MINUTES OF MEETING HELD FEBRUARY 14, 1984
were Aldermen Penovich, DeAngelis, Dumke, Gaetzke, Nilsson and
Called to order by Chairman Salentine at 8:05 P.M. Also present
Tomczyk, City Clerk Stewart and City Attorney Molter. Ald.
Colburn was absent.
Penovich moved, Tomczyk seconded, to approve minutes of meeting
held January 24, 1984. Minutes were corrected to note comment
made under Ord. 8479 by Mrs. Hough rather than Mrs. Hoppe.
Carried.
COMMITTEE REPORTS
Penovich presented Finance Committee minutes of meetings held
2/8/84 and 2/14/84 and moved same be accepted. Dumke seconded,
carried.
Dumke presented Public Works Committee minutes of meeting held
2/2/84 and moved same be accepted. DeAngelis seconded, carried.
Gaetzke presented Public Safety Committee minutes of meeting held
2/6/84 and moved same be accepted. Tomczyk seconded, carried.
Gaetzke presented Public Sewer Committee minutes of meetings held
2/8/84 and 2/9/84 and moved same be accepted. DeAngelis
seconded. Mayor advised an industrial user would be requesting
connection to the sewer system. The Council determined the user
fee for this connection would be based on residential equivalency
charge for "Existing" rather than "New Construction". Motion to
accept minutes carried.
Gaetzke presented Rules, Laws and Ordinance Committee minutes of
meeting held 2/13/84 and moved same be accepted. Tomczyk
seconded, carried.
Minutes of the Plan Commission meeting of 2/7/84 were received
and placed on file.
UNFINISHED BUSINESS
Reso.#9-84 - Directing the City Clerk to Place Advisory
Referendum on the April 3, 1984 Ballot Regarding Possible Purchase of DandiLion Park. On the floor, deferred from 1/24/84.
After consideration, Nilsson agreed there should be further study
of the issue. Nilsson moved to Table. Dumke seconded, carried
unanimously.
Reso.ll1-84 - Establishing Salaries for Sewer Utility Employees
for 1984. Resolution corrected to reflect salary of sewer
treatment plant operator of 10.29, 10.64 and 11.08.

Reso.#17-84 - Authorizing City Engineers to Prepare Plans and
Specifications for Sewer Installation on Ladwig Dr. ($3,000) On
the floor, deferred from 1/24/84. Motion to adopt carried
unanimously.
Ord.#482 - An Ordinance to Amend Chapter 3, Section 3.10(5)
(a)(b)and(f) of the Municipal Code (Sewer Charges). Second
reading. Penovich moved for adoption. Gaetzke seconded.
Gaetzke moved to delete Section 1 and Section 2 relating to sewer
service charges and to renumber Sections 3, 4, and 5 to 1, 2, and
3 (relating to uniform sewer connection charge of $500). Nilsson
seconded, carried. Ord.#482 adopted 5-1 with DeAngelis voting
"no" .
COMMUNICATIONS FROM MAYOR'S OFFICE
The Clerk read the Mayor's Proclamation honoring Muskego resident
Joseph Monreal for achieving the honor of National Hispanic
Business Person of the year.
NEW BUSINESS
Reso.t21-84 - Authorizing the Mayor to Appoint Committee to
Pursue Purchase of DandiLion Park for Park Purposes ($1,200
expenses). Tomczyk moved for adoption. Dumke seconded.
Penovich moved to amend the second paragraph to read: "WHEREAS,
the Parks & Recreation Board recommends to the Common Council
that the Mayor appoint a committee to pursue the feasibility of
implementing the recommendations of the study committee.
Gaetzke seconded, carried. Nilsson moved to amend the title and
purchasing ..." Gaetzke seconded, Carrie last paragraph to add 'I.. .to pursue the feasibilit of 4 advised he
would consider authoring resolution later to put referendum
question on November ballot. Motion to adopt #2l-84 (As Amended)
carried unanimously.
Reso.#22-84 - Approval of Certified Survey Map (R.G.Lett, Town of
Norway). Dumke moved for adoption. Gaetzke seconded, carried unanimously.
Reso.t23-84 - Adoption of Uniform Local Bail Bond Schedule.
Dumke moved for adoption. Gaetzke seconded, carried unanimously.
Reso.H24-84 - Authorizing Adjustment to Contract - Glenbrook
Drainage Project (plus $1,300). Penovich moved for adoption. DeAngelis seconded, carried unanimously.
Employees for 1984. Penovich moved for adoption. Nilsson Reso.#25-84 - Establishing Salaries for Certain City of Muskego
seconded. Noted 5% wage increase, except for Library Director,
Recreation Supv., Park Maint. Supv. and Park Maint. Man, who received .38/hr. increase plus the 5%. Nilsson moved to amend to increase salary of t4ayor to $14,90O/yr. and of aldermen to

$3,30O/yr. at the first legally effective date. Dumke
seconded. Motion defeated with Dumke and Nilsson voting "yes"
and Penovich, DeAngelis, Gaetzke and Tomczyk voting "no".
DeAngelis moved to increase water patrolman on Lake Denoon to
$300/hr. plus $300 mileage. Motion lost for lack of a second.
Retirement benefits for all non-represented employees remained at
.55/hr. Resolution #25-84 adopted 4-3, with Penovich, Dumke and
Nilsson voting "yes", DeAngelis, Gaetzke and Tomczyk voting "no"
and Mayor breaking tie with "yes" vote.
Reso.#26-84 - Acceptance of Bid for Sewer Utility Vehicle.
Gaetzke moved for adoption. Nilsson seconded, carried
unanimously. ($12,575)
Reso.#27-84 - Authorizing Library to Apply for a LSCA Grant
adoption. Penovich seconded, carried unanimously.
(Library Services and Construction Act). Nilsson moved for
Reso.#28-84 - Authorizing the Filling of the Vacant Cadet
Position at the Police Department, Penovich moved for
adoption. Dumke seconded. The Council directed the Mayor to
request the Chief to encourage applications from Muskego
residents. Carried unanimously.
LICENSE APPROVAL - Penovich moved for approval of Operator's
Licenses for Patrick Whalen, Linda Odden, Chris Krause, Kathy
Rataczyk, Dan Schell and Paul Schell. Dumke seconded, carried
unanimously.

VOUCHER APPROVAL - Penovich moved for approval of payment of General Vouchers in the amount of $138,705.01. Gaetzke seconded,
carried unanimously.
Nilsson moved for approval of payment of Sewer Utility vouchers in the
amount of $11,261.57. Penovich seconded, carried unanimously.
CITY OFFICIAL'S REPORTS - The January, 1984 Building Report indi-
cating $499,200 Total Construction was received and placed on file.

The Clerk acknowledged receipt of a petition from Robert Sindic for rezoning the property on the SE corner of Hy. 24 and Racine from RS-2
00s and RS-2 to B-4, and set public hearing for 3/13/84 at 7:25 P.M.
ADJOURNMENT - Tomczyk moved to adjourn at 10: 15 P.M. Seconded by
Nilsson, carried.
