'Implementing Ordinance for Certain Amendments to Chapters 17 and seconded, carried unanimously. Reso.#186-84 - Approval of Change Order (Denoon Park)($1,500.-TIF with Tomczyk, DeAngelis, Dumke, Hilt, Nilsson and Penovich voting #l). DeAngelis moved for adoption. Nilson seconded, carried 6-1 "yes" and Gaetzke voting "noq'. Reso.#187-84 - Approval/Disapproval Offer to Purchase - Muskego Business/Industrial Park. Tomczyk moved for adoption inserting the words "disapproval" and "disapprove". Penovich seconded, carried unanimously. Tomczyk moved to amend by adding "BE IT FURTHER RESOLVED that the Mayor and Clerk are hereby authorized to execute the attached Counter Offer, increasing the price to $24,000. Motion to adopt Resolution #187-84 As Amended carried unanimously. Reso.#188-84 - Authorization to Execute Contract - (Maxicare Health Insurance Co.). Tomczyk moved for adoption. Penovich seconded, carried unanimously. Reso.#189-84 - Directing the City Clerk to Place Advisory Referendum on the November 6. 1984 Ballot Regarding Possible Purchase of DandiLion Park. -Nilsson moved for adoption. Tomczyk seconded, carried. Gaetzke moved to amend by adding "City Park" after Idel Isle. Nilsson seconded. Motion to adopt Resolution #189-84 As Amended carried unanimously. LICENSE APPROVAL - Tomczyk moved for approval of operators licenses for Pamela Arteman, Bonnie Lassa, Chris Krenke, Greg Wurgler and Jeffrey Luther. Penovich seconded, motion carried. VOUCHER APPROVAL - Tomczyk moved for approval of payment of General Vouchers in the amount of $350,171.27.
