MINUTES OF MEETING HELD SEPTEMBER 9, 1981
The meeting was called to order by Mayor Gottfried at 8:56 P M. Also
berg and Salentine, City Clerk Stewart and City Attorney Don Molter.
present were Aldermen Dumke, Klenz, Knudsen, Penovich, Radtke, Stein-
@ Ald Dumke moved to approve the minutes of the previous meeting held
8/25/81, as mailed Seconded by Ald. .Penovich. Motion carried.
COMMITTEE REPORTS
Ald Salentine presented the reports of the Finance Committee meetings
held 9/2/81 and 9/8/81 and moved that same be accepted and placed on
file. Seconded by Ald. Radtke. Motion carried,
Ald. Klenz presented the report of the Public Safety Committee meeting
held 9/3/81 and moved that same be accepted and placed on file. Sec-
onded by Ald. Knudsen. Motion carried.
Ald. Penovich presented the report of the Public Works Committee meeting
held 9/3/81 and moved that same be accepted and placed on file.
Seconded by Ald. Klenz. Motion carried.
Ald. Penovich presented the report of the Public Welfare Committee
meeting held 8/27/81 and moved that same be accepted and placed on
file. Seconded by Ald. Steinberg. Motion carried,
The minutes of the Plan Commission meeting held 9/~1/81 were received
and placed on file.
NEW BUSINESS
Resolution #141-81 - At this time the Council considered this resolution,
entitled, Honoring Two City of Muskego Eagle Scouts (James Klas and
Tim Flasch) . The-Clerk read the resolution. Ald. budsen moved for
adoption Seconded by Ald. Steinberg. Each young man reviewed the
steps necessary and their community service project necessary to attain
the rank of Eagle Scout The Mayor and Aldermen extended their con-
gratulations to Tim Flasch and James Klas. Upon a roll call vote the
motion to adopt Resolution 11141-81 carried unanimously
UNFINISHED BUSINESS
Ordinance 11415 - The Clerk gave the second reading of same, entitled,
adoption. Seconded by AJd. Penovich. Ald. Klenz moved to amend
(Re: Class "A" Retail Liquor Licenses). Ald. Salentine moved for
Ordinance #415, Sec. 12.01(5)(b) to include the following into the
portion of the business is by separate exterior entrance. Also, any
context of the paragraph, "unless such entrance to the licensdpremise

Seconded by Ald. Radtke Upon roll call on the motion tO adopt the

Resolution #143-81 - Urging Elimination of Certain Language in Proposed
Senate Bill 898 (S898) (Re: CATV). Ald. Radtke moved for adoption.

Plans for Continuation of Tess Corners Drainage Project. Ald. Dumke Resolution #144-81 - Authorizing Ruekert & Mielke to Begin Preliminary

regarding engineering fees for the project, upon a roll call vote the
motion to adopt carried unanimously
Resolution #145-81 - Appointment of Citizen Member to Police and Fire
Commission (Blenda Treba). Ald. Dumke moved for adoption. Seconded by Ald. Salentine. Upon roll call the motion carried - unanimously.
Resolution #146-81 - Authorizing the City Attorney to Draft the Ordinance
Necessary to Create Aldermanic Districts in the City of Muskego. A-ld.
Radtke moved for adoption. Seconded by Ald. Klenz. A lengthy discussion
adopting the plan as provided by Waukesha County Judge McGraw (B-4) as
took place during which Mayor Gottfried emphasized the importance of
County Board and City Clerk are involved. Following many comments and
soon as possible in order to meet deadlines in which the County Clerk,
suggestions by several aldermen and the city attorney regarding the re-
districting matter, upon a roll call vote on the motion to adopt
Resolution #146-81, Aldermen Dumke, Klenz and Radtke voted "a e"
Aldermen Knudsen, Penovich, Salentine and Steinberg voted %ox. 'The
motion to adopt-Resolution #146-81 did not carry,
Resolution #147-81 - Waiving Permit Fee for Homecoming Parade. Ald.
Radtke moved for adoption. Seconded by Ald. Steinberg, (.Date for the
parade to be October 10, 1981.) Upon roll call the motion carried
unanimously.
VOUCHER APPROVAL - Ald. Dumke moved to approve payment of vouchers
in the amount of $183,756.85. Seconded by Ald. Radtke. Ald. Knudsen
moved to delete Voucher No. 4160 issued to Jerome Gottfried in the
amount of $323.00. Seconded by Ald. Penovich. Mayor Gottfried advised
the amount covered his registration, lodging and meals at a two-day
session of meetings with mayors, village presidents and Gov. Dreyfus
and for an executive session in Sheboygan. Following discussion, with
the permission of his second, Ald. Knudsen withdrew his motion.
Xld. Steinberg moved to delete Voucher No. 4175 in the amount of
Muskego Lake District. Seconded by Ald. Knudsen. Upon a roll call vote
$22,900 00. payment of bills by the City of Muskego for the Little

LICENSE APPROVAL - Ald. Salentine moved for the approval of Operator's
License for Terri Lee Kadow, Thomas Sedivy, Dale Rapey, Jeff Braley,
Mike Hungler, Jodi Allen, Robert Reinke and Kim Jacobson subject to
favorable police reports. Seconded by Ald. Radtke. Motion Carried.
Aid. Salentine moved for the approval of a Class "B" Fermented Malt
Beverage and Intoxicating Liquor License for Gerald Stuntzner for
the Bayside Inn. Seconded by Ald. Klenz. Motion carried.

"Gathering" Permit for October 3, 1981. Seconded by Ald. Penovich.

CITY OFFICIAL'S REPORTS - The Clerk read the Buildin Report for the
month of August, indicating three new dwellings and f 54,139.00 total
construction. Same placed on file.
COMMUNICATIONS AND MISCELWEOUS BUSINESS - .. .. ~-
Resolution #148-81 - At this time Ald. Knudsen introduced
this resolution, entitled, Authorizing the City Attorney to Draft
the Ordinance Necessary to Create Aldermanic Districts in the

The motion carried. The Clerk read the resolution. Ald. Knudsen
created aldermanic districtsby using wards established in the
map known as B-5). Upon a roll call vote on the motion to adopt
Resolution #148-81, Aldermen Knudsen, Penovich, Salentine and
Steinberg voted "aye". Aldermen Dumke, Klenz and Radtke voted
"no". The motion to adopt carried.
ADJOURNMENT - Ald. Steinberg moved to adjourn, Seconded by Ald
Penovich. Motion carried. The meeting adjourned at 11:41 P.M.
