MINUTES OF MEETING HELD FEBRUARY 28, 1984
were Aldermen Penovich, DeAngelis, Dumke, Gaetzke, Nilsson and
Called to order by Chairman Salentine at 8:OO P.M. Also present
was absent.
Tomczyk, City Clerk Stewart and City Attorney Macy. Ald. Colburn
Penovich moved, Tomczyk seconded, to approve minutes of meeting
held February 14, 1984 with correction to include names of
persons appointed to DandiLion Park Feasibility Committee: Mayor
Salentine, Ald. Penovich, Carl Wauer and Walter Spann. Carried.
Mayor read Notice of Closed Session. At 8:06 P.M., Penovich
moved to convene into closed session pursuant to State Statutes,
Section 19.85(1) (g) to confer with legal counsel who is rendering
advice concerning strategy with respect to litigation in which
dismissed public employee. Tomczyk seconded. Mayor noted
the City is or is likely to become involved, regarding a
Council would reconvene into open session following closed
session. Carried unanimously.
Council reconvened into open session at 8:33 P.M.
COMMITTEE REPORTS 0 Penovich presented Finance Committee minutes of meetings held
2/22/84 and 2/28/84 and moved same be accepted. Dumke seconded,
carried.
DeAngelis presented Public Sewer Committee minutes of 2/21/84 and
2/23/84 and moved same be accepted. Gaetzke seconded, carried.
Minutes of Plan Commission meeting held 2/21/84 were received and
placed on file. Nilsson expressed concern regarding the circum-
stances relating to Bushy's sign request. It was noted the
owners could appeal the decision of the Plan Commission.
NEW BUSINESS
Reso.#29-84 - Authorizing the Purchase of Parcel of Land for Bass
Bay Sewer Project (Martins - $-0-) Nilsson moved for adoption.
DeAngelis seconded, carried unanimously.
Reso.#30-84 - Authorizing the Purchase of Parcel of Land for Bass
Bay Sewer Project (Malecki - $-0-). DeAngelis moved for
adoption. Nilsson seconded, carried unanimously.
Reso.Il31-84 - Authorizing Execution of Maintenance Agreement -
Citv Hall A. B. Dick Offset ($477) Penovich moved for adoption. Gaetzke seconded, carried unanimously.

Reso.#32-84 - Approval of Hiring Parttime Park Employees in
Cooperation with the MAA. Tomczyk moved for adoption. DeAngelis
seconded, carried unanimously.
Reso.#33-84 - Accepting the Report of the Board of Canvassers of
the 2/21/84 Special Election. Tomczyk moved for adoption.
Gaetzke seconded, carried unanimously.
Reso.#34-84 - Acceptance of Offer to Purchase City-Owned Land on
Hwy. 24
Nilsson moved to amend the 5th paragraph after "willingness to"
. Penovich moved for adoption. Tomczyk seconded.
Penovich seconded, carried. Reso.#34-84 (As Amended) adopted
after Hwy. 24 to: "...contingent on obtaining road access."

Reso.#35-84 - Authorizing Extension of Time for Plan Commission
to Report Recommendation (Schaal Rezoning Request). Nilsson
moved for adoption. Tomczyk seconded, carried unanimously.
Reso.#36-84 - Authorizing the Sale of City-Owned Property (Ruby
Dr.) Penovich moved for adoption. Nilsson seconded, carried
unanimously.
Reso.#37-84 - Authorizing the Sale of City-Owned Property
(Industrial Park). Gaetzke moved for adoption. Nilsson
behalf of persons wishing the property to be maintained as city
seconded. Mooney h Asso. survey reviewed. DeAngelis spoke on
park. Motion carried 5-1 with DeAngelis casting only "no" vote.
Reso.#38-84 - Establishing Salary for Maintenance Man - 1984.
Penovich moved for adoption. Tomczyk seconded. Carried 4-2 with
Penovich, DeAngelis, Nilsson and Tomczyk voting "yes" and Dumke
and Gaetzke voting "no".
Reso.139-84 - Authorizing Execution of Health and Dental
Insurance Agreements for 1984. Penovich moved for adoption. Dumke seconded, carried unanimously.
Reso.#40-84 - Acceptance of Bid - Kurtze Lane Sewer Project
(Mainline - $340,298). Nilsson moved for adoption. Gaetzke
seconded, carried unanimously.
Reso.#41-84 - Transfer of Funds. Tomczyk moved for adoption.
Penovich seconded, carried unanimously.

LICENSE APPROVAL - Penovich moved for approval of Operator's
Licenses for Mark Hildebrand, Nancy Marx, Jeanne Stueck, Terri
Frelka and Karen Welch. Tomczyk seconded, carried.
Women's Softball - 612-3184 at Mill Valley. Tomczyk seconded,
Penovich moved for approval of Gathering Permit for Metropolitan
carried.
VOUCHER APPROVAL - Penovich moved for approval of payment of
General Vouchers in the amount of $806,806.74. Dumke seconded,
carried unanimously.
Nilsson moved for approval of payment of Sewer Utility Vouchers
in the amount of $32,665.98. Penovich seconded, carried
unanimously.
CITY OFFICIAL'S REPORTS - The Clerk acknowledged receipt of a
petition from Fred Richter for rezoning from B-1 to RSM and set a
public hearing for 3/27/84 at 7:25 P.M.
ADJOURNMENT - Nilsson moved to adjourn at 9:34 P.M. Tomczyk
seconded, carried.
