ccm19831019COMMITTEE OF THE WHOLE CITY OF MUSKEG0 MINUTES OF MEETING HELD OCTOBER 19, 1983 Mayor Salentine called the meeting to order at 7:43 P.M. Also Nilsson (excused at 8:17 P.M. ) and Tomczyk and City Clerk Stewart. Present were Aldermen Penovich, Colburn, Dumke, DeAngelis, Ald. Gaetzke was absent. Mayor Salentine noted the purpose of the meeting was to review the 1984 Budget and Federal Revenue Sharing Budget. The Committee reviewed the proposed Revenues. Ald. Penovich moved to increase Acct. 41000-41020, State Shared Revenues by $244,000 to $1,194,000. Seconded by Ald. Colburn, motion carried. After discussion, Ald. Nilsson moved, Ald. Dumke seconded, to make no change in the Fire Insurance Tax budget of $14,000. Mot ion carried. by $5,000 to $19,000. Seconded by Ald. Colburn, motion carried. Ald. Nilsson moved to increase Acct. 42000-42110, Building Permits by $1,000 to $6,000. Seconded by Ald. Nilsson, motion carried. Ald. Colburn moved to increase Acct. 42000-42112, Plumbing Permits Ald. Colburn moved to increase Acct. 43000-43013, Statement of Property Status, by $1,275 to $2,775, and increase 43000-43210, Dog License Fees by $400 to $3,900. Seconded by Ald. Nilsson. Statement of Property Status letters would be prepared for a fee It was noted that in order to generate the revenue proposed, the of $7.50 each in 1984. Ald. Penovich, motion carried. Ald. Colburn moved to increase 45000-45313, Insurance Reimbursement- Workmens Comp. by $2,000 to $2,000. Seconded by Ald Penovich, e a motion carried. The Committee discussed the request of the Treasurer for two paid days off for the Deputy Treasurer. The committee expressed no objection. The Committee also discussed the request of the Assessor for proportionate time off for his part-time help. Because the hours worked per week are under 20, Ald. Colburn moved to deny the request. Seconded by Ald. Penovich, motion carried. The Committee acknowledged receipt of a letter from Chief Scholz regarding his budget. e The Comittee rev.iewed the proposed Expenditures. Ald. Colburn moved to decrease 51000-5101, Maintenance and Rental of Eqpt.-Other by $1,000 to $6,500 since the copy machine will be purchased for $600 and monthly rental will be eliminated. Seconded by Ald. Penovich, motion carried. Ald. Penovich moved to increase 51100-7300, Property & Liability Muskego Historical Society's artifacts in the Old Town Hall. Insurance, by $125 to $13,325, to cover artifact insurance for the Seconded by Ald. Colburn, motion carried. e Conunittee of the Whole October 19, 1983 Page Three ~ The Committee noted that Acct. 52500-1100, Salaries and Wages- Building Inspection, should be reduced by $8,640 to $56,114 since that mount was also included in Acct. 52800-1100, Salaries and Wuyes-City Planning und Zoning. Ald. Colburn moved to decrease #58400-1100, Miscellaneous Salaries e by $8,400 to -0-. Seconded by Ald. Penovich. Mayor Salentine noted that since there were 2088 hours in 1984, an 8 hour layoff would be necessary. The Committee reduced Acct. 57200-8000, Recreation Dept. Capital men1 at Jenson will be included in the Capital Budget. Items by $2,750 to $2,535. This amount for the Dance Floor Replace- The Committee reviewed the proposed Federal Revenue Sharing Budget in the amount of $88,000. Ald. Penovich moved to decrease 55100-8000, Public Works Adminis- tration Capital Items by $37,500 to -0- and to increase the Capital Budget by $37,500. Seconded by Ald. Colburn, motion carried. Ald. Penovich moved to increase Acct. 58300-3212, Contingency Fund by $37,500 to $187,500. Seconded by Ald. Colburn, motion carried. Ald. Tomczyk moved to adjourn at 11:30 P.M. Seconded by Ald.
