MINUTES OF MEETING HELD SEPTEMBER 27, 1983
Called to order by Chairman Salentine at 8:03 P.M. Also present
were Aldermen Penovich, Colburn, DeAngelis, Dumke, Gaetzke,
Nilsson and Tomczyk, City Clerk Stewart and City Atty. Molter.
Penovich moved, Tomczyk seconded, to approve minutes of meetings
held 9/12/83 and 9/13/83. Carried.
Mr. Steve Panek appeared to present a $50.00 donation from the
Moose Lodge towards the Police Department's Halloween Safety project.
Mayor Salentine accepted the check and thanked the Moose Lodge for
their participation.
Reso.#250-83 - Honoring City of Muskego Eagle Scout - William
Sharrock. Colburn moved for adoption. Gaetzke seconded, carried
unanimously.
COMMITTEE REPORTS
Penovich presented minutes of 9/21/83 and 9/27/83 Finance Committee
meetings and moved same be accepted. Colburn seconded, carried.
Committee meeting and moved same be accepted. DeAngelis seconded,
Gaetzke presented minutes of 9/14/83 Rules, Laws and Ordinance
carried.
DeAngelis presented minutes of 9/15/83 Public Sewer Committee
meeting and moved same be accepted. Nilsson seconded. DeAngelis
requested citizens be informed of proposed increase in sewer connec-
tion fees. Tomczyk stated he felt citizens in the City should be
allowed to hook up to municipal sewer before connections are given
to anyone outside the City. Motion carried.
Nilsson presented minutes of 9/22/83 Public Welfare Committee
meeting and moved same be accepted. Tomczyk seconded, carried.
DeAngelis presented minutes of 9/22/83 Public Works Committee
meeting and moved same be accepted. Penovich seconded, carried.
The minutes of the Plan Commission meeting held 9/20/83 were received
and placed on file.
Ord.#465 (To approve transfer of Cable TV franchise from RVS to
Franchise tocable Corporation, and Ord. #466 (To grant
Ingersoll, Reso.#257-83, Recommendation to Grant Second Non-Exclusive
Nilsson moved to defer Ord. #465, Reso. #257-83 and Ord. #466 to a
second non-exclusive Cable TV franchise to Ingersoll Cable Corp.).
Special Common Council meeting to be held Thursday, September 29,
1983 at 7:OO P.M. to enable new representatives of RVS to enter
into an agreement with Ingersoll. Tomczyk seconded, carried.
Ord.#458 - An Ordinance to Amend Chapter 13 of the Municipal Code
adopt carried unanimously.
(Keeping of Vicious Animals Prohibited). On the floor. Motion to
Ord. #459 - An Ordinance to Amend Chapter 1.06 of the Municipal Code
(Qualifications of Municipal Judge). On the floor. The pros and
cons of requiring an attorney to fill the position of municipal
judge were debated. The motion to approve Ord. #459 which.would
require the position to be filled by an attorney carried, with
Penovich, Dumke, Nilsson and Tomczyk voting "yes" and Colburn,
DeAngelis and Gaetzke voting "no".
Reso.#256-83 - Approval of Concept for Wisconsin Corporate Central
Credit Union to connect to Municipal Sewers when Connection Made to
IvlMSD dated 9/27/83 read. Tomczyk again expressed concern about
MMSD. Nilsson moved for adoption. Gaetzke seconded. Letter from
City of Muskego citizens being able to receive sewer service without
having allocations being used up. Motion carried with Dumke casting
the only dissenting vote. (Property located in City of New Berlin)

a Reso.#255-83 - Acceptance of Offer to Purchase City-Owned Lot
(Parcel #2, Fairfield - Solverson). Penovich moved for adoption.
Gaetzke seconded. Carried unanimously.
Reso.#245-83 - Appointment of Member to Electrical License and
Examining Board (Dan Durski to 9/1/86). Penovich moved for
adoption. DeAngelis seconded. Colburn requested in the future
all appointments be invited to attend Council meeting for intro-
duction. Carried unanimously.
Reso.#251-83 - Acceptance of Quote for Forced Sewer Hook-up
(Demshar). Nilsson moved for adoption. Gaetzke seconded.
DeAngelis questioned the method of assessment. Motion carried
with DeAngelis casting the only dissenting vote.
Reso.#253-83 - Authorizing Payment for Crop Damage due to Sewer
Nilsson seconded, carried unanimously.
Construction (A.Basse-$200.00). Gaetzke moved for adoption.
Reso.#254-83 - Authorizing the Expenditure of Funds for the
Switala Drainage Channel Projects (TID #4) (Two projects - $5,000 ea.)
Penovich moved for adoption. DeAngelis seconded, carried unanimously.
Reso.#258-83 - Installation Costs of Word Processing Equipment (TID#7).
($2,400). Penovich moved for adoption. Nilsson seconded, carried
unanimously.
LICENSE APPROVAL - Penovich moved for approval of Operator's Licenses,
subject to favorable police reports, for Dale Rapey, Glory Millious,
Lawrence Klepp and Norbert Gressle. Dumke seconded, carried.
Penovich moved for approval of Archery Range Permit for Boxhorn
Big Muskego Gun Club. Colburn seconded, carried.
Penovich moved for approval of ga:thering:permit for the Muskego
Fire Co. Ladies Auxiliary on 11/12/83. Nilsson seconded, carried.
VOUCHER APPROVAL - Penovich moved for approval of payment of general
vouchers in the amount of $329,742.42. Seconded by Colburn, carried
unanimously.
Nilsson moved for approval of payment of sewer utility vouchers in
the amount of $222,915.07. Seconded by Gaetzke, carried unanimously.

CITY OFFICIAL'S REPORTS - The Clerk acknowledged receipt of petition
for rezoning from RS-3 (OED) to RS-3(00S) from G. Wade, S77 W18512
Janesville Road, and set public hearing for 10/11/83 at 7:25 P.M.
The Clerk acknowledged receipt of petition for rezoning to Exclusive
Agricultural zoning and set public hearing for 10/25/83 at 7:25 P.M.
to consider same and to amend the Zoning Ordinance to permit an
Exclusive Agricultural zoning district.
Atty. Molter advised that a closed session would be held on 10/11/83
to review the summons received from McAdams of Muskego, Inc.,
d/b/a/ Pick 'n Save. a ADJOURNMENT: Colburn moved to adjourn at 9:32 P.M. Gaetzke seconded,
carried.
