ccm19811208COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD DECEMBER 8, 1981 '0 The meeting was called to order by Mayor Gottfried at 7 40 P. M. Also Knudsen and Salentine, City Clerk Stewart and City Attorney Molter. Ald. Dumke moved for the approval of the minutes of the meeting held 11/24/81 and that same be accepted and placed on file. Seconded by Ald. Penovich. Motion carried. present were Aldermen Dunke, Penovich, Radtke, Klenz, Steinberg, COMMITTEE REPORTS Ald. Salentine presented the reports of the Finance Committee meetings held on 12/2/81 and 12/8/81 and moved that same be accepted and placed on file. Seconded by Ald. Radtke. Motion carried. Ald. Penovich presented the report of the Public Works Committee meeting held 12/3/81 and moved that same be accepted and placed on file. Seconded by Ald. Klenz. Following discussion regarding the placement of dirt from the Tess Corners Drainage Project on St. Paul's Church property, upon a roll call vote on the motion to accept the report the motion carried with Ald. Steinberg voting "no". 1( 0 Ald. Knudsen presented the report of the Public Safety Committee meeting held 11/25/81 and moved that same be accepted and placed on file. Seconded by Ald. Steinberg. Motion carried. meeting held November 15, 1981 and moved that same be accepted and Ald. Knudsen presented the report of the Public Safety Committee placed on file. Seconded by Ald. Steinberg. Motion carried. The minutes of the Plan Commission meeting held 12/1/81 were received Molter advised that as soon as he has reviewed the ordinances relating to the rezoning of the property in the area of S.T.H. 24 and Racine Ave. he would give an opinion relating to the matter. UNFINISHED BUSINESS Ordinapce #417 - The Clerk gave the second reading of same, entitled, An-Ordinance to Amend Ch. 20, See. 20.08 of the Municipal Code (Re. Skin Diving) Ald. Salentine moved for adoption. Seconded by Ald. Knudsen Upon the advice of the city attorney, Ald. Knudsen moved to defer action on Ordinance #417 to be further reviewed by the Rules, the motion carried unanimously. . and placed on file. In answer to Ald. Resolution #188-81 - Approval of Contract Between City of Muskego and Dumke moved for adoption. Seconded by Ald. Steinberg. Upon roll call the motion carried unanimously. Resolution #190-81 - Approval of Agreement Between Associated Hospital and City of Muskego (Blue Cross Dental Plan). Ald. Salentine moved carried unanimously. for adoption. Seconded by Ald. Dumke. Upon roll call the motion Resolution #191-81 - Approval of Contract Between City of Muskego and Park and Old City Hall. Ald. Knudsen moved for adoption. Salentine moved the adoption of this Resolution Combining Wards for Election Purposes. to suspend the rules that would interfere with resolution. Seconded by Ald. Steinberg. Upon The Clerk read the resolution. Ald. Penovich moved for adoption. roll cail the motion to adopt carried with Ald Knudsen voting "no". Seconded by Ald. Dumke. Discussion followed with the Clerk explaining however, could not be combined because it included both Supervisory the advantages of combining the wards in each district. Ward VI, Districts 32 and 33. Ald. Klenz expressed opinion that it would be better to have the wards individualized when voting. Upon a roll call vote the motion to adopt Resolution #194-81 with Ald. Klenz voting "no".. At this time Ald. Knudsen advised those present in the chambers that it is his intent not to seek re-election as alderman of the Fifth District, the reason being to further his education. Ordinance #419 - The Clerk gave the first reading of same, entitled, Appropriating-the Necessary Funds for the. Operation of-the Government and Administration of the City of Muskego for the Year 1982. Ald. Seconded by Ald. Knudsen. Upon roll call unanimously carried. Ald. Salentine moved to further amend Ordinance #419 by deleting $975.00 from the Parks & Recreation proposed 1982 Capital Budget Seconded by Ald. Knudsen. Upon roll call unanimously carried. and placing it into Acct. #57200-3212, Office Supplies &?l,Expemses. Ald. Salentine moved to transfer $2,000.00 from the proposed 