ccm19810623COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 23, 1981 The meeting was called to order at 7:40 P.M. by Mayor Gottfried. Also present were Aldermen Dumke, Knudsen, Radtke, Salentine, Steinberg, Klenz and Penovich, City Attorney Don Molter and City Clerk Stewart. Ald. Dumke moved to approve the minutes of the previous meeting held 6/9/81 and that same be placed on file. Seconded by Ald. Penovich. Motion carried. a a COMMITTEE REPORTS Ald. Salentine presented the report of the Finance Committee meetings held on 6/17/81 and 6/23/81 and moved that same be accepted and placed on file. Seconded by Ald. Radtke Motion carried. Ald. Radtke presented the report of the Rules, Laws & Ordinance Committee meeting held 6/11/81 and moved that same be accepted and placed on file. Seconded by Ald. Knudsen. Ald. Klenz read a prepared statement urging the Rules, Laws & Ordinance Committee to develop a policy on the granting of Class "A" Beer and Liquor Licenses. Follow- ing a short discussion, upon a roll call vote the motion to accept the minutes carried unanimously meeting held 6/11/81 and moved that same be accepted and placed on Ald Penovich presented the report of the Public Welfare Committee file. Seconded by Ald. Steinberg. Motion carried. The minutes of the Plan Commission meeting held 6/16/81 were received and placed on file. a UNFINISHED BUSINESS Ordinance $1411 - An Ordinance to Amend Certain Provisions of Ch 17 Bldgs , Temporary Signs). As this ordinance was on the floor upon (Zoning Ordinance) of the Municipal Code (Re Solar Access, Accessory a roll call vote the motion to adopt carried unanimously. Ordinance $1412 - An Ordinance to Amend Certain Provisions of ch. 18 a roll call vote the motion to adopt carried unanimously. (Land Division Ordinance). Seconded by Ald. Salentine. Upon roll call the motion carried unanimously. 0 Resolution $1100-81 - Waiving Permit Fees for Addition to City Garage. Ald Dumke moved for adoption. Seconded by Ald. Penovich Upon roll call the motion carried unanimously Resolution #101-81 - Authorizing Ruekert 6 Mielke to Prepare Specif- a ications for Forced Hookup on N. Shore Dr. (J. Mahoney). Ald. Salentine moved for adoption. Seconded by Ald. Klenz. Ald. Salentine moved to defer action on this resolution Seconded by Ald Dumke. Upon a and Salentine voted "aye" Ald. Knudsen, Penovich and Steinberg roll call vote on the motion to defer Aldermen Dumke, Klenz, Radtke _e voted "no". The motion to defer carried. Common Council 6/23/81 - P. 2 Resolution #102-81 - Approving Lease Between Carl Wauer and the City of Muskego for a Shooting Range for Police Dept. Ald. Dumke moved for adoption Seconded by Ald. Radtke Upon roll call the motion carried unanimously. Resolution #103-81 - Authorizing Expenditure of Additional $5,000 Salentine moved for adoption. Seconded by Ald. Klenz. Mayor (Litigation with Milwaukee Metropolitan Sewerage District). Ald. Gottfried advised that he does receive briefs and reports on action taken thus far and that approximately 17 communities are involved in the litigation. Upon a roll call vote the motion to adopt carried unanimously. Resolution #104-81 - Determination of Legal Lot (Marianna Bruch). Ald. Klenz moved for adoption Seconded by Ald Salentine. Upon roll call the motion carried unanimously. Resolution #105-81 - Approval of Easement Between City of Muskego and Irene and Rene Masch. Ald. Dumke moved for adoption. Seconded by Ald. Penovich. Upon roll call the motion carried unanimously. Resolution j1106-81 - Approval of Certified Survey Map (Loris & Agnes Roed) - Town of Norway. Ald. Klenz moved for adoption. Seconded e )I e by Ald. Knudsen. Upon roll call the motion carried unanimously. Resolution #107-81 - Preliminary Resolution Regarding Industrial Knudsn mwed for adoption. Seconded by Ald. Steinberg. Upon roll Development Revenue Bonds (Gumieny Beer Distributors, Inc.). Ald call the motion carried unanimously. Resolution #lO8-81 - Accepting Low Bid for Tess Corners Drainage Ditch (Don DeBack -($195,050 19) Ald. Dumke moved for adoption. Seconded by Ald. Penovich. Upon roll call the motion to adopt carried unanimously. Resolution #109-81 - Granting Ski Jump & Ski Show Permit (Water Bugs) Ald. Radtke moved for adoption. Seconded by Ald. Knudsen. Upon roll call the motion carried unanimously. Resolution #110-81 - Authorizing Mayor to Represent City at Little Muskego Lake Protection & Rehabilitation District Annual Meeting. Ald. Eadtke moved for adoption. Seconded by Ald. Klenz. A short discussion took place as to the importance o f having a representative from the city vote on matters relating to the lake district. Upon a roll call vote on the motion to adopt Resolution #110-81, Aldermen Radtke and Salentine voted "aye" The motion to adopt was defeated. Dumke, Klenz, Knudsen, Penovich and Steinberg voted "no". Aldermen LICENSE APPROVAL - Ald. Salentine moved to approve payment of vouchers in the amount of $164,088.22 payable 6/23/81. Seconded by Ald Dumke. Upon roll call the motion carried unanimously. LICENSE APPROVAL - Ald. Salentine moved for the approval of Operator's License for Michael Karth and Sherry Haase. Seconded by Ald. Dumke.
