ccm19820525COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD MAY 25, 1982 The meeting was called to order at 7:30 P.M. by Mayor Wayne Salentine. Also present were Aldermen Nilsson, Penovich, Colburn, Klenz, Tomczyk, Treba and Dumke, City Attorney Molter-and City Clerk Stewart. Ald. Klenz moved for the approval of the minutes of the previous meeting held on 5/11/82 and of the special meeting also held on 5/11/82. Seconded by Ald. Penovich. Upon roll call the motion carried unanimously. Ald. Penovich presented the report of the Finance Committee meetings held on 5/19/82 and 5/25/82 and moved that same be accepted and placed on file. Seconded by Ald. Nilsson. Upon a roll call vote the motion carried unanimously. Ald. Colburn presented the report of the Public Works Committee meeting held on 5120182 and moved that same be accepted and placed on file. Seconded by Ald. Penovich. Motion carried. Committee meeting held 5/13/82 and moved that same be accepted and Ald. Klenz presented the report of the Rules, Laws and Ordinance placed on file. Seconded by Ald. Dumke. Upon roll call the motion carried unanimously. Ald. Nilsson presented the report of the Public Safety Committee meeting held on 5120182 and moved that same be accepted and placed on file. Seconded by Ald. Colburn. Motion carried. Ald. Treba presented the report of the Public Welfare Committee meeting held 5/12/82 and moved that same be accepted and placed on file. Seconded by Ald. Tomczyk. Upon roll call the motion carried unanimously. The minutes of the Plan Commission meeting held 5/18/82 were received and placed on file. e e UNFINISHED BUSINESS Ordinance #424 - The Clerk gave the second reading of same, entitled, An Ordinance to Amend Ch. 9 of the Municipal Code of the City by reading Sections 9.29 and 9.27. Ald. Dumke moved for adoption. Seconded by Ald. Tomczyk. Ald. Dumke moved to amend Ordinance #424 Section 9.27(1)Dnnking in Public Places, by adding the word "capped" between the words "original and package" and omitting the words "and with the seal unbroken". Seconded by Ald. Tomczyk. Upon roll call the motion carried unanimously. Ald. Dumke moved to further amend Section 9.29(1) Operation of Off-road vehicles, Paragraph A, to read Upon roll call the motion to amend carried unanimously. Upon a roll "between the hours of 9:00 A.M. and 8:OO P.M. Seconded by Ald. Treba. call vote on the motion to adopt Resolution #424, As Amended, the motion carried unanimously. Resolution #87-82 - Ald. Penovich moved for the reconsideration of this resolution, entitled, Authorizing Execution of Contract Between by Ald. Dumke. Upon a roll call vote on the motion to reconsider Little Muskego Lake District and the City of Muskego. Seconded the motion carried with Ald. Tomczyk voting "no" moved to amend Resolution #87-82 as follows: . Ald. Ald. Klenz moved for adoption. Seconded by Ald. Treba. (Mangiamele & Associates - cost not to exceed $2,000.00). Upon roll call the motion carried unan- imously. Resolution #90-82 - Approval of Lease Between C.arl Wauer and the City of Muskego for Shooting Range for the Police Department. Ald. Dumke moved for adoption. Seconded by Ald. Penovich. (Cost to be $50.00 per year). Upon roll call unanimously carried. Muskego Professional Policeman's Association and the City of Muskego. Resolution #91-82 - Authorizing Execution of Salary Agreement Between Ald. Klenz moved for adoption. Seconded by Ald. Colburn. Upon roll call unanimously carried. Public Works Committee. Ald. Klenz moved for adoption. Seconded Resolution #92-82 - Authorizing Execution of Labor Agreement With by Ald. Penovich. Upon roll call the motion carried with Ald. Dumke voting "no". Resolution #93-82 - EQtablishing Traffic Regulations (Temporary "No Parking" on the north side of