ccm19830912COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF SPECIAL MEETING HELD SEPTEMBER 12, 1983 were Aldermen Penovich, Colburn, DeAngelis, Dumke, Gaetzke (arrived Called to order by Chairman Salentine at 7:03 P.M. Also present at 7:35 P.M.), Nilsson and Tomczyk, and Deputy Clerk Marenda. Mayor Salentine noted that the purpose of the special meeting was Corporation to transfer their franchise to Ingersoll Cable to hold a public hearing to consider the request of RVS Cablevision a 9 Corporation, a wholly-owned subsidiary of Ingersoll Industries. The Notice of Public Hearing and a letter from RVS dated August 18, 1983, was read by the Deputy Clerk. The Mayor noted that an Agreement between RVS and Ingersoll was not yet completed. Mr. John Ingersoll, Jr. president of Ingersoll Industries presented his proposal for cable service to the City, and made the following comments: major change would be service area - would go further Lake Meadows area; will start within one week after the transfer is south on Woods Road and down Racine Ave. to add the Lake Denoon and approved; the system will be built underground, except for possibly 1-2 miles along Hwy. 24; the 25% around Little Muskego Lake ready by Christmas; entire area would be completed within one year; same rates as RVS - $8.001mo basic and $S.OO/mo. for each additional add-on service; additional outlet $3.00/mo; no rate increase for first two years; additional feature that this will be a "stand-alone" system; an earth station dish will be placed on City property behind the Police Station; can offer more diverse channel service; initially 36 channels which could be upgraded to 54; will obtain property owners permission to enter property; have reduced the number Board and City, would expand within 6 months to add additional of local origination channels from 7 to 2; upon request from School channel; emergency override located in Police Station - therefore, basement of the Police Station for a monthly rental fee of $25.001 asking for a small storage area for electronic equipment in the would then dispose of it as it sees fit; the $25.00 installation month; would lower the original tower to the ground and the City fee will be waived for those residents signing up within 90 days. Mr. Charlie Fox of RVS stated that the quickest way for the City of Muskego to have cable service is a transfer of franchise to Ingersoll - for the same quality of system as quickly as possible. Dave Krutz and Bob Henrichs of North Cape Rd. expressed an interest in cable service. Ald. Dumke agreed to go door to door with John Ingersoll to determine if there is enough interest to make the installation of cable service to that area feasible. A letter dated 8/23/83 to 1st Wisconsin and their response dated 8/31/83 concerning the financial status of Ingersoll Cable Corpor- ation were read. Mr. A1 Koester, Circle Drive, questioned the basis for a rate increase. Mr. Ingersoll stated that no rate increase can be made without approval of the Common Council, but he anticipated that any rate increase requested after the two year freeze would be based on the inflation rate. Mrs. Linda Koester, Circle Drive, expressed concern about the possibility of an X-rated channel. Mr. Ingersoll stated there is Common Council approval and the ordinance amended. He added that if that did occur, a lock box would have to be offered. Richard Knudsen, Ridge Road, stated he felt this is a fine proposal and didn't think there would be any purpose in putting this out for bid. He made several comments: Public access for the Police a none proposed now and a change of channels cannot be offered without a Common Council September 12, 1983 Page Two 0 Department (relating to emergency override) can be very beneficial but could also be abused -- consider the security system; two years freeze should be two years from date the system is activated, not from the date of awarding the franchise; no part of public property should be used (relating to the location of the electronic equip- ment in the basement of the Police Station). A gentleman on Wentland Drive felt that the location of the equip- ment in the Police Station would cause no problems, and that it would be more economical for Ingersoll, which would result in lower rates for the citizens. He felt the Police Department could set up their own security procedures. Randy Young, Hale Park Dr., spoke in favor of offering the franchise to Ingersoll.
