ccm19810728a e e t I‘ a COMMON COUNCIL CITY OF MUSKEG0 MINUTES OF MEETING HELD JULY 28, 1981 Also present were Aldermen Dumke, Klenz, Knudsen, Radtke, Penovich, The meeting was called to order at 7 54 P.M by Mayor Gottfried Salentine and Steinberg, City Attorney Don Molter and City Clerk Stewart . * Ald. Dumke moved to approve the minutes of the previous meeting held July 14, 1981. Seconded by Ald. Penovich. Motion carried COMMITTEE REPORTS Ald. Salentine presented the reports of the Finance Committee meetings held on 7/22/81 and 7/28/81 and moved that same be accepted and placed on file. Seconded by Ald. Radtke Motion carried. The minutes of the Plan Commission meeting held 7/21/81 were received and placed on file. UNFINISHED BUSINESS Ordinance $1414 - The Clerk gave the second reading of same, entitled, An Ordinance to Amend Ch. 2, Sections 2 07 and 2.09 (1) of the Municipal Code (Re President of the Council and Standing Committees) Ald Salentine moved for adoption Seconded by Ald. Knudsen. Alder- men Salentine and Knudsen urged their fellow aldermen to vote in favor of this ordinance which would require the President of the vote the motion to adopt Ordinance 8414 carried unanimously. Council to be a member of the Finance Committee Upon a roll call Resolution $1118-81 - The Clerk read the resolution, entitled, Authoriz- ing the Granting of $1200 for VFW Country Fair Days Parade. This resolution was on the floor and had been deferred from the previous meeting. Discussion followed during which several aldermen expressed their views on the Country Fair Days event. Upon a roll call vote on the motion to adopt Resolution #118-81 the motion carried with Ald. Steinberg voting “no”. NEW BUSINESS Resolution $1122-81 - Transfer of Funds st from Contingency to various salary accounts). Ald. Duke moved for adoption. Seconded by Ald Radtke Upon a roll call vote the motion to adopt carried unanimously. Resolution 11123-81 - Approval of Certified Survey Map (G Godsell) Ald call the motion to adopt carried unanimously. Klenz moved for adoption. Seconded by Ald. Salentine. Upon roll Resolution $1124-81 - Approval of Certified Survey Map (Howard and Ald. Radtke Following discussion as to who would be responsible Joyce Schwabenlender). Ald. Klenz moved for adoption. Seconded by unplatted land to the north, Ald. Knudsen moved to amend Resolution for the construction of the road between the proposed lot and the #124-81 by adding the following: Therefore be it resolved that half of the dedicated land which would require public street improvement is to be paid for by the owner of the parcel to the north Following further discussion, Ald. Knudsen withdrew his motion. Upon a roll call vote the motion to adopt Resolution $1124-81 carried unanimously. Resolution $112‘6-81 - Authorizing Step 111, Wisconsin Fund Grant Application. Ald. Salentine moved to suspend the rules that would interfere with the adoption of Resolution’#126-81. Seconded by Ald. unanimously. The Clerk read the resolution. Ald. Salentine moved Steinberg Upon roll call the motion to suspend the rules carried for adoption. Seconded by Ald. Klenz Upon roll call the motion to adopt carried unanimously. Discussion took place as to the eligibility of A1d budsen who docs not own property in the Lake district Following discussion bet-ween several of the aldennen and the city attorney it was determined that Ald. Knudsen would not be eligible to serve as a commissioner. LICENSE APPROVAL - Ald Salentine moved for the approval of Operator's Llcensex? Lorraine King, Jack Pfitzenmeier. Jeffrey Fohr, Gary Janzer, Flelanie Norton, Jacquelyn Zsakovics, Cheryl Burns and William DeGoey subject to receipt of favorable police reports. Seconded by Ald. Duntke Plotion carried. Ald Salentine moved for the approval of a "Gathering" Permit for the lcctronauts Snowmobile Club Drag Race in the area of Woods Rd and Racine Ave. for 9/13/81. Seconded by Ald. Kadtke. Plotion carried Resolution #125-81 - Establishing Ward Boundaries Using 1980 Census using Exhibit "C" Seconded by Ald. Penovich. Ald Klenz spoke in opposition to Exhibit "C". Mayor Gottfried advised that he had been advised by Waukesha County Redistricting Chairman, George Guhr, that the splitting of a census block is illegal and would not be accepted by adding the following: Whereas if Proposal "C" is not acceptable, by the county. Ald. Salentine then moved to amend Resolution #125-81 which splits a census block, that alternate "C-1" will be accepted by this Council. Seconded by Ald. Knudsen. Upon a roll call vote on the motion to amend,the motion carried with Ald Klenz voting "no". On the motion to adopt Resolution #125-81, As Amended, the motion carried with Ald. Klenz voting "no".
