Also present, Aldermen Klenz, Colburn, Me, Nilsson, Penovich, Tomczyk and Treba, and Clerk Stewart. NEW BUSINESS Ordinance #447 - The Clerk gave the first reading, Appropriating the Necessary Funds for the Operation of the Government and Administration of the City of Muskego for the Year 1983. Ald. Klenz moved to suspend the rules in order to permit the second reading. Penovich seconded, carried unanimously. The Clerk gave the second reading. Klenz moved for adoption, Dumke seconded. Nilsson moved to increase Acct.42117, Landfill & Refuse Hauling, Tomczyk voting "no". from $12,000 to $27,500. Klenz seconded, motion carried 6-1, with Nilsson moved to increase Acct.42310, Court Fines & Forfeitures, mously . from $60,000 to $70,000. Tomczyk seconded, motion carried unani- Nilsson moved to increase Acct.43110, Rescue Calls, from $25,000 to $26,000. Treba seconded, motion carried unanimously. Nilsson moved to increase Acct.45211, Sale of Land-Other from hmke and Penovich voting "no". $20,000 to $40,000. Klenz seconded, motion carried 5-2 with Nilsson moved to create a new account, Reimbursement From Sewer Utility for Operation and Maintenance and Insurance for $15,400. Penovich seconded, motion carried unanimously. Klenz moved to increase Acct.45010, Interest on Investments from $30,000 to $35,000 Nilsson seconded, motion carried unanimously Treba moved to create a new category under Commercial Revenues for motion from $12,000 to $8,000. Dumke seconded. With pernission Cable TV for $12,000. Nilsson seconded. Klenz moved to amend of second, Klenz withdrew motion. Penovich roved to amend to $5,000. Colburn seconded ?lotion carried 6-1 with Treba voting "no" Colburn moved to decrease Acct.50100-1100 Salaries and Wages (Mayor and Common Council) from $36,100 to $31,500. Nilsson seconded. Nilsson moved to amend the motion to decrease account to $34,300 to retain Mayor's salary at $12,900, with Aldermen at $3,000 and council president retaining $400 extra Klenz seconded, Lotion carried unanimously. Colburn moved to decrease Acct.50100-3613, Conferences and Special Events (Mayor and Common Council) from $2,000 to $300 by cutting the VFW parade and Historical Society from this account. Penovich seconded. Motion defeated 3-4 with Colburn, Nilsson and Tomczyk voting "yes" and Klenz, Dumke, Penovich and Treba voting "no". Dumke moved to increase Acct.51200-8300, Health and Hospitalization (Employee Welfare) by $6,462 from the contingency account. Klenz seconded, motion carried unanimously. Nilsson moved to increase Acct.51100-7500, Errors and Omissions (Insurance Accounts) from -0- to $1,275. Penovich seconded, motion carried unanimously. Penovich moved to increase Acct.51100-7200, Workmen's Compensation (Insurance Accounts) from $25,670 to $33,628. Treba seconded, motion carried unanimously. Motion defeated 3-4 with Colburn moved to reduce Acct.52000-1100 Salaries and Wages - Police Ald.Colburn, Penovich and Tomczyk voting "yes" and Klenz, Dumke, Nilsson and Treba voting "no". Nilsson moved to delete $500 budget for Acct.52000-3711, Recruitment (Police Dept.) Penovich seconded. Motion carried 5-2, with Colburn, Dmke, Nilsson, Penovich and Tomczyk voting "yes", and Klenz and Treba voting "no" . Colburn moved to delete $200 budget for 52200-3212, Other Supplies and Expenses (Blood Bank). Penovich seconded. The meeting was recessed at 8 32 P.M. and reconvened at 8:45 P.M. The motion to delete $200 budget for the Blood Bank carried 6-1, with Dude voting "no". Colburn moved to reduce Acct.52500-1100, Salaries and Wages (Building Inspection) by $24,060 to $43,877. Penovich seconded. Motion carried 6-1 with Klenz voting "no". Colburn moved to reduce the total salary account for the Public Works Dept. by $19,406, from $271,857 to $252,451. Penovich seconded. Notion carried 6-1 with Klenz voting "no". Colburn moved to reduce the total Library Budget, Acct. 57100, from $161,379 to $152,000. Penovich seconded. Motion carried 4-3, with Colburn, Dumke, Penovich and Tomczyk voting "yes" and Klenz, Nilsson and Treba voting "no". Colburn moved to reduce Acct. 57200-1100, Salaries and Wages (Recreation Dept.) by $5,602. Treba seconded. Motion carried unanimously. Penovich moved to delete Acct. 57200-1510, Clothing Allowance for $387 Treba seconded, motion carried unanimously. Klenz moved to reduce the Contingency fund Acct. 58300-3212, to $115,000. Dumke seconded, motion carried unanimously. Nilsson moved that Acct. 58400-3215, VFW Parade for $1,200 and Acct. 58400-3216, Historical Society for $500 be established as two separate accounts and removed from 59100-3613, Conferences and Special $300. Klenz seconded, motion carried unanimously. Colburn moved to delete Acct. 58400-3215, VFW Parade for $1,200. voting "yes" and Klenz, Dumke, Nilsson, Tomczyk and Treba voting "no". Penovich seconded. Motion defeated 2-5, with Colburn and Penovich The meeting was recessed at 9:15 P.M. and reconvened at 9:32 P.M. Colburn advised that Acct. 57200-1100, Salaries and Wages (Recreation Dept.) had earlier been reduced by $5,602 in error, and moved that the reduction should be $2,801. Treba seconded. Motion carried unanimously. I 0 Events (Mayor and Cormnon Council), reducing that account from $2,000 to a Nilsson moved to increase Acct. 51200-8500, Unemployment Compensation, to $7,915 to provide funds to cover lay-offs. Dumke seconded, motion carried unanimously. Klenz moved to reduce Acct.51200-8200, Social Security by $3,100, Acct.51200-8300, Health and Hospitalization by $2,614, Acct.51200-8400, a total reduction of $8,215. Nilsson second, motion carried unanimously .* Group Life by $137 and Acct.51200-8110 Private Pension by $2,164, for Page 3 - Common Council November 29. 1982 from -0- to $16,500. Dumke seconded, motion carried unanimously. Klenz moved to increase Acct.46010, Appropriation from General Fund Treba moved that Acct.52000-1114, Salaries and Wages-Dog Warden (Police Dept.) for $2,100 be listed under Misc. with Acct.58400-3217. Nilsson seconded, motion carried unanimously. a Colburn moved that all departments be cut to the 1982 estimated budget level, excluding those which are already below that level and excluding with Colburn and Tomczyk voting "yes" and Klenz, Duke, Nilsson, the salary cuts already made Penovich seconded. Motion defeated 2-5, Penovich and Treba voting "no". The meeting recessed at 9 55 P.M. and reconvened at 10 40 P.M. After calculations it was determined that the tax levy was reduced rate is $2.19 over last year, with $1.43 of that to cover the deficit. from $10.00 per $1.000 to $9.05 per $1,000.
