ccm19810512COMMON COUNCIL CITY OF MUSKEGO MINUTES OF MEETING HELD MAY 12, 1981 -- The meeting was called to order by Mayor Jerome Gottfried at 8:09 P.M. Also present were Aldermen Steinberg, Penovich, Radtke, Klenz, Knudsen, Salentine and Dumke, City Clerk Stewart and City Attorney Molter. Ald. Dumke moved to approve the minutes of the meeting held 4/28/81 and to have same placed on file. Seconded by Ald. Salentine. Motion carried. . Ald. Salentine presented the report of the Finance Committee meetings held 5/6/81 and 5/12/81 and to have same be accepted and placed on file. Seconded by Ald. Radtke. Motion carried. Ald. Penovich presented the report of the Public Works Committee meeting held 5/7/81 and moved that same be accepted and placed on file. Seconded by Ald. Knudsen. Motion carried. Ald. Klenz presented the report of the Public Safety Committee meeting held 5/7/81 and moved that same be accepted and placed on file. Sec- onded by Ald. Steinberg. Motion carried. Ald. Klenz presented the report of the Public Sewer Committee meeting held 5/11/81 and moved that same be accepted and placed on file. Sec- onded by Ald. Salentine. Motion carried. At this time, 8;35 P.M., Mayor Gottfried declared a recess in order to have State Senator Lynn Adelman and Representative James Rutkowski discuss with the aldermen pending 'Dills in the State Legislature and to discuss the proposed reductions in the state budget. The meeting reconvened at 9;15 P.M. UNFINISHED BUSINESS Ordinance #409 - The Clerk gave the second reading of same, entitled, An Ordinance to Rezone Certain Property and to Amend the Zoning Map of the City (Durham Truck & Auto - A to A (OHS Overlay). Ald. Knudsen moved for adoption. Seconded by Ald. Salentine. Upon roll call the motion ca~ried unanimously. COMMUNICATIONS FROM THE ~~YOR'S OFFICE - The Clerk read a Proclamation from the Veterans of Foreign Wars promoting the wearing of Buddy Poppies on Memori~l Day. NEW BUSINESS .-. Resolution #74-81 - Approval of Agreement Between Wis. Dept. of Agri- culture and the City (Re; Weights & Measures - $1250). Ald. Salentine moved for adoption. Seconded by Ald. Penovich. Upon roll call the motion carried unanimously. Resolution #75-81 - Acceptance of Community Newspapers, Inc. As Official Newspaper of the City. Ald. Dumke moved for adoption. Seconded by Ald. Radt~e. Upon roll call the motion carried unanimously. ,- Resolution #76-81 - Acceptance of Bid for Culvert Installation in the City (Brookfield Culvert Co.) Ald. Dumke moved for adoption. Seconded by Ald. Klenz. Upon roll call the motion carried unanimously. Resolution #77-81 - Acceptance of Low Bid for 1981 Road Improvement Program (Payne & Dolan). Ald. Dumke moved for adoption. Seconded by Ald. Steinberg. Ald. Knudsen moved to amend the resolution by adding the last paragraph to read as follows: "THEREFORE, BE IT RESOLVED that upon the recommendation of the Public Works Committee the low bid of Payne & Dolan for bituminous concrete in the amount of $23.65 per ton and the low bid of Payne and Dolan in the amount of $.87 per gallon for liquid asphalts and $5.90 per ton for pea gravel is hereby accepted by the Connnon Council." Common Council May 12, 1981 P. 2 New business - cont'd. Resolution #78-81 - Approving Continuation of Cadet Program at Police Department. Ald. Salentine moved for adoption. Seconded by Ald. Radtke. Ald. Knudsen spoke as being opposed to the resolution indicat.