MINUTES OF MEETING HELD MARCH 22, 1983
The meeting was called to order by Mayor Snlentine at 8:14 P.M. Also
Clerk Stewart and City Attorney Molter. Aldermen Dumke and Tomczyk
present were Aldermen Klenz, Penovich, Colburn, Treba and Nilsson, City
were absent.
Klenz moved, Penovich seconded, to accept the minutes of meeting held
3/8/83. Carried.
Klenz moved to go into closed session in accordance with S.S. 19.85
(l)(e) for the purpose of deliberating and negotiating the entering
of a proposed inter-municipal agreement for sewage service with MMSD
und to then reconvene into open session. Seconded by Nilsson. Unun-
imously carried.
At 8:35 P.M. the Council re-convened into regular session.
Committee Reports
Penovich presented and moved to accept reports of the Finance Committee
huld 3/16/83 und 3/22/83, Curriud.
Colburn presented and moved, Penovich seconded, to accept report of
Public Works Committee meeting held 3/17/83. Carried.
Klenz presented and moved, Treba seconded, to accept report of the
Rules, Laws & Ordinance Committee. Carried.
Nilsson presented and moved, Colburn seconded, to accept report of
the Public Safety Committee meeting held 3/9/83. Carried.
Treba presented and moved to accept report of Public Welfare Committee
meeting held 3/9/83. Carried.
Minutes of Plan Commission meeting held 3/15/83 were accepted and
pluced on file.
UNFINISHED BUSINESS
Resolution 113-83 - Supporting County-Wide Law Enforcement Information
System (Deferred from 1/3/83 meeting) Unanimously carried.
Resolution #59-83 - Authorizing Release of Escrow Fun,ds to the Muskego
Luke Reclamation Charitable Trust or Its Designee (Deferred from meeting
of 3/8/83 to have attorney work out agreement with trustees). Klenz
moved, Nilsson seconded, to table #59-83. Unanimously carried.
NEW BUSINESS
The following resolutions were acted upon:
#68-83 - Denial of Legal Lot Status-Muskego Beach Park Add'n. -(Meinecke)
Colburn moved, Treba seconded, to adopt. Colburn moved, Klenz seconded,
to defer and refer back to Plan Commission for further review. Unan-
imously carried.
#78-83 - (Acted on out of context) Granting Extension of Time to
Jansen Development for Financing Contingency. Penovich moved, Klenz
seconded, to adopt. Klenz requested permission to have Mr. Roy Cig-
of the negotiations of the parcel of land in the city's industrial
liano of Mooney & Associates, speak. Mr. Cigliano reviewed the status
park with Jansen Development. He indicated the necessity of the Council

Colburn moved, Treba seconded, to adopt. Colburn moved to defer
action because the present Dog Warden is resigning and new qualif-
icotions need to bo developed. 110 further indicutcd thut HAWS would
be agreeable to the contract being on a mon to month basis. The
motion to defer carried unanimously.
n70-83 - Approval of Contract Between the Muskego-Norway Schools and

resolution to Park and Recreation Board Sor further review. Unanim-
ously carried.
171-83 - Authorizing tile Advertising for UO~ Wurdun PotiiL1011. Colburn
Nilsson seconded, to adopt. Unanimously carried.
n72-83 - Authorizing the Advertising of Bids for Needed Road blaterials
Unanimously carried.

175-83 - Authorizing Negotiations for Addition to Lake Meadows Park
Treba moved, Nilsson seconded to adopt. Unanimously carried.
d76-83 - Approval of Agreement Relating to Release of Escrow Funds
to the Muskego Lake Reclamation Charitable Trust or Its Designee
(Agreement drafted by City Attorney hlolter). Klenz moved, Nilsson
Ununimously carried.

Following considerable discussion, Klenz moved to defer action on

Ald. Penovich moved, Treba seconded, to approve Operator's License for
Mike IYingers, Susan Nuelk, Cynthia Duvall and hlargaret Ivers subject
to receipt of favorable police reports. Carried.
Penovich moved, Klenz seconded, to approve Dump Refuse Hauling Permit
for Cudahy Roofing and Supply Co. Curried.
Penovich moved, Klenz seconded, to dissupprove application tor
Complex for 5/21/83. Motion carried with Ald. Colburn voting "no".

vouchers in the amount of $9,332.00, payable 3/22/83. Uoanimously
carried.