Belmont Dr. Across from Kurth Park). Ald. Colburn moved for adoption. Seconded by Ald. Nilsson. Ald. Penovich advised that it was his hope to see parking facilities expanded at Kurth Park. Upon roll call the motion to adopt this resolution carried unanimously. Resolution #94-82 - Acceptance of Low Bid for Janitorial Services for City Hall-Library and the Police Building. Ald. Penovich moved for adoption. Seconded by Ald. Klenz (The low bidder was Franz Michels of Muskego in the amount of $835.00 per mo. total). Upon roll call the motion to adopt carried unanimously. Common Council May 25, 1982 Page 3. New business - cont'd. e Resolution #95-82 - Approval of Agreement Between the City of Muskego Department. Ald. Klenz moved for adoption. Seconded by Ald. Tomczyk. and the Motorola Corporation for New Communication System at the Police Police Chief Scholz and Mr. Dan Dane, representing the Motorola Corporation, explained the value of the new system and the advantages prior to May 28, 1982, would be $116,877.02 with the funds to come it would have to the city. Upon a roll call vote on the motion to adopt Resolution #96-82, Aldermen Nilsson, Penovich, Colburn and Klenz voted "aye". Aldermen Dumke and Tomczyk voted "no". The motion carried. Resolution #97-82 - Establishing Traffic Regulations ("Yield" sign moved for adoption. Seconded by Ald. Tomczyk. Ald. Nilsson advised on Tennyson Dr. at its intersection with Hawthorne Dr.) Ald. Colburn he had requested this sign because visibility ispoor at that particular intersection. Upon a roll call vote the motion to adopt carried unanimously. Resolution #98-82 - Approval of Installation of Street Lights (East Dr. Tina Dr. and North Shore Dr.) Ald. Colburn moved for adoption. and Martin Dr., Victoria and Kelsey Dr, Janis Lane and Kelsey Dr. and Seconded by Ald. Tomczyk. Upon roll call the motion carried unanimously. Resolutions #99-82 and #loo-82 relating to the borrowing of funds from TIF Districts #3 and #5 for lake rehabilitation were removed from the agenda. Ordinance #425 - The Clerk gave the first reading of same, entitled, An Ordinance to Repeal and Recreate Ch. 31 of the Municipal Code of the City of Muskego (Re: Sign Code). VOUCHER APPROVAL - Ald. Klenz moved to approve payment of vouchers in the amount of $120,825.80. Seconded by Ald. Penovich. Upon roll call the motion carried unanimously. Ald. Klenz moved to approve payment of voucher (to pay umpire fees) in the amount of $724.00. Seconded by Ald. Penovich. Upon roll call the motion carried unanimously. LICENSE APPROVAL - Ald. Penovich moved to approve Class "B" Fer. Malt Bev. and Intox. Liquor License for Laureen Klauser, S80 W14401 Schultz La., Hales Corners, WI. Seconded by Ald. Nilsson. Motion carried. Ald. Penovich moved for the approval of Class "A" Fer. Malt Bev. and Intoxicating Liquor License for Frank Ksionsk, S66 W14544 Janesville Rd., Muskego. Seconded by Ald. Nilsson. Motion carried. Laureen Klauser and Daniel Posielenzny and for a Rifle Shooting Permit Approval of Trap Shooting Permit for Julius Caesar, Richard Bennett, for Daniel Posielenzny. Seconded by Ald. Nilsson. Motion carried. Ald. Penovich moved for the approval of Operator's License for Carl Munkwitz, Randall Golon, John Havnen, Susan Erickson and Robert Sockett subject to receipe of favorable police reports. Seconded by Ald. Colburn advised that On June 7. 1982 at 7:30 P.M. an informational hearing will be held before the Public Safety Committee relating to water regulations on Little Muskego Lake in the city hall. Ald.E@nonovichread a communication from Mr. E. J. Salentine advising that original zoning requirements of the Muskego Transport Co. in Same referred to the Zoning Officer. the area of College Ave. and Tess Corners Dr. have not been met.
