Also present were Aldermen Penovich, Colburn, DeAngelis, Dumke, Gaetzke and Nilsson, City Clerk Stewart and Atty. Molter. Ald. Tomczyk was absent. Penovich moved, Gaetzke seconded, to approve minutes of meeting held February 28, 1984. Carried. COMMITTEE REPORTS Penovich presented Finance Committee minutes of meetings held 3/7/84 and 3/13/84 and moved same be accepted. Colburn seconded, carried. DeAngelis presented Public Sewer Committee minutes of meetings held 3/2/84 and 3/8/84 and moved same be accepted. Gaetzke seconded, carried. meeting held 3/5/84 and moved same be accepted. Penovich Gaetzke presented Rules, Laws, Ordinance Committee minutes of seconded, carried. Dumke presented Public Works Committee minutes of meeting held 3/13/84 and moved same be accepted. Penovich seconded, carried. 0 NEW BUSINESS Reso.#42-84 - Directing the City Attorney to Draft an Ordinance to Amend the Zoning District Map of the City of Muskego (Sindic - RS-Z(O0S) and RS-2 to B-4). Nilsson moved for adoption. Penovich seconded, carried unanimously. Reso.#43-84 - Directing the City Attorney to Draft an Ordinance to Amend the Zoning District Map of the City of Muskego (Schaal - RS-3 to RS-3 (00s). Nilsson moved for adoption. Gaetzke restriction which would limit the use of this property to a seconded. It was noted that Mr. Schaal would submit a deed lawnmover and small engine repair type of business. Carried unanimously. Reso.144-84 - Approval of 1984 Sewer Utility Budget. Nilsson moved for adoption. DeAngelis seconded, carried unanimously. Reso.#45-84 - Authorizing the Advertising for Bids for the Bass Bay Sewer Project. DeAngelis moved for adoption. Nilsson seconded. Gaetzke moved to amend the second paragraph after bids for the Bass Bay Sewer Project but not proceed to advertise "Ruekert & Mielke" to read: "to prepare for the advertisement for completed.". DeAngelis seconded, carried. East of Sandy Beach Dr. (TID #4) ($15,000). DeAngelis moved for adoption. Penovich seconded, carried. Reso.il47-84 - Approval of Concept Establishing REC's (Residential Equivalency Charges). Nilsson moved for adoption. Gaetzke categories with "Upon application" REC charges would be charged seconded. It was noted that on the chart attached, the according to existing REC's and new users would appear before the Sewer Committee. Nilsson moved to amend the "FactoryILndustry" REC's to: Metered - 1.00 (per 70,000 gallons). Non-metered - 1.25 (under 10 employees), 1.75 (11 to 20 employees) and .50 followed relating to high water users and various types of (each additional 10 employees). DeAngelis seconded. Ord.il483 - An Ordinance to Amend Chapter 7, Section 7.05 of the Municipal Code (Parking Restrictions). Clerk gave 1st reading. 0 Ord.il484 - An Ordinance to Amend Chapter 3, Section 3.05(5) of the Municipal Code (Capital Budget Committee). Clerk gave 1st reading. LICENSE APPROVAL - Penovich moved for approval of Operator's Licenses for Melvin Stover and Richard Jasinski subject to favorable police reports. Colburn seconded, carried. Penovich moved for approval of Gathering Permit for St. Leonard's for 3/16/84. Colburn seconded, carried. Muskego Lake Assn. - Idle Isle - 7/13-15/84. Colburn seconded. Penovich moved for approval of Gathering Permit for Little Colburn moved to defer until next meeting. Penovich seconded, carried. Penovich moved for approval of use of City Hall by Friends of Library for Artsicrafts Fair - 417-8184. Nilsson seconded, carried. Common Council 3/13/84 - Page 3 VOUCHER APPROVAL - Penovich moved for approval of payment of General Vouchers in the amount of $174.741.35. Colburn seconded. carried unanimously. Nilsson moved for approval of payment of Sewer Utility vouchers in the amount of $6,582.22. Gaetzke seconded, carried unanimously. CITY OFFICIAL'S REPORTS - The February Building Report indicating 8 dwelling units and total construction of $561,709 was reviewed and placed on file.
