MINUTES OF MEETING HELD OCTOBER 13, 1981
The meeting was called to order by Mayor Gottfried at 7 34 P.M. Also
present were Aldermen Dumke, Klenz, Knudsen, Penovich, Radtke, Steinberg
and Salentine, City Clerk Stewart and City Attorney Molter
Ald. Dumke moved to approve the minutes of the previous meeting held
9/22/81 as mailed. Seconded by Ald. Penovich. Motion carried.
Ald. Dumke moved.to have the members of the Council go into closed
session to confer with the city's legal counsel regarding possible
regarding the establishment of new wards and aldermanic districts
litigation in which the Council is or is likely to become involved
in the city. Seconded by Ald. Klenz. Upon a roll call vote on the
motion to go into closed session, the motion carried with Ald Knudsen
voting "no",

COMMITTEE REPORTS
Ald. Salentine presented the report of the Finance Committee meeting 0 Seconded by Ald. Radtke. Upon roll call the motion carried unanimously
held 10/7/81 and moved that same be accepted and placed on file.
Ald. Radtke presented the report of the Rules, Laws & Ordinance
Committee meeting held 9/24/81 and moved that it be accepted and placed
on file. Seconded by Ald. Salentine. Motion carried
Ald. Penovich presented the report of the Public Welfare Committee
meeting held 9/23/81 and moved that it be accepted and placed on file.
Seconded by Ald. Steinberg. Motion carried.
The minutes of the Plan Commission meeting were received and placed
on file.
COMMUNICATIONS FROM THE MAYOR'S OFFICE
The Clerk read Mayor Gottfried's veto message of Resolution #151-81,
entitled, Establishing Ward Boundaries Using 1980 Census Figures.
Ald. Knudsen moved to override the veto. Seconded by Ald. Steinberg.
contained in Resolution #151-81 (Proposal B-6). He displayed a petition
Ald. Dumke explained his reasons for objecting to the proposal as
signed by 125 residents of the Durham Hill area expressing a preference
to remain in District VII. A lengthy discussion took place regarding
several ways in which a ward map could be developed. hltlyor Gottfried
declared a recess at 9: 30 P.M.
The meeting reconvened at 9 45 P.M.
Upon a roll call vote on the motion to override Mayor Gottfried's
vemof Resolution #151-81, Aldermen Knudsen, Penovich, Salentine and
B~~~~~~ a 213 vote of the Council members is necessary. the motion
Stei,,berg voted "nye". Aldermen Dumke, Klenz and Radtke voted "no".
to override failed. (Resolution #151-81 relates to ProPosal "B-6"-)
UNFINISHED BUSINESS
Resolution #150-81 - Acceptance of Offer to Sell Lot 13, Block 3 in
the City's Industrial Park (Steskal) This r€?SOlUtiOn is On the floor.
Ald. Knudsen moved to amend Resolution #150-81 by adding the following
paragraph; "BE IT FURTHER RESOLVED that Tax Increment Financing
money or Capital Budget money is not used to pay for the purchase of
this lot." Following a short discussion, upon a roll Call vote On
Penovich, Salentine and Steinberg voted "aye". Ald. Hadtke voted the motion to amend the resolution, Aldermen Dumke, Klenz, Knudsen,
"no". Upon a roll call vote on the motion to adopt Resolution #150-81,

Necessary for Reconstruction of Kurtze Lane (Ludwig and Stl'ampe)
Ald. Dumke moved for adopL ion Seconded by Ald. Klcnx Upor, a
roll call vote the motion to adopt carried unanimously.
Ordjnance #388 - The Clerk gave the first reading of same, entitled,
An Ordinance to Create Section 12.19 of Ch 12 of the Municipal Code
of the City of Muskego (Re CATV Franchise)
VOUCHER APPROVAL - Ald. Dumke moved to approve payment of $109,349.32
payable 10/13/81. Seconded by Ald. Radtke. Upon roll call the motion
to pay the vouchers carried unanimously.
LICENSE APPROVAL - Ald. Salentine moved for the approval of Operator
License for Lucia Orlando, Darrell Starzak, Henry Biesiada, Chester
hlellonig and Joe Kopps. Seconded by Ald Radtke. Motion carried.
Ald. Salentine moved for the approval of "Gathering" Permit €or
Muskego Volunteer Fire Co. Ladies Auxiliary for 10/31/81 at Fire
Station I1 on Racine Ave. and for St Leonard's Home and School for
10/24/81. Seconded by Ald. Klenz. Motion carried
CITY 0FFICIAL"S REPORTS - The Clerk read the September, 1981 Building
Report indicating six new dwellings and total construction in the
amount of $588,970.00. Same placed on file.
The Clerk acknowledged receipt of the petition for legal lot status
€or Lot 3 Block 10 - Muskego Shores Subdivision -(C. Couillard)
Ald. Knudsen requested permission for hlr. Harry Udvare to speak. Ald.
Klenz objected to having Mr. Udvare speak and moved to ad,journ
Seconded by Ald. Radtke. Upon a roll call vote on the motion to
Penovich, Salentine and Steinberg voted "no". The motion to adjourn
adjourn, Aldermen Dumke, Klenz, Radtke voted "aye". Ald. Knudsen,
did not carry.
At 10 58 P.M. Mayor Gottfricd dcclarcd a recess and the meeting re-
convened at 11:05 P.M.

berg voted "aye". Aldermen Klenz and Radtke Voted "no". Mr. Udvarc