1982 Capital Budget to Acct . #57200%52OOI Maint . of Bldgs. & Grounds. Seconded by Ald. Knudsen. Upon roll call unanimously defeated. Ald. Salentine moved to further amend Ordinance #419 by deleting the monies in the proposed Public Library 1982 capital budget (card catalogs, shelving and book chargers, $5,150.00) into the Library operating budget for 1982. Seconded by Ald. Penovich. Upon a roll call vote on the motion to have the Library total operating budget for 1982 be $160,150.00, Aldermen Knudsen, Penovich, Salentine and Steinberg voted "aye". Aldermen Dumke, Klenz and Radtke voted "no". The motion carried. Ald. Salentine moved to further amend Ordinance #419 by transferring $1,000.00 (typewriter) from the City Treasurer's proposed 1982 supplies. Seconded by Ald. Knudsen. Upon a roll call vote, Alder- capital budget into Account #51000-3211, Administration - office men Klenz, Knudsen, Penovich, Salentine and Steinberg voted "aye". Aldermen Dumke and Radtke voted "no". Aldermen Dumke and Seconded by Ald. Knudsen. Upon roll call, Al.dermen Klenz, Knudsen, Radtke voted "no". The motion carried. Ald. Salentine moved to further amend Ordinance #419 by transferring proposed 1982 capital budget of the City Clerk's Office, into $1200.00 (basement shelving and two secretarial chairs) from the Ald. Knudsen. Upon roll call the motion carried unanimously. Acct. 51000-3211, Administration - office supplies. Seconded by A discussion took place relating to $1,700.00 in the Parks & Rec- reation Acct. #57200-3213, Operating Supplies and Expenses, and is listed MAA. Mayor Gottfried advised the funds could be used as a base and it is the Council's hope the people interested in the baseball program (.Varsity and Jr. Varsity) would be able to get some monies from the school and they could raise the rest needed e for the 1982 program Ald. Knudsen moved to reduce Acct. #50500-2100, City Attorney, Professional Services, from $28,000.00 to $26,000.00. Seconded by Ald. Steinberg. Upon a roll call vote the motion carried unanimously Ald. Steinberg moved that the gasoline allowance for the Building Inspection Department be predicated on a mileage basis with a total not to exceed $1250 per year. Seconded by Ald. Penovich. Following discussion regarding the mileage payment to City of Milwaukee Building Penovich, Radtke and Salentine voted "no". Ald. Steinberg voted "aye". Inspectors, upon a roll call vote Aldermen Dumke, Kldnz, Knudsen, the motion did not carry. Ald. Knudsen moved to amend the proposed 1982 city budget by changing Acct. 53500-1520 from $6,000.00 to $4,500.00. Seconded by Ald. Penovich. Upon a roll call vote, Aldermen Dumke, Klenz, Radtke, Salentine and Steinberg voted "no" . Aldermen Knudsen and Penovich voted "aye". The motion did not carry. e from $lOO,OOO.OO to $102,000.00. Seconded by Ald. Salentine. Upon Ald. Dumke moved to increase the Contingency Fund, Acct. #58300-3212, a roll call vote, Aldermen Dumke, Klenz, Penovich, Radtke and Salentine voted "aye". Aldermen Knudsen and Steinberg voted "no". The motion carried. Ald. Salentine moved to reduce Acct. 58400-3212, Miscellaneous, Other Supplies and Expenses, from $14,350.00 to $9,950.00. Seconded by Ald. Knudsen. Upon a roll call vote the motion carried with Ald. Steinberg voting "no". Upon a roll call vote on the motion to adopt Ordinance #419 (1982 City of Muskego Budget in the amount of $3,464,879.00)the motion carried with Ald. Salentine moved for the approval of a Class "B" Fermented Malt Beverage and Intoxicating Liquor License for Shirley Crosby. Seconded by Ald. Radtke. Motion carried. Ald. Salentine moved for the approval of Operator Licenses for Harold by Ald. Dumke. Motion carried. Crosby, Scott Crosby, Jodie Crosby, A1 Josing and Ted Scheife. Seconded VOUCHER APPROVAL - Ald. Dumke moved for the approval of payment of vouchers in the amount of $305,904.83. Seconded by Ald. Radtke. Upon roll call the motion carried unanimously. CITY OFFICIAL'S REPORTS - The Clerk read the Building Report for the month of November, 1981, indicating total construction in the amount of $284,000.00 and four new dwellings for that month.
