ccm19820928COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD SEPTEMBER 28, 1982 e The meeting was called to order by Mayor Salentine at 8:14 P.M. Also present were Aldermen Klenz, Colburn, Dumke, Nilsson, Penovich, Tomczyk and Treba, City Attorney Molter and City Clerk Stewart. Ald. Klenz moved to approve the minutes of the previous meeting held 9/14/82 and to have.;same placed.on file. Seconded by Ald. Penovich. Motion carried. meetings held 9/22/82 and 9/28/82 and moved that saqe be accepted Committee Reports - Ald. Penovich presented the reports of the mce and placed on file. Seconded by Ald. Dumke. Motion carried. Ald. Colburn presented the report of the Public Works Committee meeting held 9/23/82 and moved that same be accepted and placed on file. Seconded by Ald. Penovich. Ald. Treba presented the report of the Rules, Laws .k Ordinance Committee meeting held 9/16/82 and moved that same be accepted and placed on file. Seconded by Ald. Klenz. Motion carried. The minutes of the Plan Commission meeting held 9/21/82 were received and placed on file. UNFINISHED BUSINESS Ordinance #430 - The Clerk gave the second reading of same, entitled, An Ordinance to Amend Section 8.03 of the Municipal Code of the City (Re: Placement of House Numbers). Ald. Nilsson moved for adoption. Seconded by Ald. Treba. Ald. Nilsson advised this ordinance is being proposed because of the difficulty being experienced by emergency vehicles in the city to find house numbers of residences in the city. Upon a roll call vote the motion to adopt carried unanimously. Ordinance U431 - The Clerk gave the second reading of same, entitled, An Ordinance to Amend Ch. 18, Sec. 11.0 of the Municipal Code of the City (Re: Amended definition of a subdivision.) Ald. Colburn moved for adoption . Seconded by Ald. Penovich. (Ordinance eliminating Mreference to five acres or less). Upon roll call the motion to * a adopt carried unanimously. Ordinance #432 The Clerk gave the second reading of same, entitled, An Ordinance to Amend Ch. 17 of the Municipal Code of the City (Re: Amendments to Zoning Ordinance of the city) Ald. Colburn moved for adoption. Seconded by Ald. Dumke. Upon roll call the motion carried unanimously. Ordinance U433 - The Clerk gave the second reading of same, entitled, An Ordinance to Amend Sec. 12.01(5)(a) of the Municipal Code of the City (Re: Quota for Class "A" Fermented Malt Beverage License). Ald. Klenz moved to insert the number 1300 in the paragraph relating to one license per population. Following discussion by several of the aldermen, Ald. Dumke requested permission of his fellow aldermen to have a representative of the Open Pantry Stores speak. As there were no objections, Mr. Basil, SE District Manager of Open Pantry Food Malt Beverage License they could not go into the location proposed Stores, advised that if they could not obtain a Class "A" Fermented and felt they could offer a convenience to those persons not interested in going into taverns. Ald. Colburn moved to insert the figure 1600 into the ordinance instead of 1300. Seconded by Ald, Tomczyk. He the next license would be available when the city's population reached indicated this would allow one additional license at this time and 16,000. Upon a roll call vote on Ald. Colburnls motion, the motion Ordinance #433 with the number 1600 inserted, the motion carried carried unanimously. Resolution #182-82 - Approval of Request for Parks k Recreation Dept. to Expend Funds for Bluhm Park Building Project. ($595.00 from TIF #7) Ald. Treba moved for adoption. Seconded by Ald. Colburn. Upon roll call the motion carried unanimously. Resolution #183-82 - Acceptance of Low Bids for Bluhm Park Building Project. Ald. Treba moved for adoption. Seconded by Ald. Penovich. Low bids were as follows: General Construction $38,264.00 (Includes gutter and downspout) awarded to Ray Anderson, Inc. Plumbing in the amount of $13,995.00 awarded to J.M. Brennan Co. and Electrical in the amount of $4,542.00 awarded to Scopp Electric Co. Funds to come from 1980 Capital Budget, LAWCON and Park Dedication Fund. Upon roll call the motion carried unanimously. Resolution #184-82 - Approval of Certified Survey Map - Town of Norway (AndersonlLass). Ald. Colburn moved for adoption. Seconded by Ald. Dumke. Upon roll call the motion carried unanimously. Resolution #185-82 - Approval of Certified Survey Map - Town of Norway (Kelly and Steve Berg). Ald. Colburn moved for adoption. Seconded by Ald. Upon roll call the motion carried unanimously. Resolution #187-82 - Granting Extension of Time to Jansen Development by Ald. Treba. Upon roll call the motion carried unanimously (Ex- for Financing Contingency. Ald. Penovich moved for adoption. Seconded tension to be for 30 days). Resolution #189-82 - Authorizing Purchase of New Radio for Highway Truck ($750.00 to come from TIF Dist. No. One). Ald. Penovich moved for adoption. Seconded by Ald. Treba. Upon roll call the motion carried unanimously. Ordinance #434 - The Clerk gave the f.-ist reading of same by title only - An Ordinance to Amend Section 30.51 of the Municipal Code of multi-family rental property.) the City (Re: Change in occupancy of single family residential and Ordinance #435 - An Ordinance to Amend Ch. 3, Sec. 3.10(5)(f) and Create Sec. 3.10(5)(g) of the Municipal Code (Re: Charge for available sewage disposal facilities where no special assessment has been de- termined). Penovich moved for the approval of Operator's Licenses for Victor Eversum, Gloria Fischer, Sharon Faherty, Craig Bently subject to receipt of favorable police reports. Fischer, Jill Tschanz, Bill Millious, September Sanneman and Joanne Ald. Penovich moved for the approval of a Class "A" Retail Liquor License for McAdams of Muskego, Inc. (Pick 'N Save Store) subject to compliance of reouirements of Sec. 12.01(5)(b) of the Municipal Code of the City. Seconded by Ald. Nilsson. Upon a roll call vote * the motion carried unanimously. !
