MINUTES OF MEETING HELD AUGUST 9, 1983
were Aldermen Penovich, Colburn, DeAngelis, Dumke, Gaetzke and
Called to order by Chairman Salentine at 7:46 P.M. Also present
Nilsson, City Clerk Stewart and City Attorney Molter. Alderman
Tomczyk was absent.
Penovich moved, Nilsson seconded, to approve minutes of meeting
held 7/26/83. Carried.
COMMITTEE REPORTS
Penovich presented minutes of 8/3/83 and G/Y/63 Finance Commit-
tee meetings and moved same be accepted. Dumke seconded. Carried.
DeAngelis presented minutes of 7/28/83 Public Works Committee
meeting and moved same be accepted. Penovich seconded. It was
noted that funds for the concrete forms would come from TID #1-6.
Carried.
Gaetzke presented minutes of 8/4/83 Rules, Laws and Ordinance
Committee meeting and moved same be accepted. Dumke seconded. Carriec

a Nilsson presented minutes of 8/8/83 Public Welfare Committee meeting and moved same be accepted. DeAngelis seconded. Carried.
The minutes of the Plan Commission meeting held 8/2/83 were
received and placed on file.
UNFINISHED BUSINESS
Res.#209-83 - Amended Relocation Order of the City of Muskego,
Waukesha County, Wisconsin (Bass Bay Sewers). On the floor.
DeAngelis moved to Table. Nilsson seconded. Carried unanimously.
Ord.#458 - An Ordinance to Amend Chapter 13 of the Municipal Code
(Keeping of Vicious Animals Prohibited). Second reading. Dumke
moved for adoption. Gaetzke seconded. Gaetzke moved to amend
to add: "Such vicious animals will be so identified and turned
over to the proper authorities at owner's expense. Nilsson
withdrew his motion to amend, and moved to refer Ord.#458 back to
seconded. After discussion, Gaetzke, with approval of his second,
Rules, Laws and Ordinance Committee for further review. Colburn
seconded. Carried unanimously.
Ord.#459 - An Ordinance to Amend Chapter 1.06 of the Municipal
Code (Qualifications of Municipal Judge;) Second reading. Dumke
moved for adoption. Nilsson seconded. After discussion, Colburn
moved to defer and refer to Rules, Laws and Ordinance Committee
for further review and to check requirements in other municipali-
ties. DeAngelis seconded. Motion carried with Penovich, Colburn,
DeAngelis and Gaetzke voting "yes" and Dumke and Nilsson voting

COMMUNICATIONS FROM THE MAYOR'S OFFICE
Mayor Salentine noted that a joint Plan Commission/Common Council/
School Board meeting would be held at City Hall on September 6,
1983 at 7:OO P.M. a Res. #214-83 - Authorizing the Acceptance of the Affidavit of
Penovich seconded. Carried unanimously. Penovich moved to defer.
Assessor, adopted 7/26/83. Nilsson moved for reconsideration.
Colburn seconded. Carried unanimously.
NEW BUSINESS
The following resolutions were acted on:
#216-83 - Initial Resolution Regarding Industrial Development
Revenue Bonds ($1,000,000 - Edward H. and Erla M. Lanke). Penovich
moved for adoption. DeAngelis seconded. Due to improper format
used, Colburn moved to Table. Penovich seconded. Carried unanimously.

for adoption. Penovich seconded. Due to change of legal des-
cription pending for the roads, Nilsson moved to Table. Gaetzke
seconded. Carried unanimously.

moved for adoption. DeAngelis seconded. Carried unanimously-
#221-83 - Authorizing the Expenditure Of TIF Funds for Purchase
Nilsson seconded. Penovich moved to amend to change expenditure
of Concrete Forms (TID #1-6).. Penovich moved for adoption.

LICENSE APPROVAL - Penovich moved for approval of Gathering Per-
mit for St. Leonard's Parish for Bingo from August 14, 1983
through June 24, 1984 (44 dates @ $5.00 - $220.00). DeAngelis
seconded. Carried unanimously.
Penovich moved for approval of a Class "A" Fermented Malt Beverage
License for Eichman Foods, Inc. at S74 W16890 Janesville Rd.
seconded. Carried.
(Sentry) for August 12, 1983 through June 30, 1984. Colburn
Penovich moved for approval of Operator's Licenses, subject to
favorable police reports, for Charles Woodring, Mike Addis, Ron
Worzalla, James Holtz and Sandra Hardtke. Colburn seconded.

VOUCHER APPROVAL - Penovich moved for approval of payment of
