MINUTES OF MEETING HELD FEBRUARY 8, 1983
0 Called to order by Mayor Salentine at 8:31 P.M. Also present were
Aldermen Klenz, Nilsson, Penovich, Treba, Tomczyk and Dumke, City
Attorney Molter and City Clerk Stewart. Ald. Colburn was absent.
Klenz moved, Tomczyk seconded, to approve minutes of meeting held
1/25/83. Carried.
Committee Reports - Flnance Committee
Klenz moved to suspend the reading of the report of the meeting held
Dumke seconded, to accept the report of the Finance Committee. Carried.
just previous to this meeting. Treba seconded. Carried. Penovich moved,
Public Works - Penovich presented! and moved, Dumke seconded, to accept
report of meeting held 2/5/83. Carried.
Minutes of Plan Commission meeting held 2/1/83 were accepted and
placed on file.
UNFINISHED BUSINESS
The following resolutions were acted upon:
#232-82 -Recommending Denial of SEWRPC'S Planning Report No. 33, Primary
Transit Plan for the Milwaukee Area. (On the floor and Plan Commission
had reaffirmed its decision to recommend denial at meeting held 2/1/83)
Upon roll call the motion to adopt #232-82 carried unanimously.
#3-83 - Resolution Supporting County-Wide Law Enforcement Information
System. Klenz moved, Nilsson seconded, to refer same back to Safety
Committee. Unanimously carried.
#13-83 - Authorizing the Filling of Vacant Sergeant Position at the
Police Department. The Clerk read communication from Jay D. Mack,
President of the MPPA, dated 2/7/83, dirkted to the Mayor and alder-
men, urging them to give careful consideration of this matter. This
adopted.

0 Ordinance #453 - An Ordinance to Amend Ch. 10.03 of the Municipal Code I Klenz seconded, to adopt. Klenz moved, Dumke seconded, to defer for
of the City of Muskego. Clerk gave the second reading. Nilsson moved,
two weeks to see if the adopted resolution prohibiting smoking is
effective.. Motion carried.
Resolution #18-83 - Authorizing the Expenditure of TIF Funds for
Meadowdale Subdivision Drainage Project. Klenz moved, Penovich seconded,
Treba seconded, to amend same by changing TIF Dist. 84 to TIF District
for reconsideration of same. Unanimously carried. Penovich moved,
No. 3. Carried. Upon roll call motion to adopt, As Amended, carried
unanimously.
NEW BUSINESS
The following resolutions were acted upon:
#24-83 - Approval of Certified Survey Map (G. Pellmann). Tomczyk
moved, Penovich seconded. Unanimously carried.
#25-83 - Approval of Certified Survey Map (Jagunt - Town of Norway)
Tomczyk moved, Penovich seconded, to adopt. Unanimously carried.

to Purchase City-Owned Lot (Parcel 3 - McShane and Fairfield) Klenz
#26-63 - Authorizing the City Attorney to Proceed With Formal Offer
moved. Penovich seconded, to adopt (Offer is $20,000.00). Klenz moved,
Penovich seconded, to defer for two weeks. Unanimously carried.
#27-83 - Approval of 1983 Labor Agreement Between the City and Local
#2414 (City Hall/Library). Nilsson moved, Tomczyk seconded, to adopt.
Nilsson moved, Tomczyk seconded, to amend the second paragraph by
adding the word "working" between the words "tentative" and "agreement",

read "THEREFORE, BE IT RESOLVED that the Common Council of the City
of Muskego does hereby approve the settlement between the City Hall/
Library employees with an increase of 5 percent in salary and the

#30-83 - Approval/Disapproval of Expenditure of Funds for Library
Unanimously carried.
#31-83 - Authorizing Expenditure of TIF Funds for Purchase of Radar
($5,000.00 from TID No.1 and $5,000.00 from TID #3.) Unanimously
Units for the Police Dept. Penovich moved, Treba seconded, to adopt.

Lab Equipment for the Police Dept. (TIF Dist No. 7) Nilsson moved,
#32-83 - Authorizing Expenditure of TIF Funds for Purchase of Photo
Tomczyk seconded, to adopt. ($3,000.00 amount involved.) Upon roll
call, Klenz, Nilsson, Tomczyk and Treba voted "aye". Dude and
Penovich voted "no". Motion carried.
#33-83 - Authorizing the Expenditure of TIF Funds for the Purchase of
Park Equipment (Dist. No. One) Penovich moved, Treba seconded, to
adopt.($20,000.00 for two diesel tractors and $1,895.00 for one demo
flail mowerlcourse cut, rear mounted). Unanimously carried.
#34-83 - Authorizing the Expenditure of TIF Funds for Feasibility
Study to Analyze Computer Needs for the City. Klenz moved, Dumke
seconded, to adopt. ($4,000.00 from TID #7 and $2,000.00 from TID #2)
Unanimously carried.
VOUCHER APPROVAL - Penovich moved, Klenz seconded, for payment of
general vouchers in the amount of $158,672.68. Unanimously carried.
Klenz moved, Penovich seconded to pay sewer utility vouchers in the
amount of $1,322.42. Unanimously carried.
LICENSE APPROVAL Dumke moved for approval of Dump Refuse Hauling
Permits for the following:
Guardian Disposal, Inc. - 1 truck Cotton Disposal, Inc. - 1 trck
Nilsson seconded. Carried.

License approval - cont'd.
Penovich moved, Dumke seconded, for approval of Operator's License
for Timothy Kantak and Randall Zellmer subject to receipt of favorable
police reports. Carried.
CITY OFFICIAL'S REPORTS - The Clerk read the January, 1983 Building
Report indicating one new dwelling unit and total construction in the
amount of $78,836.00 for that month. Same placed on file.
COMMUNICATIONS AND OTHER BUSINESS - Tomczyk moved to set the public hearing date for amendments to the City Zoning Ordinance and Land
Division Ordinance - Re: Certified Suriey Map, Hard Surfact/Dust-
Proofing Definitions, Planner's Fees for March 8, 1983 at 7:15 P.M.
Treba seconded. Carried.
Mayor Salentine and the aldermen discussed the possible forming of a
committee to evaluate the use of city-owned property surrounding
Little Muskego Lake and the possible use of Dandilion Park. The
matter will be again discussed at a future meeting.
ADJOURNMENT - Tomczyk moved, Klenz seconded, to adjourn. Carried.
