MINUTES OF MEETING HELD JULY 12, 1983
Called to order by Chairman Salentine at 7:40 P.M. Also present
were Aldermen Penovich, Colburn, DeAngelis, Dumke and Nilsson,
Deputy Clerk Marenda and City Attorney Molter. Aldermen Gaetzke
and Tomczyk were absent.
Colburn moved, Penovich seconded, to approve minutes of meeting
held 6/28/83. Carried.
Penovich moved, Dumke seconded, pursuant to Wis. Stats. 19.83(1)(e)
purchase of lands for the expansion of the City's Industrial Park),
to go into closed session (Re: Deliberating and negotiating the
at 7:45 P.M. Unanimously carried.
The regular meeting reconvened at 8:lO P.M.
COMMITTEE REPORTS
Penovich presented minutes of 7/6/83 and 7/12/83 Finance Committee
meetings and moved same be accepted. Dumke seconded. Carried.
The minutes of the Plan Commission meeting held 7/5/83 were
received and placed on file.

UNFINISHED BUSINESS
Resolution #69-83 - Approval of Contract Between HAWS and the
City for 1983. Colburn moved, DeAngelis seconded, to again defer
action. Carried unanimously.
Authorizing the City Attorney to Proceed with Formal Offer to
#180-83 - Authorizing the Sale of City-Owned Property, and
Purchase City-Owned Property (Irving FischerIGuernsey Meadows
Outlot #3). (On the floor). Atty. Molter reported he had re-
viewed this matter and determined this parcel could be sold.
Carried unanimously.
NEW BUSINESS
The following resolutions were acted upon:
Colburn moved for adoption. Penovich seconded. Mr. Graff and
#186-83 - Reaffirming Denial of Legal Lot Status (Ron Ford).
Atty. Dubis appeared to request that the 25 yr. covenant on the
property be removed and that the Council declare this property
a legal lot. It was noted that the covenant was a recorded docu-
ment and a basis for denying legal status. Carried unanimously.
#187-83 - Denial of Petition to Rezone Land - Dale Dawson.
Colburn moved for adoption. Nilsson seconded. Colburn moved to
amend to add after the 3rd paragraph: "Whereas, the Plan
Commission expressed concern with the density allowed by RS-2
zoning and if this would be a planned unit development to pre-

#188-83 - Directing the City Attorney to Draft an Ordinance to

#189-83 - Denial of Legal Lots Status (Arleigh Kuschweski).
Colburn moved for adoption. DeAngelis seconded. Carried unani-
mously.

Offer (Gladys Mike - Sewer Interceptor Project). Nilsson moved
for adoption. Penovich seconded. Carried unanimously.
#192-83 - Acceptance of Grievance Settlement Filed by City Hall/
Library and Telecomunicators (27th pay period). Penovich moved
for adoption. Nilsson seconded. Carried with Dumke casting the
only dissenting vote.

ff195-83 - Authorizing the Granting of $1200 for VFW Country Fair
Days Parade. Dumke moved for adoption. Nilsson seconded.
Carried unanimously.
#196-83 - Waiving Permit Fee for VFW Parade. Penovich moved for
adoption. Dumke seconded. Carried unanimously.
#197-83 - Authorizing the Sale of Weed Harvestors to Little Muskego
Lake Protection and Rehabilitation District. DeAngelis moved for
adoption. Penovich seconded. Carried with Colburn casting the
only dissenting vote.
LICENSE APPROVAL - Penovich moved to defer Transient Merchant
of more information. Nilsson seconded. Carried.
applications for Help Publishing and James McGowan pending receipt
Penovich moved for approval of Gathering Permits for St. Paul's
Ev. Lutheran Church (August 7), and Muskego Mini Slow Pitch
Softball League (July 23-24). Colburn seconded. Carried.
Penovich moved for approval of Gathering Permit for VFW Country
Fair Days. Nilsson seconded. Carried.(August 25-28).
Penovich moved for approval of Operator's Licenses, subject to
Lisa Washicheck, Mary Janz, Jacqueline Klimek, Anthony Woodward,
favorable police reports, for Janice Weber, Frances Burgeson,
Gary Manteufel, Dana Marcum, Laurie Kinley, Tricia Kirkpatrick
and Joan Kilian. Dumke seconded. Carried.
VOUCHER APPROVAL - Penovich moved to approve General Vouchers in
the amount of $275,407.77. Colburn seconded. Carried unanimously.
Nilsson moved to approve Sewer Vouchers in the amount of $8,522.94.
Penovich seconded. Carried unanimouslv.

CITY OFFICIAL'S REPORTS - The Deputy Clerk read the June, 1983
Building Report indicating ten (10) dwelling units and total
construction in the amount of $655,040.00 for June. Placed on file.
ADJOURNMENT - Nilsson moved to adjourn at 9:35 P.M. Colburn
seconded, motion carried.
