ccm19810609COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 9, 1981 The meeting was called to order at 7: 39 P.M by Mayor Gottfried. Also present were Aldermen Dumke, Knudsen, Radtke, Salentine, Steinberg, Klenz and Penovich, City Attorney Don Molter and City Clerk Stewart. Ald. Dumke moved to approve the minutes of the previous meeting held May 26, 1981. Seconded by Ald. Penovich Motion carried. At this time Mayor Gottfried introduced Muskego's 1980-81 AFS Student, Maria Rodrick, whose home is in Sweden. Miss Rodrick briefly reviewed some of her experiences during her year long visit here. The Clerk read Resolution 698-81, entitled, Honoring Muskego's AFS Student - Maria Rodrick. Ald Knudsen moved to suspend the rules that would interfere with the adoption of this resolution, Seconded by Ald. Steinberg. Motion carried. Ald. Salentine moved for adoption. Seconded by Ald. Klenz. Upon a roll call vote the motion to adopt carried unanimously Mayor Gottfried then presented Maria with a copy of the resolution and a key to the city. Ald. Dumke moved to convene into closed session to confer with the Common Council's legal counsel regarding litigation in which it is or 0 onded by Ald. Steinberg. Ald Knudsen spoke as being opposed to the is likely to become involved regarding the Vanden Plas matter. Sec- motion to go into closed session Upon a roll call vote on the motion, Aldermen Dumke, Steinberg, Salentine, Klenz and Radtke voted "aye". Aldermen Penovich and Knudsen voted "no". The motion to go into closed session carried. At 9 35 P.M the Council convened into regular session and the Clerk read Resolution 1/96-81, entitled, Directing the City Attorney and Building Inspector Regarding Vanden Plas Matter. Ald. Penovich moved for adoption. Seconded by Ald. Steinberg. Ald. Knudsen moved to defer action on Resolution 1/96-81 and urged that it be referred to the Public Welfare Committee for further review. Seconded by Ald Penovich Upon a roll call vote on the motion to defer, Aldermen Knudsen, Penovich voted "no". The motion to defer did not carry and Salentine voted "aye". Aldermen Dumke, Klenz, Radtke and Steinberg Upon a roll call vote on the motion to adopt Resolution 1/96-81 which directed the City Attorney and Building Inspector to take no further action regarding men Knudsen, Penovich and Salentine voted "aye". Aldermen Dumke, Klenz, the Vanden Plas matter until further direction from the Council, Alder- Radtke and Steinberg voted "no". The motion to adopt did not carry. COMNITTEE REPORTS Ald. Salentine presented the reports of the Finance Committee meetings held 6/3/81 and 6/9/81 and moved that same be accepted and placed on file. Seconded by Ald Radtke Motion carried Ald. Penovich presented the report of the Public Works Committee meeting held on 6/4/81 and moved that same be accepted and placed on file. Seconded by Ald. Klenz. Motion carried. Ald Klenz presented the report of the Public Sewer Committee meeting held 6/8/81 and moved that same be accepted and placed on file Seconded by Ald. Salentine. Motion carried. The minutes of the Plan Commission meeting held 6/2/81 were received and placed on file. Common Council June 9, 1981 - Page 2 UNFINISHED BUSINESS 0 Municipal Code (Re: Bicycle Registration). The Clerk gave the second Ordinance 8410 - An Ordinance to Amend Ch. 7, Sec. 7.18(2) of the reading. Ald. Salentine moved for adoption. Seconded by Ald Penovich. Upon roll call the motion carried unanimously. Ordinance #411 - An Ordinance to Amend Certain Provisions of Ch. 17 Temp Signs). Ald Salentine moved for adoption. Seconded by Ald. (Zoning Ord ) of the Municipal Code (.Re: Solar Access, Accessory Bldgs., Knudsen. Ald Salentine moved to defer same for further review by the Rules, Laws & Ordinance Committee Seconded by Ald. Knudsen. Motion carried. Ordinance 8412 - An Ordinance to Amend Certain Provisions of Ch. 18 Ald. Salentine moved for adoption. Seconded by Ald Steinberg Ald. (Land Division Ordinance). The Clerk gave the second reading of same. Salentine moved to defer same for further review by the Rules, Laws and Ordinance Committee. Seconded by Ald. Penovich. Motion carried. Ordinance 11413 - An Ordinance to Amend Ch 20, Sec. 20.05 of the Mun Code (Re Water Ski Jumps). The Clerk gave the second reading of same Ald. Salentine moved for adoption. Seconded by Ald. Radtke. Upon a roll call vote the motion carried unanimously. 0 COMMUNICATIONS FROM THE MAYOR'S OFFICE Flayor Gottfried advised he appointing a committee made up of Aldermen Klenz, Knudsen and Radtke to review the 18 or 19 city-owned lots around Little Muskego Lake to determine whether or not they are really needed by the city and if not, what could be done with them, NEW BUSINESS Resolution #90-81 - Approval of Certified Survey Map (Dixon). Ald. Klenz moved for adoption. Seconded by Ald. Knudsen Upon roll call the motion carried unanimously. Ald. Klenz moved for adoption. Seconded by Ald. Penovich. Upon roll Resolution 891-81 - Re-approval of Final Plat (Harbor Point, Town of Norwa? call the motion carried unanimously. Resolution #92-81 - Approval of Preliminary Plat (Celestial Heights). Ald. Klenz moved for adoption. Seconded by Ald. Salentine Upon roll call the motion carried unanimously. Resolution 1/93-81 - Approval of Various License Applications for the City of Muskego for the Licensing Period July 1, 1981 - June 30. 1982 Ald. Radtke moved for adoption, Seconded by Ald Steinberg, P.ld. Sal- entine moved to amend the license applications to include the name of Jacqueline Collins en license to be held in abeyance due to death of her husband, John Collins) and the Lembezeder VFW Post #8171, subject to the submission of the name of a new agent. Seconded by Ald. Salentine. Upon a voice vote the motion to amend carried. Upon a roll call vote the motion to adopt Resolution #93-81,-As Amended, carried unanimously Resolution #94-81 - Appointment of Citizen Member to Board of Review (Mary Steinweber) Ald. Upon roll call the motion to adopt carried unanimously. VOUCHER APPROVAL - Ald. Dumke moved for the approval of payment of vouchers in the amount of $209,086.92 Seconded by Ald. Penovich. Upon roll call the motion carried unanimously. LICENSE APPROVAL - Ald. Salentine moved for the approval of Operator License for Joseph Petersen and Diane Dombrowski. Seconded by Ald. Radtke. Motion carried. hnke Mayor Gottfried advised the necessary stipulations must be CITY OFFICIAL'S REPORTS - The Clerk gave the May Building Report indicating five new dwellings and total construction in the amount of $445,425 .OO Same place; on file COMMUNICATIONS AND MISCELLANEOUS - The Clerk read a petition for determination of status of propertv of Michael J. Bruch, Azent for Marianna Bruch, S106 W2b35i N.. Shore Drive. Same referred to .- 0 Plan Commission. The Clerk read a communication from Gary Arkin, Big Bend Village President, directed to the Officials of the City of Muskego, inviting them to the dedication of the Sibyl1 Yug Historical Museum, on Sunday, July 5, 1981.