- ing he felt personnel could be realigned to fulfill the necessary duties. Ald. Klenz reviewed the many jobs the cadet does and that his presence eliminates many overtime hours which would be paid to telecommunicators and officers. Upon a roll call vote on the motion to adopt Resolution #78-81 the motion carried with Ald. Knudsen voting "no". Resolution #79-81 - Approval of Contract Between City of Muskego and ~is. Council of County and Municipal Employees (Local #2414 - City Hall and Library employees). Ald. Dumke moved for adoption. Seconded by Ald. Radtke. Upon roll call the motion carried unanimously. Resolution #80-81 - Approval of Contract Between City of Muskego and the Wis. Council of County and Municipal Employees - Local 2411 (Police Dept. Telecommunicators). Ald. Penovich moved for adoption. Seconded by Ald. Dumke. Upon roll call the motion carried unanimously. Resolution #81-81 - Establishing Salaries for Certain City of Muskego Employees for 1981. Ald. Radtke moved for adoption. Seconded by Ald. Klenz. Upon roll the motion carried unanimously. Resolution #82-81 - Authorizing the Execution of Quit Claim Deed Be- tween the City and Paul and Richard Schaumberg. Ald. Dumke moved for adoption. Seconded by Ald. Klenz. Upon roll call motion carried unanimously. Resolution #83-81 - Authorizing the Rental of a Savin 870 Coin-Operated Copy Machine for Library. Ald. Knudsen moved for adoption. Seconded by Ald. Salentine. Upon roll call the motion carried unanimously. Resolution #84-81 - Setting Public Hearing to Consider Request of A ~lass "B" Fermented Malt Beverage and Intoxicating Liquor License (Granny's II). Ald. Dumke moved to suspend the rules that would interfere with the adoption of this resolution. Seconded by Ald. Steinberg. Upon roll call the motion carried with Ald. Knudsen voting "no". The Clerk read the resolution. Ald. Knudsen moved for adoption. Seconded by Ald. Steinberg. Upon roll call the motion carried unanimously. Resolution #85-81 - Setting Public Hearing to Consider Request of a Class "Bu Fermented Malt Beverage and Intoxicating Liquor License (Gordon Giese). Ald. Dumke moved to suspend the rules that would interfere with the adoption of this resolution. Seconded by Ald. Steinberg. Upon roll call the motion to suspend the rules carried unanimously. The Clerk read the resolution. Ald. Penovich moved for adoption. Seconded by Ald. Steinberg. Upon roll call the motion to adopt carried unanimously. VOUCHER APPROVAL - Ald. Dumke moved for the approval of payment of vouchers in the amount of $204,527.87 payable 5/12/81. Seconded by Ald. Penovich. Upon roll call the motion carried unanimously. LICENSE APPROVAL - Ald. Salentine moved for the approval of Operator's Licenses tor Fortune Renucci, Jeffrey Hughes, Ronald Seliger and John Peppey subject to receipt of favorable police report. Seconded by Ald. Knudsen. Upon a voice vote the motion carried. Ald. Sa1entine moved for the approval of a "Gathering" Permit for Wis. Slovak Historical Society for 7/26/81 at Sobek's Resort. Seconded by Ald. Klenz. Motion carried. ~ Common Council 5/12/81 - P. 3 CITY OFFICIAL'S REPORTS - The Clerk presented the Building Report for April, 1981, indicating three new dwelling units and total construction in the amount of $219,350.00. Report placed on file. COMMUNICATIONS AND MISCELLANEOUS BUSINESS The Clerk read a communication dated 5/12/81 directed to the Mayor and Common Council, from John A. McAdams, Pres. of McAdams of Muskego, Inc. (Pick & Save Store), requesting the city's municipal code be amended to change the quota of Class "A" Intoxicating Liquor and Fer- mented Malt Beverage Licenses from five to six. Same referred to the Rules, Laws & Ordinance Committee. In answer to a question from Ald. Sa1entine regarding the requests of property owners to be detached from the Big Muskego Lake Protection and Rehabilitation District, Council Representative to the Deputy Commissioners, Radtke. advised he has contacted the Chairman of the Deputy Commissioners and as of this date has had no response. In answer to a question from Ald. Knudsen, Mayor Gottfried advised it is his intent to invite Mr. Ned Pierce of Strand & Associates to answer questions from the Little Muskego Lake Protection and Rehabili- tation District Commissioners regarding the Dredging Project.
