1'0 TllE HOh'OPABLE ALDEMlEN OF THE CITY OF b1USKECO
FROM FAYOR JEROME J GOTTFRIED
Gent 1 emen
On August 4, 1981, your honorable body adopted Resolution #128-81, Establishing Ward Boundaries Using 1980 Census Figures. This
was sustained.
action was taken after my veto of Resolution #125-81 (As Amended)
which was rejected through my veto and the ward map identified as
The only difference between the ward map identified as Proposal c.
Proposal D and adopted August 4, 1981, was to include all of Bass's
hundred people in the northeast area of the City from District 7
Bay in District 7 and to enlarge District '2 by transferring several
of the 7th District, as well as my own, by including all of Bass's
to Cistrict 2. Other than to rerove the objections of the alderman
Bay in that district, you have completely ignored the other problems
that Plan C created. In other words, you have broken the law by
dividing people who could have common interests.
splitting a census block and you have nearly split District 4,
I am not going to repeat the concerns I expressed to you in my
ramifications of your action. There is no question that the
letter of August 4th. However, you should be aware of some of the
splitting of a census block is in violation of the law, and undoubtedl:
would be invalidated by the courts. Chapter 5.15 of the Statutes
which deals with the matter of redistricting, provides, in part,
as follows Each ward shall consist of whole enumeration districts,
To suit the convenience of the voters residing therein each ward
or,where block statistics are available for blocks. of whole blocks.
community of interest of existing neighborhoods and other settlements
shall, as far as practicable, be kept compact and observe the
portion of the State law.
Certainly your plan which splits District 4 does not follow that
Since we are charged with upholding the laws of the State of Wisconsin
and the federal government, it is inconceivable to me that your body
would completely ignore them, particularly where you have split a
census block. As we have all seen, development of wards and
and dislikes as well as goals become more important than the law eventually aldermanic districts is not an easy task. Personal likes
and more inportant than the people we serve Personally I think
this is wrong and if there ever was a time for statesmanship, that
time is now.
If you insist on submitting Plan D to the county, most assuredly
that plan will be tested in court and most likely your action would
be invalidated. To me it would make a great deal =Ore Sense
to send to the county a ward map that meets the criteria established by the state and federal government. I am convinced
that if our personal biases are set aside that can be achieved.
On the basis of the above, I respectfully request that you sustain
my veto of Resolution 11128-81.
