ccm19820209. 8 8 8 " 8 COMMON COUNCIL CITY OF MUSKE GO MINUTES OF MEETING HELD FEBRUARY 9, 1982 The meeting was called to order by Mayor Jerome Gottfried at 7:40 P.M. Also present were Aldermen Steinberg, Penovich, Radtke, Klenz, Knudsen, Salentine and Dumke, City Clerk Stewart and City Attorney Molter. Ald. Dumke moved for the approval of minutes of meeting held 1/26/82, as mailed. SecondE~d by Ald. Stei.nberg. Mot ion carried. Comrni ttee Reports .- Ald. Salentine presented the report of the Finance Committee meeting held 2/:3/82 and moved that same be accepted and placed on ~ile. Seconded by Ald. Radtke. Upon roll call, unanimously carried. The minutes of the Pla.n ComnÜssion meeting held 2/2/82 were received and placed on file. At this time Council Representative to the Library Board, Ri.chard Knudsen, distributed the 1981 Annual Report of the Library to the Mayor and Aldermen. UNFINISHED BUSINESS Resolution #11-82 - Authorizing Cancellation of Certain Uncollectible Accounts Payable (Rescue). As this resolution was on the fl00r from the previous meeting, Mayor Gottfried advised that according to law the city would be permitted to collect only 20 percent of the balance of the amount paid for rescue service for ~ledicare recipients and the Finance Committee had advised those amounts be written off. Upon a roll call vote the motion to adopt Resolution #11-82 carrie1 unan- imously. (Amount cancelled $1, 17B. 40) . Ordinance #421 - The Clerk gave the second reading of same, entitled, An Ordinance to Repeal and Recreate Ch. 30 of the Municipal C~de of the City (Re: Building Code Fees). Ald. Salentine moved for adoption. SI9conded by Ald. Dumke. Upon roll call the motion carried unanimously. Ordinance #422 - The Clerk gavé the second reading of same entitiled, An Ordinance to Repeal and Recreate Sec. 16.07 of Ch. 16 of the Municipal Code (Re: Plumbing Code Fees). Ald. Salentine moved for adoption. Seconded by Ald. Radtke. Upon a roll call vote tte motion carried unanimously. Ordinance #423 - The Clerk gave the second reading of same, entitled, An Ordinance to Amend Ch. 9 of the Municipal Code of the City (Re: Drinking in Public Places Prohibiting (Relating: to Parades). Ald. Salentine moved for adoption. Seconded by Ald. Klenz. Ald. Steinberg spoke as being opposed to the adoption of this ordinance and City Attorney Molter cited various problems of enforcement. Upon a roll call vote the motion to adopt carried with Ald. Steinberg voting "no". COMMUNICATIONS FROM THE MAYOR'S OFFICE --- The Clerk read Mayor Gottfried's veto message of Resolution #6-82, As Amended, entitled, Determination of Legal Status (Lot 3 Blocl- 13 - Muskego Shores Subdivision (C. Colburn). Ald. Knudsen moved to over- ride the Mayor's veto. Seconded by Ald. Radtke. Upon a roll call vote the motion to override the veto carried unanimously. NEW BUSINESS Resolution #7-82 - Resolution Rejecting All Bids for Janitorial Services for City Hall-Library and Police Building. Ald. Salentine moved for adoption. Seconded by Ald. Radtke. Ald. Knudsen urged bis fellow aldermen to defeat this resolution and to accept the low bid received. Ald. Radtke advised of the confusion that developed during the bidding process for this contract. Upon a roll call vote the motion to adopt Resolution #7-82 carried with Ald. Knudsen voting "no" . Common Council February 9, 1982 Page 2. 8 New business - cont'd. Resolution #13-82 - Appointment of Citizen Member to Parks and Rec- reation Board (Joseph Weitzer). Ald. Penovich moved for adoption. Seconded by Ald. Dumke. Upon roll call the motion carried unanimously. Resolution #14-82 - Approval of Agreement with Ruekert & Mielke to Prepare Plans for the Northeast Lift Station and Force Main. Ald. Salentine moved for adoption. Seconded by Ald. Klenz. Upon a roll call vote tþe motion carried with Ald. Knudsen voting "no". Resolution #15-82 - Authorizing Execution of Document for Step II Grants. Ald.. Salentine moved for adoption. Seconded by Ald. Dumke. U'Jon a roll call vote the motion carried with Ald. Knudsen voting "no". 8 Resolution #16-82 - The Clerk. read same, entitled, Directing the Attorney to Draft an Amendment to Sec. 2:.04 of the Municipal Code to Include Public Participation at Common Council meetings (Intrcduced by Ald. Knudsen. Ald. Knudsen moved for adoption. Seconded ty Ald. Steinberg. A lengthy discussion took place with Ald. Knudsen and Ald.Steinberg speaking in favor of the resolution and Aldermer Klenz and Salentine expressing their feelin~s that the public does ~.lready 8 have an opportunity speak in committee meetings and at the Council meetings if they request to do so. Upon a roll call vote on the motion to adopt Resolution #16-82, Aldermen Knudsen, Penovicy and Steinberg voted "aye". Aldermen Dumke, Klenz, Radtke and Salentine voted "no". The motion to adopt was defeated. Resolution #17-82 - Establishing Procedures Relating to When Elected Officials and City Employees Attend Conferences, Conventions and Seminars. (Introduced by Ald. Knudsen). Ald. Knudsen moved for adoption. Seconded by Ald. Salentine. Ald. Knudsen explained his reason for introducing this resolution was to establish a uniform procedures for all city officials who attend conferences, etc. Ald. Klemz moved to defer action on Resolution #17-82 until the next meeting of the Council. Seconded by Ald. Dumke. Upon a roll call vote on the motion to defer, Aldermen Dumke, Klenz, Hadtke and Salentine voted "aye". Aldermen Knudsen, PEmovich and. Ste'inberg voted "no". The motion to defer carried. VOUCHER APPROVAL - Ald. Dumke moved for the approval of payment of vouchers in the amount of $163,812.44 payable 2/9/82. Seconded by Aldl. Radtke. Upon 11 roll call vote the mot ion carried unanimC)lsly. LICENSE APPROVAL - Ald. Salentine moved for the approval of OJ:'erators Licenses for Robert Mantel, Mark Schwieso and Eleanor Busalacki, subject to receipt of a favorable pol ice report. SecondE!d by Ald. DUIrke. Motion carried. 8 Ald. Salentine moved for the approval of a "Gathering" Permit for Muskego Icetronauts Snowmobile Club for 2/14/82 in the area of Racine Ave. and Woods Road. Seconded by Ald. Steinberg. Motion carried. CITY OFFICIAL'S REPORTS - The Clerk read the Building Report for the month of January indicating 0 dwelling units and total construction in the amount of $41,575.00.
